Neither replaces the policy contract. Use AI to get oriented, then verify important answers against the exact policy and its endorsements—and ask the insurer or a qualified professional when a decision about buying, changing, or claiming coverage is at stake.
What can an AI insurance policy summary do that a licensed insurance agent can’t?
It can give you a fast first-pass explanation without a meeting: summarize sections, define unfamiliar terms, and help you identify questions to ask. An AI tool does not need to be a licensed insurance professional to summarize text you provide. But a fluent answer is not proof that it understood the wording or applied it correctly. The National Association of Insurance Commissioners (NAIC) cautions that generative AI may produce information that sounds accurate but is incorrect, and recommends careful review for important decisions: NAIC guidance on artificial intelligence.

A licensed agent, by contrast, is a person authorized under the rules that apply to a particular jurisdiction and line of insurance. Depending on that authority, the agent may be able to discuss your needs or participate in insurance transactions. The title does not guarantee that every agent is independent, reviews every policy comprehensively, or must recommend what is best for you. An agent’s role and permitted activities depend on local law and the license held.

There is no source-backed accuracy contest that establishes a universal winner. The practical distinction is the job: use AI for orientation and question preparation; use a qualified human for a conversation that requires personal context or a regulated insurance activity; use the issued contract to establish what the policy says.

How the two options differ
| Question | AI summary | Licensed insurance agent |
|---|---|---|
| Speed and plain-language orientation | Can quickly summarize or explain text you provide, but may miss context or state an error confidently. | Can explain and discuss insurance with you, subject to the agent’s knowledge, authority, and the relevant rules. |
| Your circumstances and follow-up | Can respond to details you enter, but may misunderstand them or fail to account for relevant facts and policy variations. | Can ask follow-up questions and discuss your circumstances; the quality and scope of help vary by agent and jurisdiction. |
| Authority to act | A summary alone does not hold an insurance license or carry out licensed transactions. | May perform activities authorized by the applicable license and local law. The permitted scope is not universal. |
| Accountability | Its output is not professional advice from a licensed agent, and the tool may not provide a reliable way to correct an error. | Is a human professional subject to applicable licensing rules. That does not mean every agent has the same duties or guarantees a particular result. |
| What establishes coverage | Does not amend or replace the issued policy. | Can help explain coverage, but an explanation does not replace the issued policy or endorsements. |
What an AI summary is useful for
Getting oriented in unfamiliar wording
You can ask an AI tool to explain a paragraph in simpler language, summarize a section, or distinguish terms such as a deductible and a limit. Treat the result as a reading aid, not a coverage determination. The NAIC’s warning matters because plausible wording can conceal a mistake, an omitted qualification, or a misunderstanding of how separate clauses interact.
Finding questions to investigate
A summary can help you spot topics that deserve attention—such as exclusions, conditions, sublimits, or waiting periods—and turn them into questions for your insurer or agent. It is most useful when you then locate the relevant clause in your own policy and check that the summary has not left out surrounding language.

Working from the complete, correct documents
Insurance coverage can vary with state-specific rules and with the forms and endorsements attached to an individual contract. The NAIC notes that homeowners coverage is complex and that state regulation and individualized amendments can complicate comparisons: NAIC homeowners insurance consumer guidance. A summary made from a general product description—or from only part of your policy—cannot establish what your issued contract covers.

Discussion of your situation
A conversation can surface facts an automated summary does not know to ask about. You can explain what you are trying to insure, describe a concern, and ask the agent to identify relevant provisions. The agent’s ability to advise or act depends on the line of insurance, license, jurisdiction, and circumstances; do not assume every agent offers the same service or has a duty to conduct a full policy review.

Help with insurance transactions, within local authority
Licensing rules are jurisdiction-specific. For example, the Texas Department of Insurance’s June 12, 2026 bulletin describes activities that Texas law reserves for licensed agents, including soliciting or receiving an application and collecting or transmitting a premium. It also discusses risk examination and other assistance in an insurer’s business: Texas Department of Insurance Commissioner’s Bulletin B-0003-26. This is a Texas example, not a universal definition of what agents may do elsewhere. The bulletin separately addresses adjuster licensing; an adjuster and an agent are not interchangeable roles.
A human explanation is not the contract
An agent can help you understand a policy, but you should still verify the answer in the policy itself. Ask where the relevant wording appears and whether the answer accounts for the form and every endorsement that applies. If the issue is a claim or a consequential change, contact the insurer or a qualified licensed professional in the relevant jurisdiction.

Why summaries can differ from the coverage you actually have
A policy is more than a short description of its main benefits. Coverage can turn on definitions, exclusions, conditions, limits, deductibles, and endorsements—and on rules that vary by location. A summary that omits a qualification or overlooks an endorsement can lead to a materially different impression from the issued contract.

In specified UK contexts, Financial Conduct Authority rules require a policy summary to cover items such as the type of insurance and cover, significant features and benefits, significant or unusual exclusions or limitations, duration, cancellation rights, claims contacts, and complaint information. The summary must also explain that it does not contain the full policy terms: FCA Handbook, ICOBS 6.1. These requirements apply in the circumstances covered by the UK rules; they are not a universal definition of every insurance summary.

How to use AI and an agent together
- Start with the issued documents. Gather the current policy wording, declarations or schedule, and all applicable endorsements. Do not rely on a generic product page or a summary of a different version.
- Ask AI for orientation, not a verdict. Request a plain-language explanation of a specific clause and a list of terms or questions to check. Avoid treating a yes-or-no answer about coverage as authoritative.
- Check the source wording. Find the clause in the contract, read the surrounding text, and verify definitions, exclusions, limits, conditions, and endorsements that may affect it.
- Take unresolved or consequential questions to a human. Contact your insurer or an appropriately licensed professional in your jurisdiction, especially before buying, changing coverage, or relying on an interpretation in a claim.
- Keep a record. Note the question, the policy section discussed, and any explanation or next step you receive. If the answer is unclear, ask the insurer to identify the controlling wording.
Questions to ask an insurance agent
The NAIC provides consumer shopping resources, including tools for comparing coverage and questions consumers can ask agents: NAIC consumer resources. For a policy review or coverage discussion, make the conversation specific:
- Which exact policy form and endorsements apply to my coverage?
- Which exclusions, sublimits, conditions, waiting periods, or deductibles matter for my situation?
- What assumptions are you making about my circumstances?
- Is this general information, or a recommendation based on my needs?
- Where in the contract can I verify the answer?
Does insurer use of AI change who is responsible?
No: the NAIC says insurers remain responsible for complying with applicable insurance laws and consumer-protection requirements when they use AI. Its guidance emphasizes fairness, accuracy, and human oversight. This concerns insurers’ use of AI in their operations; it does not mean that a consumer’s private use of a general-purpose AI summary is governed by the same insurer rules.
NAIC-reported survey results also show why insurer AI use is a separate issue from consumer policy summaries. In responses associated with reports dated December 2022, 88% of 193 responding private passenger auto insurers said they used, planned to use, or planned to explore AI or machine-learning models in operations. The corresponding figures were 70% of 194 responding home insurers in August 2023, 58% of 161 responding life insurers in December 2023, and 92% of 93 responding health insurers in May 2025. These figures describe insurers’ reported use, planned use, or exploration—not consumer use of policy-summary tools, summary accuracy, or agent quality. The NAIC also reports that its Model Bulletin on insurers’ use of AI was adopted in December 2023: NAIC AI topic page.
When to get a human answer
- You are deciding whether to buy, cancel, or change coverage.
- You need to know whether a particular event, item, or loss is covered.
- The answer depends on an exclusion, endorsement, limit, condition, or a detail about your circumstances.
- You are preparing, disputing, or appealing a claim.
- The explanation you received conflicts with the policy wording or leaves an important point uncertain.
For legal scope questions, check with the insurance regulator for your location; a Texas bulletin or UK rule should not be assumed to govern elsewhere.
