AI in Schools: A Tech Push Raising Serious Risks, Not Yet Proving a Disaster

AI in schools raises real concerns about student privacy, age-appropriate use, transparency and whether promised benefits have been independently measured. But the evidence available here does not show that all school AI—or classroom generative AI in particular—is a disaster. The clearest documented warning is about AI-assisted monitoring of student devices, a different use of AI from tutoring or lesson support.

“AI in schools” covers different tools—and different risks

Generative AI used to explain a lesson or help develop instructional materials is not the same as software that scans student writing and searches for signs of self-harm or violence. Schools may also use AI-assisted systems for administrative tasks. Their purposes, data flows and ways of affecting students differ, so a safety concern about one category should not automatically be treated as proof about another.

Generative AI for instruction May support instructional materials, tutoring or exploration of college and career pathways. The U.S. Department of Education describes these as possible grant-supported uses. Its July 22, 2025 guidance is policy guidance, not independent proof of improved learning outcomes.
AI-assisted device monitoring Scans activity on school-issued devices or, in some circumstances, school accounts on personal devices; potentially concerning material may go to human reviewers. An Associated Press and Seattle Times investigation documented alert patterns, student privacy concerns and a serious records exposure in specific districts. It did not establish that monitoring measurably prevents suicide or violence.
Other administrative uses Automates or assists school operations; the specific function depends on the system. The sources cited here do not provide a general evaluation of these tools’ outcomes.

The distinction matters: evidence about monitoring software does not establish whether a generative-AI tutor helps students, and examples of possible instructional uses do not answer whether a monitoring system protects privacy or improves safety.

What official guidance says about adopting classroom AI

UNESCO calls for safeguards and human-centered validation

UNESCO’s guidance on generative AI in education, published September 7, 2023 and last updated January 16, 2026, warns that publicly available tools and rapid releases are moving faster than regulatory frameworks. It says that where national regulation is absent, user privacy may be unprotected and educational institutions may be unprepared to validate tools. UNESCO recommends privacy protections, age limits for independent conversations with platforms, and human-centered, age-appropriate ethical validation and pedagogical design. This is guidance about how to approach adoption, not a finding that a particular tool is harmful or effective.

U.S. Department of Education guidance identifies possible uses and responsibilities

The Department’s July 22, 2025 guidance describes AI uses that may receive federal grant support, including instructional materials, high-impact tutoring and college and career pathway exploration. It also points to privacy, engagement with parents and teachers, educator professional development and AI literacy. Those priorities can help a school frame an adoption plan; they are not evidence that a product has improved student outcomes.

The sources cited here establish no learning-gain, test-score or academic-achievement effect size for school AI. That gap should not be misread as proof that classroom AI cannot help; it means schools and families should ask what evidence supports each specific claim, and who produced it.

What the reported monitoring case shows—and what it does not

An AP and Seattle Times investigation described Gaggle scanning student writing and searches on school-issued devices, as well as activity when students used school accounts on personal devices. Potentially concerning material could be sent to human reviewers, who might then alert school staff. This is a documented account of one product and specific districts, not a measure of how common the practice is nationwide.

Alerts were substantial in one district, but they were not confirmed incidents

In Vancouver Public Schools, between October 2023 and October 2024, nearly 2,200 students—about 10% of district enrollment—were the subject of an alert, according to the investigation. At Vancouver School of Arts and Academics, about one in four students had communications that triggered an alert. In the district, the technology flagged more than 1,000 documents for suicide and nearly 800 for threats of violence. These are counts of alerts or flagged documents, not verified cases, unique students in each category, national rates or validated measures of prevention.

Monitoring can bring a concern to staff, but can also intrude on student privacy

The investigation included examples of staff or counselors being alerted to possible student needs, including a former superintendent’s account of a student using the monitoring system to reach a school staff member. It also described possible false positives, such as an essay about consent, a joking exchange and a student story with mildly violent imagery. An alert may prompt useful support, but an alert alone does not establish danger or determine what response is appropriate.

Students and advocates also raised concerns that sensitive LGBTQ+ information could reach school staff or families and that surveillance could make students less willing to search or write privately. Zoe Reiland, a student quoted in the report about searching on a school Chromebook, said: “I was too scared to be curious.” Her remark describes a student’s concern in that context; it is not evidence that every monitored student has the same experience.

A records exposure raises a separate data-security concern

The investigation reported that a records request inadvertently exposed almost 3,500 sensitive, unredacted student documents to the reporters. It also said Gaggle later changed screenshot access so that, after 72 hours, only logged-in account users could view them. The company said the time-limited access was intended to let emergency contacts respond quickly. The exposure and the company’s stated operational reason are both relevant when evaluating how a system handles sensitive records.

The investigation found no independent research showing that these monitoring systems measurably lower student suicide rates or reduce violence. It attributed to a 2023 RAND study the conclusion that evidence of benefits or risks was “scant.” That is an evidence gap about surveillance systems; it is not a finding about the educational effectiveness of classroom generative AI.

Student-data protections depend on the information and the contract

In the United States, the Department of Education’s Student Privacy Policy Center describes FERPA’s general rule against disclosing personally identifiable information from education records without written consent, alongside exceptions under specified conditions. Under some circumstances, a school may share data with a contractor providing an institutional service. Whether an exception applies, and what written agreement is required, depends on the parties and circumstances. FERPA therefore does not simply prohibit all vendor access.

Before a school adopts a tool, families and staff should be able to get clear answers to these questions:

  • What student information does the tool collect, including writing, searches, screenshots or account activity?
  • Why is each type of information collected, and who can see it—including vendor staff, school reviewers and emergency contacts?
  • How long is it retained, and what happens to it when the school stops using the service?
  • Can the vendor reuse or disclose the information for other purposes? What do the contract and any written agreement require?
  • What notice is given to students and parents, and what consent or other legal basis applies?

A practical test for schools considering an AI tool

A feature list does not show whether a system is appropriate for a school. Administrators, educators, families and students should examine the proposed use against the evidence and the school’s ability to manage its consequences.

  1. Define the purpose and age suitability. Specify the problem the school is trying to address, the students affected and why this tool is appropriate for their age. For generative AI, include how the tool fits the lesson; for monitoring, explain what signals it scans and what it cannot determine.
  2. Ask for evidence tied to the promised outcome. Separate vendor claims and policy guidance from independent evaluations. A tutoring claim needs evidence about learning; a safety claim needs evidence about safety outcomes. Alert volume by itself does not show that a system prevents harm.
  3. Map data collection and access. Identify the information collected, each person or organization that can see it, retention periods, further disclosures and relevant contract terms before deployment.
  4. Make deployment understandable and participatory. Explain the tool and its limits to students, parents and teachers, and provide a meaningful way for affected people to raise concerns. The Department’s guidance specifically points to parent and teacher engagement.
  5. Plan human review and response capacity. State who reviews an alert, how context is checked, what support is available and how mistaken flags can be challenged. As Benjamin Boudreaux, an AI ethics researcher and co-author of the RAND report, told the AP and Seattle Times: “If you don’t have the right number of mental health counselors, issuing more alerts is not actually going to improve suicide prevention.”
  6. Review access, fairness and unintended effects. Consider whether students can access the tool appropriately, who may be disproportionately flagged or excluded, and whether monitoring changes students’ willingness to ask questions or seek information.

For school leaders, this turns adoption into a continuing responsibility rather than a one-time purchase: document the purpose, test the claims, set data and response rules, and revisit whether the tool is serving students. A district technology executive quoted in the investigation, Russell Thornton of Owasso Public Schools, put one limit plainly: “This is one tool used by administrators. Obviously, one tool is not going to solve the world’s problems and bullying.”
