Where should a small business invest in AI first? Start with one recurring workflow that wastes time, creates avoidable errors, or limits customer service—not with a particular tool. Record the current cost, test a low-effort pilot against a clear baseline, and expand only if the measured benefit justifies the full cost of running it.
There is no established universal AI budget percentage or dollar amount for a typical small business. The right first investment depends on your workflow, data readiness, staff time, risk, and ability to measure a result.

1. Find the workflow before shopping for AI
List repeatable tasks that consume staff time or lead to rework, delays, or service bottlenecks. For each one, describe the problem in business terms: for example, a recurring backlog, lengthy response drafting, or a high volume of routine data handling. Avoid starting with a product feature and searching for a reason to use it.

2. Set a baseline and choose one outcome
Before a pilot, record how the workflow performs without AI. Choose one primary outcome to assess and a suitable observation period. Depending on the task, useful measures include:
- Time spent completing the task.
- Error, rework, or correction rates.
- Turnaround time or backlog size.
- Customer outcomes or satisfaction.
- Capacity for other work that the business values.
Compare the same measure during the pilot. For a time-saving estimate, compare task duration with and without AI, then multiply the time saved by the relevant staff-time cost. That calculation is not a cash saving by itself: the freed time has business value only if it is redirected to useful work. The Australian Government’s National AI Centre offers this ROI approach as a measurement method, not as U.S. legal or accounting advice. See the National AI Centre’s guidance on measuring return on investment.

3. Compare candidates on value, cost, readiness, risk, and timing
If you have several possible workflows, compare them using the same criteria instead of choosing the most impressive demo. Give preference to a use case with a plausible business benefit, a manageable full cost, and a result you can measure soon enough to inform a decision.

| Decision factor | Questions to ask |
|---|---|
| Expected value and evidence | What business outcome should improve, and how strong is the reason to expect it? |
| Full cost | What will licenses, infrastructure, outside help, staff time, training, testing, and ongoing review cost? |
| Data and integration readiness | Where does the needed data come from? Who owns it, who can access it, and how difficult will it be to connect the tool to the existing workflow? |
| Risk and human review | What could go wrong, what information is involved, and how much checking by a person is needed? |
| Time to measure | How long will it take to collect a meaningful result against the baseline? |

4. Budget for the whole pilot, not just the subscription
Separate one-time setup expenses from recurring costs and include staff effort as well as cash outlay. A pilot that looks inexpensive as a license may still require data cleanup, integration work, training, review, and changes to the process.
- Direct and recurring costs: subscriptions or licenses, infrastructure, and external implementation support.
- One-time and setup work: data preparation, integration, testing, and process changes.
- People and operating effort: staff training, change management, governance, output checking, and continuing oversight.
- Opportunity costs: time and money diverted from other business priorities.
Use a defined time period when comparing expected benefits with costs, and distinguish recurring expenses from one-time ones. The SBA’s general cost-benefit guidance can help frame that comparison. See the SBA’s business management guidance.

5. Check data, access, privacy, and security before testing
Before putting a workflow into a tool, establish where its data comes from, who owns it, who is allowed to access it, and how outputs will be reviewed. Understand the tool’s handling of information and apply appropriate privacy and security controls. Do not enter sensitive or proprietary material until you have assessed those safeguards.

6. Run a small pilot, then decide whether to stop, adjust, or expand
- Document the workflow and baseline. Record the task, current performance, chosen outcome, and how the result will be measured.
- Set a bounded test. Keep the pilot narrow, use a low-effort approach where practical, and identify who will review outputs and monitor the process.
- Track costs and results. Count staff time and ongoing oversight, not only tool charges, and compare performance with the baseline over a suitable period.
- Make an evidence-based decision. Stop if the expected benefit is not material, adjust if the test exposes a fixable problem, or expand in small waves if the outcome justifies the full cost and safeguards are workable.
A pilot that works technically is not automatically worth scaling. Larger rollouts add costs and risks, so increase scope only when the measured business result supports it. AWS’s checklist also recommends treating readiness as part of planning rather than assuming a tool alone solves the problem.
What adoption figures can—and cannot—tell you
The SBA Office of Advocacy reported that small-business AI use had reached 8.8% in an article published September 24, 2025, citing the Census Bureau’s Business Trends and Outlook Survey. It also described an earlier comparison, about six months before, of 6.3% for small businesses and 11.1% for large businesses. These are dated adoption figures, not current market shares and not evidence that AI will pay off for a particular company. Read the SBA Office of Advocacy’s September 2025 article.
