AI-designed viruses and traditional genetic engineering are not opposing categories. AI can propose, score, or analyze biological sequences, but a real virus still requires genetic material, biological expertise, physical construction, and experimental validation. As of the National Academies’ 2025 assessment, no available AI-enabled biological tool could design a virus from scratch and produce a complex, transmissible agent with epidemic or pandemic potential.

The important distinction is therefore where AI enters the design process, not whether biology still has to work. AI may accelerate parts of discovery and could eventually change who can attempt certain work, while the largest uncertainties remain phenotype prediction, synthesis, testing, and the interaction of many viral functions.

The central difference: AI changes the design workflow, not the biological requirements

Traditional genetic engineering starts with researchers selecting, modifying, or assembling genetic material using established molecular-biology methods. AI-assisted design adds computational models that may generate candidate sequences, predict structures, rank alternatives, or identify designs worth testing. In practice, the two approaches can be combined: a laboratory project may use an AI model for ideas and conventional engineering to build and evaluate the resulting construct.

A model’s output is a hypothesis, not a functioning virus. A sequence that looks plausible on a screen can fail to fold, replicate, evade host defenses, or transmit. Conversely, a conventionally engineered construct is also not proof of a particular phenotype until it has been measured under appropriate containment and experimental conditions.

That distinction matters because the word “virus” hides a much harder design problem than the design of a single protein. A transmissible, self-replicating agent must coordinate genome replication, gene expression, particle assembly, host-cell entry, immune interactions, stability outside a host, and transmission between hosts. These properties arise from interacting systems rather than from one sequence-generation result.

What “AI-designed virus” means—and what it does not

AI-assisted biological design

AI-assisted design refers to models used at one or more points in a biological workflow. Depending on the tool and data available, a model might:

  • predict a molecule’s three-dimensional structure;
  • generate or modify candidate sequences;
  • rank candidates against a stated objective;
  • compare a new sequence with known biological families; or
  • help researchers decide which candidates merit laboratory testing.

These capabilities are already useful for some biomolecules. They do not establish that a model understands every causal step linking a viral sequence to disease severity, host range, environmental persistence, or transmission.

Traditional genetic engineering

Conventional genetic engineering uses laboratory and computational methods to alter or assemble genetic material. The work can involve changing an existing biological system rather than designing one from first principles. Its practical limits include the availability of suitable genetic information, the skill of the people doing the work, laboratory infrastructure, measurement quality, and the complexity of the organism being changed.

Why the categories overlap

“AI-designed” describes a design input, while “genetically engineered” describes a way of manipulating biological material. A project can be both. Calling a design AI-generated does not mean the model built, tested, or validated it, and calling a construct conventionally engineered does not make its effects predictable without experiments.

How a computational idea becomes a biological result

A safe way to understand the difference is to separate the stages that are often compressed into the phrase “AI-designed virus.” At a high level, a project has to pass through several distinct gates:

  1. Problem definition: Researchers specify the biological function or question they are investigating and the constraints that apply.
  2. Data and model selection: They choose data and a model suitable for the biological system. Viral datasets often contain sequences without the phenotype measurements needed to learn which changes affect replication or transmission.
  3. Candidate generation or prediction: The model proposes sequences, structures, or modifications. These are computational candidates, not verified organisms.
  4. Screening and interpretation: Experts examine whether candidates are biologically plausible, distinguishable from artifacts, and appropriate for further work.
  5. Physical realization: Genetic material has to be obtained or assembled using regulated facilities and procedures. This step introduces practical, legal, and safety controls that software alone cannot bypass.
  6. Experimental validation: Measurements determine whether the expected structure, activity, replication behavior, or other phenotype is actually present.
  7. System-level assessment: For a virus, researchers would need to consider interactions among host range, replication, immune response, stability, and transmission rather than relying on one assay.

AI can influence the first four stages and may eventually reduce the number of iterations needed. The National Academies’ 2025 assessment found no evidence that current tools remove the physical build-and-test bottlenecks for complex viral systems.

Can AI design a virus from scratch?

According to the National Academies’ 2025 report, no available AI-enabled biological tool could currently design a virus de novo, or from scratch. The report examined three broad problem types: designing biomolecules such as proteins or toxins, modifying existing pathogens, and designing a virus de novo. It found that AI tools can design or redesign some toxins and other biomolecules, but that pathogen modification is constrained by limited data and by the difficulty of modeling networks of biological interactions and evolutionary pressures.

“No available AI-enabled biological tool currently possesses the capability to design a virus de novo, or from scratch.”

— National Academies, 2025 report summary

The report’s detailed chapter gives the reason for that conclusion. Predicting a transmissible agent would require reliable predictions of structural, virulence, and transmissibility determinants. Existing viral sequence collections frequently lack the linked phenotype data needed to train such models. The chapter concludes that the relative lack of biological and mechanistic understanding, together with the paucity of high-fidelity data, means current tools cannot de novo design and subsequently build complex biological systems that successfully replicate as transmissible agents with epidemic or pandemic potential.

AI-assisted design compared with conventional engineering

Comparison point AI-assisted design Conventional genetic engineering What the comparison does—and does not—show
Role in design Models can predict, generate, rank, or help select biological designs. Researchers use established experimental and computational methods to alter or assemble genetic material. The approaches can be combined; neither label describes a complete project by itself.
Demonstrated scope Current tools can design some biomolecules but have important limits for complex pathogen phenotypes and de novo virus design. Engineering can modify biological systems, but outcomes depend on biological complexity and experimental work. AI assistance does not demonstrate that a functional virus can be created without laboratory validation.
Prediction versus function A model output is a candidate or prediction. A genetic construct is also not proof of a phenotype until tested. Predicted structure, measured molecular activity, and whole-organism effects are different claims.
Main bottlenecks Data quality, phenotype prediction, synthesis, testing, expertise, and resources remain limiting. Wet-lab capability, biological knowledge, measurement, and testing remain limiting. Available evidence does not show that AI removes the build-and-test burden for viruses.
Risk analysis Assess the function a design might change, its consequences, and whether an actor could achieve it. Assess the same biological effects when they arise through non-AI methods. “AI” should not be treated as a standalone risk score.

Why virus design is harder than protein design

Many functions must work together

A protein-design model may optimize a local structure or activity. A virus must coordinate many components over time and across biological environments. A change that improves one property can impair another. For example, a sequence predicted to improve a molecular interaction might reduce stability, disrupt assembly, or make replication less efficient. These trade-offs are difficult to infer from sequence or structure alone.

Phenotype data are incomplete

Models learn from examples. Viral databases contain many sequences, but sequence records do not automatically include reliable measurements of host range, disease severity, immune escape, environmental survival, or transmission. Without high-quality links between genetic changes and observed phenotypes, a model may identify statistical patterns without learning the mechanisms that matter for a whole organism.

Evolution and context matter

Viral behavior depends on host biology, immune history, population structure, ecological conditions, and evolutionary pressures. A design that appears viable in one context may behave differently in another. This is one reason a computationally plausible candidate cannot be treated as a forecast of real-world spread.

What validation studies show about AI predictions

NIST’s June 2025 summary of a Science study illustrates the gap between prediction and function using safe proteins as proxies for a dual-use design problem. The researchers reported that generated protein homologs could have predicted structures similar to a native template without necessarily retaining the template’s activity. In other words, structural similarity did not guarantee that the molecule still worked.

The same evaluation found that current systems were not yet powerful enough to reliably rewrite a protein sequence while both retaining activity and evading biosecurity screening. Validating generated sequences required substantial time, expertise, and resources. Because the experiments used protein-design proxies, they are not a direct demonstration of AI-designed viruses; they are evidence about a more basic limitation that also matters when evaluating claims about viral design.

David Baker and George Church, writing in a 2024 Science editorial, emphasized the physical step plainly: “DNA synthesis plays a critical role in materializing designed proteins.” Their editorial recommended collecting synthetic-gene sequence and synthesis data in repositories that would be queried only in emergencies. That is an author recommendation, not an adopted universal policy, but it highlights why computational design and physical realization should be analyzed separately.

What are the risks of AI-designed viruses?

Risk is not a single number and cannot be inferred from the word “AI.” RAND’s 2026 framework proposes examining both the possible impact of a biological modification and the capability of the actor attempting it. Its viral-risk analysis identifies five functions that could change the consequences of a biological agent:

Risk dimension Question analysts would ask Why AI could matter
Host range or tropism Could the agent interact with a different host species or a different set of tissues? Models might help explore sequence-function relationships, but reliable prediction requires strong phenotype data.
Genome replication Could replication become more efficient or occur in a broader set of cells? A predicted change still requires biological testing and could have offsetting effects elsewhere.
Immune or medical-countermeasure evasion Could existing immune responses, diagnostics, treatments, or vaccines become less effective? AI may identify candidate changes, yet immune interactions are complex and context-dependent.
Environmental stability Could the agent remain viable for longer under relevant environmental conditions? Stability depends on material, temperature, humidity, formulation, and other factors that models may not capture together.
Transmission dynamics Could the agent spread more efficiently between hosts? Transmission is an emergent property of biology, behavior, environment, and population conditions, not a single sequence feature.

RAND presents this as a proposed assessment approach. It says practical use may require empirically derived or consensus-driven thresholds, additional expert work, empirical testing, and case studies. It is not an established universal standard and does not provide a probability that any particular AI system will cause harm.

Demonstrated capability versus future concern

Evidence-supported statement What it does not establish
AI systems can design or redesign some proteins, toxins, and other biomolecules. That an AI system can create a pandemic-capable virus.
Some generated sequences can resemble a target structure while losing measurable activity. That structural similarity predicts viral replication or transmission.
Current viral datasets often lack phenotype-linked information. That better sequence data alone would solve the biological-design problem.
Physical synthesis and testing require expertise, resources, and controlled facilities. That software access alone grants practical capability to build an infectious agent.
Future improvements in prediction, automation, or empirical performance could change the assessment. That a future capability already exists or that its probability can be quantified from current evidence.

  • What expertise and resources were required? Actor capability includes laboratory access, technical skill, time, funding, and the ability to interpret failed experiments.
  • Which risk function is implicated? Use the RAND categories—host range, replication, immune or countermeasure evasion, environmental stability, and transmission—to make the concern specific.
  • What is the date and scope of the assessment? AI capabilities are changing quickly, so a 2025 conclusion should be reported as a 2025 conclusion.

What this means for policy and safety controls

The evidence supports layered controls rather than a simple choice between permitting or banning “AI virus design.” Computational access, sequence screening, synthesis services, laboratory biosafety, data governance, and incident reporting address different parts of the pathway. Weakness in one layer should not be treated as proof that every other layer has failed.

For researchers and institutions, the practical priorities are to document model use, preserve provenance for generated sequences, apply appropriate sequence-screening and biosafety procedures, and ensure that experiments are reviewed by qualified oversight bodies. For policymakers, the key question is whether existing controls still work as models become better at prediction, automation, or experimental planning. The National Academies’ recommendation for continued monitoring reflects that need for reassessment rather than a claim that current limits are permanent.

For the public, the most reliable warning signs are inflated language that treats a generated sequence as a finished pathogen, omits the laboratory-validation step, or cites a protein-design demonstration as proof of virus creation. A careful account will identify the biological object, the experiment performed, the capability date, and the uncertainty that remains.

Bottom line

AI-assisted design can make biological discovery faster and may eventually lower some barriers to proposing molecular changes. Traditional genetic engineering supplies the established ways to manipulate and test biological material. They are complementary methods, and both remain constrained by incomplete data, complex biology, physical construction, and experimental validation. As assessed by the National Academies in 2025, available AI tools could not design and build a de novo virus capable of successful transmission with epidemic or pandemic potential. That finding should be treated as a time-stamped assessment that requires continued monitoring, not as proof that future systems cannot become more capable.
