That lowers the barrier to legitimate creative work—and to fabricated evidence used in refunds, counterfeit sales, impersonation and donation scams.
The important qualification is scale: available sources document a Forter-reported $1.5 million returns-abuse operation and broad consumer fraud measured in billions, but they do not prove that AI-generated retail images have caused multi-billion-dollar losses worldwide. Retailers need to treat images as one signal among many, not as proof by themselves.

What AI image tools change for creators and fraudsters
Modern image tools can produce several high-quality variations from a short prompt. A user can request a product on a particular background, a lifestyle scene, a damaged package or a realistic-looking receipt without knowing professional editing software. That is why the technology feels transformative to legitimate users: concepts that once required a photographer, designer, studio and editing time can be explored in minutes.
The same accessibility changes the economics of deception. A person attempting a refund may generate or alter a photograph showing a cracked screen, torn fabric or water damage. A scammer selling a nonexistent product can pair an invented storefront with polished product pictures. A coordinated group can create many variations instead of reusing one obvious image. These are documented risk scenarios described by Jason Grunberg, Forter’s chief marketing officer, in a TechRadar Pro Perspectives article published 12 August 2026; they are not a prevalence estimate or an independent capability test.

Why visual evidence is especially vulnerable
- Images are easy to copy, resize, crop and regenerate, so the file itself may not reveal who created it.
- Generative systems can produce plausible scenes that never existed, including a product, shipping label or damaged parcel.
- One prompt can create many superficially different claims, making simple duplicate-image checks less effective.
- Authentic customer photos can also be edited, so a retailer must distinguish uncertainty from proof of misconduct.
That last point matters for customer treatment. A genuine buyer may submit a poor-quality photo, misunderstand a return policy or have a device that produces unusual colors. Treating every visual inconsistency as fraud creates unnecessary denials and support costs.
Can AI-generated images fake product damage for a refund?
Yes. A generated or altered image can be used as supporting material for a false damage claim, but an image alone does not establish that a refund was fraudulent. The strongest documented example in the supplied sources is a Forter-reported operation stopped over Christmas 2025. Forter said the operation involved AI-altered damage images and represented $1.5 million in returns abuse. That is a single vendor-reported incident, not an audited estimate of the global market or of all AI-assisted claims.
Grunberg also attributed a 57% figure to the Merchant Risk Council, saying that merchants reported more refund and policy abuse over the prior year. The original survey’s timing, respondent count, geography and methodology were not established in the cited material, and the figure does not measure AI-driven abuse specifically. It should therefore be read as an attributed industry signal, not a universal rate.
How an abuse attempt can work
- Acquire or order an item. The person buys a product, receives it, or in some cases never receives anything at all.
- Create a claim image. A real photo may be edited, or a wholly synthetic scene may depict a broken, empty or incorrect package.
- Submit a plausible explanation. The claim may describe transit damage, a wrong item, a missing parcel or a defective product.
- Exploit policy pressure. Fast refunds, generous replacement rules and seasonal volume can make manual verification difficult.
- Repeat or coordinate. Multiple accounts, addresses, devices or merchants can obscure links between claims.
The distinction between a coordinated group and an opportunistic shopper is not always visible in a single transaction. A retailer therefore needs context—account history, device relationships, order data and claim patterns—before deciding whether to approve, investigate or deny a request.

What the FBI says about synthetic content and crime
The FBI’s Internet Crime Complaint Center warned on 3 December 2024 that generative AI can facilitate financial fraud. Its position is deliberately narrow: synthetic content is not inherently illegal. Criminality depends on how the material is used, whether it supports deception, identity theft, extortion, theft or another offense, and what the person intended.
The advisory gives examples that extend well beyond retail returns:
- Synthetic profile photos and identity documents used to impersonate people or open fraudulent accounts.
- Counterfeit-product promotions and non-delivery schemes supported by convincing listings.
- Fabricated disaster or conflict images used to solicit donations for events that did not occur.
- Manipulated or generated sexual images used in sextortion.
- Market-manipulation content and other false materials designed to move money or influence decisions.
For consumers, the practical lesson is not that every unusual image is fake. It is that a realistic picture is weak proof of a seller, event or product. Verify the account, payment route, delivery evidence and independent details before sending money or personal information.

How large is the problem?
Several figures are often placed together in discussions of AI-enabled abuse, but they measure different things. Keeping their scope attached prevents a broad fraud statistic from being misrepresented as an AI-retail loss estimate.

The FTC lists online shopping issues among commonly reported fraud categories, but it does not attribute the $12.5 billion total to image generation. There is no supported basis for calling AI-generated retail images a multi-billion-dollar global loss category.
How retailers can evaluate suspicious images without punishing good customers
The most defensible approach is layered review. Grunberg’s recommendation was: “The goal has to be identifying the bad actor, not penalizing the good customer.” In practical terms, a retailer should score the entire claim rather than reject it because an image looks slightly synthetic.
1. Examine the image, but treat it as a lead
- Check whether shadows, reflections, text, logos, seams and object geometry remain consistent.
- Compare the alleged damage with the item’s known construction and likely failure modes.
- Look for abrupt compression changes, repeated textures, impossible edges or metadata that conflicts with the submission story.
- Use image comparison to find reuse across claims, while remembering that cropping and regeneration can defeat simple hash matches.
These checks can prioritize a case for review; they cannot prove intent. A genuine photo can be recompressed by a phone or messaging service, and metadata can disappear during upload.

2. Add identity, device and account context
Compare the claimant’s identity signals, device relationships, account age, delivery addresses, payment instruments and login behavior with prior activity. A new account making a high-value damage claim from a device linked to several recently closed accounts deserves more scrutiny than a long-standing customer with a consistent history. The same signals can also clear a customer when the image is unusual but the surrounding behavior is normal.

3. Analyze transaction and claim patterns
Track the frequency, timing, product categories and explanations in claims. Repeated “damaged on arrival” reports, serial numbers that recur across accounts, or claims clustered around refund-policy thresholds can indicate coordination. Cross-account and cross-merchant connections may reveal a pattern that no single claim exposes; the cited vendor article proposes this rationale, but it does not provide an independent measurement of detection performance.
4. Combine automation with human investigation
Automated screening is useful for volume, while trained reviewers handle ambiguous cases and customer communication. Amazon’s 2024 Brand Protection Report describes a similar combination for infringement controls: computer vision and large language models consider listing text, visual attributes, pricing patterns and other signals together; seller identity verification and ongoing account monitoring add context; human review is used when an investigation calls for it.
Amazon reported that it blocked more than 99% of suspected infringing listings before brands reported them and identified, seized and disposed of more than 15 million counterfeit products worldwide in 2024. It also reported around 35% fewer valid infringement notices submitted by brands since 2020, attributing that decline to more listing attempts being blocked proactively. These are company-reported results for Amazon’s marketplace, not a neutral benchmark for every retailer or fraud-detection product.

When evidence is mixed, request a second photo, packaging images, a serial number or a carrier record rather than issuing an immediate permanent denial. Explain what information is needed and protect the customer’s personal data. A review process should measure false positives, approval rates, investigation time and repeat abuse—not just the number of blocked claims.

Controls that reduce abuse while limiting friction
Blanket policy tightening can push legitimate customers toward chargebacks or unnecessary support contacts. A risk-based design reserves the strongest friction for combinations of signals, such as a new account, an expensive item, an implausible image and a device or address linked to prior abuse.
- Low-risk claims: Keep the ordinary return path and avoid asking for burdensome evidence.
- Moderate-risk claims: Request additional photographs, packaging details or a short explanation, then route the case for timely review.
- High-risk claims: Pause an automatic refund, verify identity and order facts, and investigate linked accounts or devices.
- Confirmed abuse: Apply proportionate account or transaction controls, document the reason and provide any legally required notice or appeal.
Retailers should also secure the evidence pipeline itself. Limit who can alter claim records, preserve original uploads where lawful, log model decisions, test detection against edited genuine images and review whether automated rules disadvantage particular devices, languages or customer groups.
What consumers should do when an image is the “proof”
Whether you are buying from a marketplace, donating after a disaster or responding to an online identity, do not treat a polished image as verification. Check the seller’s history, domain and contact details independently; use payment methods with dispute protections; confirm shipping through the carrier rather than a screenshot; and search for reputable reporting about the event or organization. For a return, photograph the package and item as you open it, retain tracking information and communicate through the retailer’s official channel.

What is established—and what is not
The documented record supports a clear dual-use conclusion: image generators make visual production faster and more accessible, and that same capability can support deception. It supports specific examples from an FBI advisory, a vendor-reported $1.5 million returns-abuse case, an attributed but incompletely documented 57% merchant statistic, and Amazon’s description of layered marketplace controls.
It does not establish a neutral winner among fraud-detection systems, a verified global loss total for AI-generated retail images, or a claim that most refund customers are dishonest. Retailers that communicate those limits plainly can improve detection without turning every customer into a suspect.
