AI road-safety cameras operating for two weeks in March 2026 at fire stations in Birmingham and Wolverhampton identified 1,920 potential mobile-phone offences and 17,225 potential seatbelt offences. The figures are image-based detections, not convictions, fines or penalty notices. No enforcement action followed this trial, whose purpose was to measure driving behaviour and inform future road-safety decisions.
What the cameras detected
The trial used an artificial-intelligence camera system developed and supplied by AECOM/Acusensus. Cameras photographed vehicles through their windscreens and flagged images that appeared to show a driver holding or using a mobile phone, or travelling without a seatbelt.

Across both locations, the system produced 19,145 potential offences: 1,920 related to mobile-phone use and 17,225 related to seatbelts. The official accounts also reported images in which children appeared to be travelling without seatbelts.

The 1,920 headline figure therefore means potential mobile-phone detections during a short evaluation at two fixed sites. It does not establish that 1,920 individual drivers were confirmed to have committed an offence.

Were the 1,920 drivers fined?
No. The trial did not directly generate fines, prosecutions or penalty notices. Transport for West Midlands said the exercise was intended to gather evidence and understand behaviour so partner organisations could make informed decisions about future road-safety activity, rather than to enforce offences during this deployment.
Human operators checked the AI system against a sample of 8,024 images. That review was a validation check, not a published list of confirmed offenders. The available reports do not provide a final accuracy percentage, false-positive rate, or a complete enforcement outcome. It is consequently inaccurate to describe the 1,920 detections as convictions or confirmed violations.

Fallings Park, Wolverhampton
The second location was Fallings Park fire station in Wolverhampton. The system flagged 757 potential mobile-phone offences and 6,081 potential seatbelt offences there over the same period.
How the AI camera process worked
- Image capture: Cameras recorded views through vehicle windscreens as vehicles passed the fire-station sites.
- Automated screening: The AECOM/Acusensus system analysed the images for visual indicators of phone use and missing seatbelts.
- Human checking: Operators examined a sample of 8,024 images to assess whether the automated flags appeared accurate.
- Evaluation rather than enforcement: The trial results were collected to measure the scale of the behaviours and support decisions about possible future activity.
Because only a sample was human-checked and no complete accuracy or false-positive results were published, the totals should be read as potential cases identified by the system.
What UK law says about mobile-phone use while driving
West Midlands Police guidance states that using a hand-held mobile phone or similar device while driving or riding a motorcycle on roads or public places is illegal. The cited penalty is a £200 fixed penalty and six penalty points.

Hands-free equipment is not an automatic defence. A driver can still face prosecution if police consider that the person was distracted or was not in proper control of the vehicle. The camera trial figures do not change that legal standard: any enforcement decision would require the relevant evidence and legal process, rather than relying solely on an unconfirmed automated flag.

What the results do—and do not—show
- They show: a high volume of images that the system classified as possible phone or seatbelt offences at two West Midlands sites over two weeks.
- They do not show: how many unique drivers were involved, how many cases would have survived full human review, or how many would meet the evidential requirements for prosecution.
- They do not establish: a region-wide rate of distracted driving, because the cameras operated at only two locations and for a limited period.
- They do provide: a basis for considering whether similar cameras, further evaluation or future enforcement could improve road safety.
No peer-reviewed study, demographic breakdown, final accuracy rate or published false-positive rate accompanied the reported figures. Those missing measures matter when assessing how an AI detection system should be used in enforcement, especially where an image may be ambiguous or where a person’s actions cannot be determined from a single frame.

The trial’s stated outcome was evidence gathering. Any later deployment would need a separate decision about its purpose—education, evaluation or enforcement—and about the safeguards around image review, evidential standards, data handling and appeals. A future enforcement scheme would also need to explain how an AI alert becomes a legally usable case and how drivers can challenge an error.
