AI compliance is the narrower discipline of identifying applicable obligations and proving that the organization meets them. Governance assigns owners, policies, risk decisions and lifecycle controls; compliance maps those controls to laws, contracts and standards and preserves evidence for review.
What AI governance means
AI governance is the way an organization makes and enforces decisions about artificial intelligence from initial idea through retirement. It covers who may approve an AI use case, what risks are acceptable, how systems are monitored, how people can challenge outcomes and how the organization learns from incidents.

A governance program normally applies to internally developed models, third-party services, embedded features in business software, automated decision tools and generative-AI applications. It can include systems that never reach production, because approving a pilot, handling sensitive data in a test and deciding whether to discontinue a model are governance decisions too.
Governance questions
- Which AI systems, models, vendors, data sets and business processes do we use?
- Who is accountable for each system and who can stop or restrict it?
- What risk appetite applies to decisions affecting people, money, safety, rights or access to services?
- What reviews, tests, human-oversight measures and monitoring are required before and after deployment?
- How are complaints, incidents, model changes and emerging risks escalated?
- How do we retire a system and preserve the records needed to explain its operation?
Typical governance artifacts include an AI inventory, risk register, approval workflow, model or system cards, data and vendor assessments, monitoring dashboards, incident procedures, decision logs and records of corrective action. These artifacts are useful even when no regulator or auditor is involved because they make responsibility and trade-offs visible.

What AI compliance means
AI compliance is the evidence-based process of determining which external requirements apply and demonstrating conformity. The requirements may come from legislation, regulation, a regulator’s guidance, a customer contract, an industry code or a voluntary standard adopted as an organizational commitment.
Compliance starts with applicability rather than with a generic checklist. The answer can depend on the country or market, the organization’s role, the purpose of a system, the people affected, the data involved, the contract and the date on which a rule becomes operative. A compliance team therefore maintains an obligations or applicability matrix that records the requirement, the affected system or process, the responsible owner, the control that addresses it and the evidence that proves the control operated.
Compliance questions
- Which laws, regulations, contractual clauses and standards apply to this system and its provider or deployer?
- What specific duties do they impose, such as risk management, transparency, human oversight, security, record keeping or reporting?
- Which controls satisfy each duty, and are those controls designed and operating effectively?
- What records, test results, disclosures, approvals and logs must be retained?
- Can the organization produce a coherent evidence package for an auditor, customer or public authority?
Compliance is not limited to passing a one-time audit. Rules, system versions, vendors, data flows and business uses change. A defensible program reassesses applicability and evidence when any of those change.

Governance can exist without a formal compliance claim, and compliance work can be performed without a mature governance structure. In practice, compliance is more reliable when governance already supplies owners, functioning controls and trustworthy records.
How legal force differs among major approaches
Frameworks often appear together in AI programs, but they do not have the same status. Treating a voluntary framework, a certifiable management-system standard and a binding regulation as interchangeable creates avoidable risk.
NIST AI Risk Management Framework
The National Institute of Standards and Technology released AI Risk Management Framework 1.0 on January 26, 2023. NIST states that the framework is intended for voluntary use and to improve the ability to incorporate trustworthiness considerations into the design, development, use and evaluation of AI products, services and systems.
NIST organizes practical risk work around the functions Govern, Map, Measure and Manage. Its trustworthiness characteristics include validity and reliability; safety; security and resilience; accountability and transparency; explainability and interpretability; privacy enhancement; and fairness with harmful bias managed.

NIST AI RMF is useful when an organization needs a flexible backbone that can be adapted to sectors, jurisdictions and different levels of technical maturity. It does not, by itself, create a legal duty or an ISO certificate. An organization can use it to design controls, explain its risk method to customers and structure internal reviews, while separately determining which laws and contracts apply.
ISO/IEC 42001:2023
ISO/IEC 42001:2023 is an international standard specifying requirements for establishing, implementing, maintaining and continually improving an Artificial Intelligence Management System, or AIMS, within an organization. ISO identifies it as the first AI management-system standard; the edition was published on December 18, 2023.

The standard follows a Plan-Do-Check-Act management cycle. That structure addresses organizational context, leadership, planning, support, operation, performance evaluation and improvement. It is designed to make AI responsibilities and controls repeatable across an organization rather than dependent on an individual project team.
Certification is voluntary and is performed by independent certification bodies, not by ISO itself. Certification can provide an external signal that a management system was assessed against the standard, but it does not guarantee that every AI use is lawful, safe or suitable for every purpose. The organization still has to identify applicable law, operate controls and respond to system-specific risks.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThe EU AI Act
Regulation (EU) 2024/1689, commonly called the EU AI Act, is binding, risk-based legislation. Its obligations vary according to categories such as prohibited practices, high-risk systems, transparency-related systems and general-purpose AI, as well as the role of the actor and the relevant market or activity.
The official framework assigns support and coordination responsibilities to the European Commission’s AI Office, while national market-surveillance authorities supervise and enforce compliance. Whether a particular obligation applies depends on factors including the system’s function, the provider or deployer’s role, geography and the implementation status of the relevant provision.
Do not apply one universal deadline to every AI system. Check the current legal text, any consolidated amendments, applicable guidance and the facts of the specific deployment. A governance inventory and role analysis make that legal assessment possible; neither NIST nor ISO/IEC 42001 substitutes for it.
Do you need ISO/IEC 42001 if you comply with the EU AI Act?
Not automatically. Compliance with the EU AI Act addresses the duties that the Act imposes on a covered system or actor. ISO/IEC 42001 addresses the design and continual improvement of an organization-wide management system, and certification under it is optional.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →An organization may choose ISO/IEC 42001 when it wants a structured management system, a common operating model across many AI use cases, or an independent certification signal for customers and business partners. The standard can help organize evidence and responsibilities that also support regulatory compliance, but certification does not prove compliance with every EU AI Act requirement. Conversely, an organization can meet applicable EU AI Act duties without seeking ISO certification.
The practical decision is whether the management-system discipline adds value beyond the controls already required. Consider the number of AI systems, the complexity of ownership, customer assurance requests, the need for an external assessment and the resources available to maintain the system.
How governance and compliance work together
A useful operating model treats governance as the control system and compliance as the obligation-and-evidence layer. The following sequence connects them without assuming that every organization uses the same framework.

- Implement lifecycle controls. Address data governance, security, privacy, testing, performance, fairness, human oversight, transparency, change management and incident response before release and during operation.
- Operate and monitor. Collect the logs, metrics, approvals, user feedback, complaints, incidents, supplier notices and corrective actions required by policy and applicable obligations.
- Map controls to obligations. For each legal, contractual or standards requirement, identify the control, its owner, testing method, evidence location and review frequency.
- Review on change. Reassess the inventory, risk rating, controls and legal map when a model, data source, vendor, user population, geography or rule changes.
Building an AI governance program
Start with a complete inventory
An inventory is more than a list of machine-learning models. Capture business-process automation, generative-AI assistants, scoring tools, application-programming-interface calls to external providers and AI features bought as part of ordinary software. For each entry, record purpose, owner, provider, model version, input and output data, users, deployment region, connected systems, decision impact and retirement status.
Set a rule that no new AI use enters production without an inventory record. Give procurement and engineering a simple intake path so that unregistered experiments do not become invisible production dependencies.
Define decision rights and risk appetite
A policy should state which uses are prohibited internally, which require specialist review and which can follow a standard path. It should identify approval authorities for high-impact decisions, sensitive data, external-facing content and material changes. Boards or senior executives need a route to set risk appetite; operational teams need clear thresholds and escalation times.
Separate accountability from execution. A developer can operate a model while a business owner remains accountable for its purpose and effects. A privacy, security, legal or safety specialist can challenge a design without owning the business outcome.
Control the full lifecycle
Require documented purpose and success criteria before development. During data preparation, record provenance, permissions, quality checks and known limitations. During testing, evaluate performance in the populations and conditions in which the system will operate, not only on an aggregate benchmark.
Before release, document human-review procedures, user disclosures, security protections, fallback behavior and rollback authority. After release, monitor drift, error patterns, access, abuse, complaints and changes in the surrounding process. A model that remains unchanged can still create new risk if the data, users or decision context changes.
Manage suppliers and embedded AI
Vendor due diligence should identify the service’s model and data flows, retention terms, subprocessors, security measures, update practices, incident notification, audit support and exit options. Contracts should allocate responsibilities for disclosures, logs, testing information and cooperation with investigations.
Do not assume that a supplier’s statement that a product is “compliant” answers your organization’s obligations. Your organization may be the deployer, controller, employer, service provider or contract party with duties of its own. Record what the supplier attests to, what you independently verify and what remains unknown.
Making an AI program audit-ready
Maintain an obligations and control matrix
For every applicable requirement, record the source, jurisdiction, effective status, affected systems, accountable owner, control description, evidence type, test method and next review date. Distinguish a legal requirement from an internal policy choice and from a customer request. This prevents a voluntary practice from being represented as a statutory duty.

Design evidence as you operate
Evidence should be created by ordinary work rather than assembled after an audit notice. Useful records include approved use-case forms, risk assessments, data and privacy reviews, security test results, model or system cards, human-oversight instructions, training records, monitoring reports, incident tickets, change approvals, supplier assessments and retirement decisions.
Give each record an owner, timestamp, version and retention rule. Protect logs from unauthorized alteration and ensure that access to sensitive evidence is itself controlled. If a metric is sampled, document the sampling method and limitations; if a test is not applicable, record the reason rather than leaving a blank field.
Test both design and operation
A policy document proves intent, not performance. Test whether approvals occur before deployment, whether access is removed when roles change, whether disclosures appear in the intended channel, whether human reviewers can override outputs and whether incidents reach the required authority. Record findings, severity, corrective action, due date and closure evidence.
Prepare the audit narrative
An auditor or regulator should be able to follow one system from purpose to retirement: who approved it, what risks were identified, which controls were selected, how they operated, what the monitoring showed, how changes were handled and how issues were corrected. Use a consistent evidence index and a read-only export process so that the package is complete without exposing unrelated personal or confidential information.

Examples: the same governance control can support different obligations
Generative-AI customer assistant
Governance decides the assistant’s permitted topics, escalation to a human, data restrictions, quality thresholds, monitoring owner and shutdown procedure. Compliance then determines which privacy, consumer-protection, accessibility, contractual and transparency obligations apply in each market and maps evidence to them. If the provider changes its model or retention terms, both the governance record and the compliance assessment must be revisited.
Automated hiring assessment
Governance addresses the legitimate business purpose, prohibited uses, validation population, human review, accommodation process, bias monitoring, appeal route and retention. Compliance identifies employment, privacy, anti-discrimination and sector-specific requirements that apply to the employer, supplier and deployment geography. A fairness test alone is not a substitute for documenting who makes the final decision or how candidates can challenge an outcome.
Third-party fraud scoring
Governance sets acceptable false-positive impact, manual review thresholds, access controls, model-change notices and incident escalation. Compliance maps contractual commitments, data-protection duties, financial-sector rules where applicable and any required customer disclosures. The evidence package should show not only the supplier’s assurance but also how the organization tested and monitored the score in its own process.
Integrating AI with privacy and information security
AI governance should connect to existing privacy, security, risk and enterprise-architecture processes rather than create a parallel bureaucracy. Reuse identity and access management, secure-development controls, vendor-risk reviews, records-of-processing procedures, incident management and business-continuity mechanisms where they address the AI use case.
AI adds issues that those programs may not cover completely: nondeterministic output, model drift, prompt or data exfiltration, training-data provenance, opaque supplier updates, unsafe automation and the possibility that a human reviewer defers to an incorrect output. Add AI-specific tests and escalation criteria while keeping a single source of truth for ownership and incidents.

Common mistakes and how to correct them
Calling a framework a law
Problem: Treating NIST AI RMF as mandatory or presenting ISO/IEC 42001 certification as proof of legal compliance.
Correction: Label each item as law, contract, internal policy, guidance or voluntary standard. Record the legal source and applicability decision separately from the framework used to organize controls.
Buying a certificate without operating controls
Problem: Preparing documents for certification while owners, monitoring and corrective action remain informal.
Recommended Free Tools
Correction: Establish the management cycle, assign owners, operate controls and retain evidence before an external assessment. Certification should validate an operating system, not replace one.
Using a universal risk label
Problem: Marking every generative-AI tool “low risk” or every automated decision “high risk” without considering purpose, role, geography and affected people.
Correction: Use documented criteria for impact, autonomy, data, safety, rights and legal category. Reassess when the use or context changes.
Keeping a static inventory
Problem: The inventory reflects an annual snapshot while models, vendors and embedded features change weekly.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Correction: Connect intake and change management to procurement, engineering and product-release workflows. Trigger review for model updates, new data, new users, new regions and supplier changes.
Collecting evidence only at audit time
Problem: Missing timestamps, approvals, test results and incident records make it impossible to show what happened.
Correction: Make evidence a by-product of deployment and operations. Automate versioning and retention where practical, and test retrieval before an external request arrives.
Choosing a practical starting point
| Situation | Useful first move | What to avoid |
|---|---|---|
| Few AI uses and limited formal process | Create an inventory, name owners, define approval thresholds and adopt a lightweight risk register. | Starting with certification paperwork before basic ownership exists. |
| Many teams and inconsistent reviews | Standardize intake, lifecycle gates, monitoring and incident escalation; use NIST AI RMF to organize risk work. | Allowing each team to define “approved” differently. |
| Customer assurance or procurement pressure | Build an obligations-and-evidence matrix and evaluate whether an ISO/IEC 42001 management system adds value. | Claiming that a framework or certificate covers every customer or legal requirement. |
| Exposure to EU markets or regulated uses | Classify provider/deployer roles and system categories against the current EU AI Act text, then map controls and records. | Relying on a single generic deadline or risk label. |
| Heavy dependence on AI suppliers | Integrate supplier due diligence, contract controls, change notices and exit planning into the AI inventory. | Accepting a supplier’s “compliant” statement without defining your own responsibilities. |
Is the NIST AI RMF mandatory?
NIST states that the AI Risk Management Framework is intended for voluntary use. It can become practically required through an organization’s policy, a customer contract, procurement condition or sector expectation, but the framework itself is not a statute. Check the specific obligation that a customer, regulator or contract is imposing rather than assuming that every NIST practice has legal force.

What success looks like
A mature program can answer, for every material AI use, what the system does, who owns it, which people and processes it affects, what risks were accepted, which controls operate, what evidence exists and what happens when something changes or goes wrong. Governance keeps those answers current. Compliance makes them traceable to the obligations that apply and credible to an auditor, customer or public authority.
