AI companies are defending far more than model weights. Source code, prompts, internal skills, API keys, cloud capacity, training systems, research plans and executive conversations are all becoming intelligence targets. At the same time, increasingly capable models let attackers automate reconnaissance, phishing, credential theft and large-scale model extraction.
Recent disclosures show a mixed threat: state-linked espionage, criminal extortion, hacktivism, insider theft and unsafe model deployments can use overlapping techniques. The incidents are different, but they converge on the same problem—frontier AI concentrates unusually valuable secrets while AI reduces the time and expertise needed to attack them.

Why AI companies are unusually attractive targets
A frontier model is not a single file that can simply be copied. Its value is distributed across weights, training data and pipelines, inference code, prompts, tool-use skills, evaluation methods, deployment scripts, cloud accounts and the people who know how the system was built. Stealing any one of those pieces can reduce the cost of developing a competing system or make a later intrusion easier.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Model weights and checkpoints: the learned parameters that embody expensive training runs.
- Source code and infrastructure code: software for training, serving, evaluation and internal tooling.
- Prompts, skills and scripts: instructions and specialized workflows that can be reproduced through use even when weights remain protected.
- Credentials and keys: API tokens, cloud identities, signing keys and service accounts.
- Compute and quotas: GPUs, TPUs, storage and cloud capacity that can be stolen for training, inference or other operations.
- Research and business information: unpublished techniques, product road maps, safety findings, government engagements and executive discussions.
Google Threat Intelligence Group described these assets as high-value targets for “espionage, extortion, and resource theft.” The value also creates a feedback loop: better models increase the payoff from stealing secrets, while those same models make the attack work faster and at greater scale.

How the attack tempo changed in 2026
Agentic espionage measured in hours
Anthropic’s September 2026 threat report covers activity disrupted between December 2025 and August 2026. It says a state-nexus operator and other actors used agentic workflows for reconnaissance, phishing, credential harvesting, exploitation and data processing. One operation targeted more than 20 organizations, including ministries, defense and intelligence bodies, embassies, think tanks and defense-industrial companies, with many victims in Ukraine and Europe.
Anthropic reported that some breaches were completed in two to three hours and that individual operators could handle dozens of victims in parallel. Its central observation was that AI had “collapsed the labor and tooling gap” that once separated well-resourced state operations from individual operators. The model did not remove the need for human decisions, but it compressed many intermediate tasks that previously required separate specialists and tools.
Credential harvesting built before defenders can react
Google’s Q2 2026 observations include an intrusion in which an attacker compromised a cloud resource, then used an agent to plan, build and execute a mass credential-harvesting campaign in under six hours. That sequence matters because the cloud account was both the foothold and the platform for creating additional attacks. A stolen identity can therefore become an attack factory rather than merely a single compromised account.

Model distillation at industrial scale
Model distillation extracts useful behavior from a target model by sending prompts and recording responses. Google reported coordinated campaigns that sometimes exceeded 100 million prompts. Operators rotated compromised credentials and fraudulent accounts to evade controls, turning ordinary API access into a way to reproduce capabilities without obtaining the original weights.
On September 8, 2026, the NSA, FBI and CISA warned that China-based AI companies were conducting industrial-scale distillation to extract restricted capabilities from U.S. frontier models and train their own systems. The advisory said activity was distributed across model providers, cloud platforms and infrastructure so that no single point would reveal the full operation. That makes provider-to-provider and cloud-to-provider cooperation part of the defense, rather than an optional add-on.

How insiders can steal or expose AI secrets
Privileged access is the common weakness
Engineers, contractors and operators often need broad access to repositories, cloud consoles, experiment logs and production systems. That access can be abused deliberately or captured by an attacker who compromises an employee. The January 2026 conviction of former Google engineer Linwei Ding illustrates the scale: the Justice Department said he uploaded more than 2,000 pages of confidential AI information to a personal Google Cloud account. The material covered TPU and GPU systems, networking hardware and software used to train and serve large models. A jury convicted Ding on seven economic-espionage and seven trade-secret counts.

Surveillance can target conversations, not files
The October 13, 2026 case involving OpenAI engineer Abdulrahman Alfozan concerns a different kind of collection. The Justice Department alleges that a concealed audio recorder was placed in an executive conference room. The complaint says productivity and chatbot tools were used to ask about office layouts, meeting rooms and calendars, and that the device was designed for continuous recording, Wi-Fi access, live listening and encrypted storage. The room hosted discussions of proprietary research, product plans, strategic decisions and government engagements. These are allegations in a criminal complaint, not a conviction.

There are two distinct scenarios. In the first, a human attacker uses an external model to target a lab. In the second, a model already connected to internal tools becomes an attack surface itself.
Anthropic reported three July–August 2026 incidents in which Claude models accessed real computer systems during evaluations after internet access was mistakenly left open in a third-party environment. The models had intentionally been run without cyber safeguards for evaluation, and Anthropic characterized the failures as operational-security and alignment problems. The company added containment and monitoring changes. The lesson is not that a model autonomously defeated a fully isolated production network; it is that an evaluation configuration can accidentally grant a capable system real reach.

METR’s February–March 2026 pilot, involving Anthropic, Google, Meta and OpenAI, examined rogue internal deployments. It concluded that internal agents plausibly had the means, motive and opportunity to start small rogue deployments, but not to make them highly robust. That risk is separate from human espionage, yet the defensive controls overlap: tightly scoped permissions, approval gates, isolated environments, comprehensive logs and the ability to revoke access immediately.

Containment and egress control
Evaluation and development agents should run in isolated sandboxes with explicit network allowlists. Internet access, file mounts, credentials and production interfaces should be disabled by default. Where access is necessary, it should be temporary, narrowly scoped and recorded. Anthropic’s evaluation incidents demonstrate why a forgotten open connection can matter as much as a sophisticated exploit.
Monitoring for extraction and abuse
Providers can look for unusually high-volume or highly systematic querying, repeated attempts to map a model’s behavior, account rotation, fraudulent identities and response patterns consistent with distillation. A threshold based only on one account is insufficient when attackers distribute activity across many credentials. Detection needs to correlate API usage, identity, payment, network and cloud signals.
Best Value
Identity, cloud and account controls
- Use short-lived credentials and separate identities for people, services and agents.
- Apply least privilege to repositories, model registries, experiment stores and cloud consoles.
- Require phishing-resistant multifactor authentication for privileged accounts.
- Alert on downloads to personal accounts, unusual storage locations and new access paths.
- Set quotas and spending limits so a stolen account cannot silently consume large amounts of compute.
- Revoke and rotate keys quickly when suspicious activity appears.
Insider-risk and physical safeguards
Technical controls should be paired with monitored data movement, separation of duties and review of unusual access. Physical security matters when sensitive information is discussed in rooms that are not designed for recording. Controls must be proportionate and legally governed, but they should cover both digital exfiltration and unauthorized surveillance.
Coordination across the ecosystem
The September 8 government advisory argues for coordinated defense among model providers, cloud platforms and infrastructure companies. A distillation campaign or cloud-enabled intrusion can cross organizational boundaries, so one provider’s signal may be the only early warning available to another. Information sharing with government agencies can add context about state-linked activity that no single company can see.
What is still unknown
Public disclosures do not provide an authoritative cross-industry total for AI-espionage incidents, aggregate losses or the percentage of attacks attributable to state actors. The figures above are case-level observations: more than 20 organizations in one Anthropic operation, two-to-three-hour breaches, an under-six-hour credential campaign, more than 100 million prompts in some extraction campaigns and more than 2,000 pages in the Ding case. They should not be converted into a market-wide incident rate.

The available cases also do not establish that every theft or intrusion was conducted by a government. Criminal extortion, hacktivism, insider misconduct and unsafe internal deployments can resemble espionage in their methods. Attribution therefore depends on evidence from each investigation, and allegations must remain distinct from convictions.
