If any of those conditions is missing—or the customer wants a person—it should clarify or hand the conversation to a human. Speed matters when it produces a correct, complete outcome, not when it merely ends the chat quickly.
Why a fast answer is not the same as good service
Customers increasingly expect AI to do more than retrieve information. Gartner’s survey of 3,566 B2B and B2C customers, conducted in February and March 2026, found that surveyed customers were approximately three times more likely to use third-party generative AI than company-provided chatbots for customer-service issues. Gartner also reported that among surveyed GenAI users, 58% had used it to complete a task on their behalf; the corresponding figure for B2B users was 74%. Those are survey findings, not proof that every customer wants a company’s AI to take action.

Gartner’s July 2026 release also says customers expect access to a human when a company uses AI for service. That expectation makes escalation part of the service design, not a failure to automate. A bot that responds in seconds but misunderstands the request, gives an unsupported answer, or leaves the customer unable to reach a person has not delivered a successful interaction.
Forecasts should not be confused with current results. In March 2025, Gartner projected that agentic AI would resolve 80% of common customer-service issues without human intervention by 2029, alongside a 30% reduction in operational costs. These are forecasts, not measured performance or guaranteed savings.

A practical rule for deciding when AI should stop
Use the following as an operational design proposal, not as a universal standard mandated by any cited source. Let AI complete the interaction only when all five conditions are satisfied:
- The customer’s goal is clear. The system understands what outcome the person wants and has the relevant account or transaction context. If it is unsure, it should ask a focused clarifying question rather than guess.
- The answer has reliable support. The response can be grounded in approved, current business information. If the system cannot establish the relevant facts, it should say what it cannot confirm and route the issue appropriately.
- Any requested action is authorized. The system is permitted to take the specific action under explicit policy and permissions. It should not infer authority from a customer’s wording or from its own ability to execute a tool call.
- The outcome can be checked and the risk is acceptable. After acting, the system can verify what happened. The organization’s risk policy should account for the likely impact of an error and whether the action can be reversed.
- The customer can reach a person. A practical route to human help remains available, including when the AI has already attempted to resolve the issue.
If any condition fails, the next step is to clarify, stop the action, or transfer the interaction. NIST’s AI Risk Management Framework describes voluntary guidance for incorporating trustworthiness into AI design, development, use, and evaluation; its Generative AI Profile was released on July 26, 2024. NIST’s 2024 AI Use Taxonomy, which lays out 16 AI-use activities, emphasizes human goals and outcomes. Together, these frames support evaluating what the customer needs and whether the system’s contribution actually achieves it—not treating a confident-sounding response as evidence of success.
When to clarify, stop, or transfer to a human
Build explicit triggers into the service journey. A transfer is especially appropriate when:

- The system cannot establish the facts needed to answer or act.
- The customer repeats the question, disputes the answer, or signals that the issue remains unresolved.
- The request involves a sensitive or high-consequence decision for which the organization’s risk policy requires human judgment.
- The requested action falls outside the system’s authorization or policy.
- The customer asks for a person.
Not every uncertainty requires an immediate transfer: a short, targeted clarification can resolve ambiguity safely. But the system should not keep asking questions or repeating a failing answer when the customer’s need remains unmet. The exact triggers and risk thresholds should be set by the organization using its own risk analysis and validated service data; the cited sources do not establish a universal accuracy or confidence cutoff.
Make the handoff useful, not another obstacle
A transfer should preserve progress. When passing a conversation to an agent, provide the customer’s stated goal, relevant verified facts, actions already attempted, and the unresolved decision. Do not make the customer repeat the whole story when the system can safely pass context. Transfer only the information the agent needs and follow the organization’s applicable privacy and data-handling rules.
That experience is an important design gap. In a 2025 survey of 4,800 consumers and 457 business leaders across 15 countries, Twilio reported that 78% of consumers considered it important to be able to switch from AI to human support, while 15% reported a seamless handoff. These are Twilio-published survey results, not a universal or independently audited measure. Twilio also reported consumer unease about AI context and personal or financial information. Gartner recommends policies addressing privacy, security, and escalation.

How to compare automated and human-supported journeys
Compare service options by the outcome and the work the customer experiences, not by how many conversations the AI contains. These measures are a practical synthesis of NIST’s emphasis on outcomes and trustworthiness, Gartner’s service-journal recommendations, and Twilio’s handoff and privacy findings.

| What to assess | Questions for the team |
|---|---|
| Task success and correctness | Was the customer’s goal actually completed? Can the result be verified, and are corrections needed? |
| Customer effort and speed | Did the journey reduce waiting and work, or did the customer have to repeat information or restart elsewhere? |
| Risk and reversibility | What harm could an error cause? Can the action be undone, and who is responsible for resolving a mistake? |
| Escalation quality | Can the customer reach a person, and does the agent receive the context needed to continue? |
| Privacy and security | Is the information used or transferred necessary, protected, and governed by policy? |
| Measurement | Are teams tracking completion, repeat contacts, corrections, escalation outcomes, and customer satisfaction—not only deflection? |
A high containment or deflection rate cannot, by itself, show that customers received correct resolutions. Pair it with completion and quality measures, then inspect cases where customers returned, corrected the system, or asked for a person.
What to measure before expanding automation
Set thresholds from the organization’s service data and risk analysis rather than borrowing a universal number. NIST’s framework is voluntary, and neither it nor the cited survey findings supply a universal numeric threshold for autonomous customer-service resolution. A practical review should ask:
- Did the system correctly identify the customer’s goal and relevant context?
- Was the answer supported by approved information that was current at the time?
- Did an action stay within authorization, and was its result confirmed?
- How often did customers return, correct an answer, or request escalation?
- Did handoffs preserve context and lead to resolution without unnecessary repetition?
- Were privacy and security controls followed during both automation and transfer?
Gartner’s 2026 release reported that 24% of surveyed service and support leaders demonstrated positive financial returns across their AI use cases. The leader survey was separate from the customer survey: it included 1,303 senior leaders and was conducted from January through April 2026. The finding is a reminder that adoption and business value are not interchangeable; teams need to assess customer outcomes alongside operating results.
