AI Coding Agents vs. Human Developers: Which Pull Request Tasks Should Each Handle?

AI agents are best suited to bounded, verifiable PR work. Humans should own ambiguous requirements, architecture, security decisions, repository fit, and merge approval.

Let agents execute bounded, low-risk pull request work when the requirement and validation path are clear; keep humans accountable for intent, architecture, security, and the merge decision. An agent can draft, investigate, and revise a patch, but generating code is not the same as deciding whether it belongs in a repository or is safe to ship. The right split depends less on whether a task involves code than on how clearly it can be specified, checked, and reviewed.

Which pull request tasks fit agents best?

Use an agent when you can describe the desired change precisely, state what must stay unchanged, and verify the result with a credible check. Keep the patch small enough for a person to review. These are triage defaults, not guarantees: repository conventions, test coverage, access controls, and the agent and model in use all affect the risk.

In the same study, new-feature PRs had 66.1% acceptance, below documentation PRs in that dataset—not a universal rate for feature work.
Architecture, security, sensitive data, licensing, or policy changes Human-led; agent may assist with analysis or a tightly constrained patch Assign an accountable reviewer with repository context. Check permissions, data flows, dependencies, licenses, and contribution rules rather than relying on a passing test suite alone.
Performance optimization, large refactor, broad multi-file change Human leads investigation and decomposition; agent assists within a narrow unit For performance claims, require profiling or other relevant evidence. Stage broad changes so reviewers can assess scope and regression risk. A reported failure pattern is not proof that agents cannot do this work.

What should humans own, even when an agent writes the patch?

Humans should define what success means and decide whether the proposed change fits the project. Those responsibilities depend on context that may not be present in an issue or repository snapshot.

  • Product intent: resolve ambiguous requirements, user impact, and trade-offs before implementation.
  • Constraints: identify compatibility promises, data-handling rules, security boundaries, and project policies.
  • Design and scope: choose architecture, determine whether a change is too broad, and break risky work into reviewable pieces.
  • Repository fit: judge whether the patch follows local conventions and is maintainable by the next contributor.
  • Approval: review the actual diff and validation evidence, request changes where needed, and make the merge decision.

This separation is consistent with, but not proven by, an observational Anthropic report on Claude Code use. The report analyzed approximately 400,000 sessions from approximately 235,000 people between October 2025 and April 2026; it describes people commonly making planning decisions while Claude makes many execution decisions. It is a vendor-specific usage analysis, not a controlled comparison of PR outcomes.

Why can an agent PR fail even if the code looks plausible?

A pull request succeeds only when it is suitable for the project, verifiable, and reviewable—not merely when code has been generated. A 2026 MSR study examined 33,596 agentic PRs and reported that 24,014, or 71.48%, were merged. That observed rate reflects the study’s agents, repositories, and sample; it does not isolate the causal effect of using an agent. The authors’ study of failed agentic pull requests identifies several ways proposals can go wrong:

  • Reviewers abandon a PR or the proposal is unsuitable or duplicates existing work.
  • Code is incorrect or incomplete, or CI and tests fail.
  • The change violates licensing or contribution policy, or does not follow reviewer instructions.
  • The patch is difficult to check because it changes too many files or lines at once.

That last point makes reviewability part of task fit. A change that is technically achievable but expensive to verify can shift work onto reviewers and increase the chance that a defect or unrelated edit is missed. Ask for the smallest patch that meets the acceptance criteria, and make the agent explain its scope and validation.

How should a team compare agent-assisted and human-led work?

Compare workflows on the same issue and repository context where practical. A faster first draft is not enough to show that one workflow is better. Track the full path from requirements to later maintenance:

  • Correctness: Does the change meet the written requirement and handle relevant edge cases?
  • Validation: Do tests, builds, static checks, and CI pass—and do those checks actually exercise the requirement?
  • Scope: How many files and lines changed? Are unrelated edits present?
  • Review effort: How much reviewer time and rework did the PR require? Were review instructions followed?
  • Maintainability: Does the patch fit the design and conventions, and can another maintainer understand it?
  • Outcome over time: Was it accepted and merged, and did it cause regressions or later rework?

Do not treat coding-assistant results as evidence that autonomous agents will deliver the same PR outcomes. GitHub’s 2023 Copilot Chat code-quality study involved 36 developers with five to ten years of experience authoring API endpoints and reviewing code in a controlled exercise. GitHub reported reviews were 15% faster and almost 70% of participants accepted comments from reviewers using Copilot Chat. This concerns an assisted exercise, not agents independently completing production PRs.

Likewise, GitHub’s 2024 report on its Accenture study describes an RCT and enterprise telemetry. It reports an 8.69% increase in PRs per developer, a 15% increase in PR merge rate, and an 84% increase in successful builds for the observed Copilot setting. These vendor-reported findings do not directly compare autonomous-agent-authored PRs with human-authored PRs.

What can benchmarks tell you—and what can’t they?

Benchmarks help answer bounded questions about a defined set of tasks under specific conditions. They do not certify that an agent can safely handle your repository’s work. GitHub describes SWE-bench Verified as 500 human-validated bug-fix tasks from open-source Python repositories, while SWE-bench Pro is intended to cover harder, multi-step engineering work. In its discussion of the Copilot agentic harness, GitHub notes that comparisons use fixed model and task conditions and that results vary stochastically between runs. A benchmark completion is therefore not a substitute for repository-specific tests, review, or access controls.

What is the practical rule?

Delegate execution when the task has explicit acceptance criteria, a narrow scope, and a meaningful validation path. Keep humans responsible for defining intent, setting safety and compatibility constraints, judging project fit, and approving the resulting change. Revisit the division of work using your team’s own review time, CI results, acceptance, regressions, and rework—not merge rate or draft speed alone.
