An AI avatar is a digital persona; a deepfake is synthetic or manipulated media made to look or sound like a real person, event or statement. An avatar can be openly fictional and truthful. A deepfake can use a real face or voice, an invented character, or authentic footage altered into a misleading context. The terms overlap, but they are not synonyms.
For voters, appearance alone is a weak test. Trace the original source, check the complete context, look for disclosures, compare the claim with trusted election information and treat visual or audio glitches as clues rather than proof.

What’s the difference between an AI avatar and a deepfake?
The distinction is about what the media represents and how it is presented, not simply whether software generated it.
AI avatar: a digital persona or representation
An AI avatar is a generated or digitally represented persona. It might be a profile image, virtual presenter, customer-service character, virtual influencer or fictional spokesperson. The avatar may be entirely invented, or it may be designed to resemble a real person with that person’s permission.

The word avatar does not tell you whether the content is accurate, deceptive, disclosed or authorized. A clearly labeled virtual presenter reading a factual voting guide is still an AI-generated character, but it is not automatically a deepfake or a lie.
Deepfake: plausible synthetic or manipulated media
A deepfake is synthetic or manipulated media that plausibly depicts a person or event that did not happen as shown. The media can be video, an image, audio or, in some definitions, text. The Cybersecurity and Infrastructure Security Agency describes deepfakes as a form of synthetic media commonly generated with artificial intelligence or machine learning.
A deepfake may put words into a real candidate’s mouth, make a real person appear at a location they never visited, or combine genuine footage with a false caption. It does not have to use an invented avatar. A convincing imitation of a real politician’s voice is a deepfake even when no on-screen avatar appears.

A realistic avatar can be used in an impersonation scam or a deceptive political advertisement. Conversely, a deepfake can use an actual photograph, face or voice rather than a newly invented character. The useful questions are:
- Who or what is being represented?
- Was the media generated or altered?
- Is the representation disclosed?
- Is the claim true and supported by independent evidence?
“AI-generated” and “false” are not interchangeable. Synthetic media can deliver accurate information, while authentic footage can become misleading when it is clipped, recaptioned or placed beside unrelated events.
Why the distinction matters during an election
Calling every synthetic image an “AI deepfake” can create false alarms and distract from the real issue: whether voters are being misled. An openly disclosed virtual presenter and an undisclosed imitation of a candidate require different responses. The first may be a communication format; the second may be an attempt to impersonate someone or fabricate an event.
In an October 18, 2024 advisory, the FBI and CISA warned that foreign actors were using generative AI to create synthetic pictures, video and audio as part of campaigns intended to spread false or misleading claims and undermine confidence in U.S. elections. The advisory described tactics and stated intent; it did not establish that every AI-generated political post is deceptive or quantify an effect on votes.

The same advisory said the agencies had no information at that time indicating that malicious cyber activity had compromised voter-registration information, stopped eligible voters from voting, compromised cast ballots, or disrupted the timely counting or transmission of unofficial results. That statement belongs to the advisory’s October 2024 publication context; it is not a permanent status update for every election.
AI avatar vs. deepfake: a practical comparison
| Question | AI avatar | Deepfake |
|---|---|---|
| What is it? | A digital persona or representation, often created or animated with software. | Synthetic or altered media that plausibly depicts a person or event that did not occur as shown. |
| Must it depict a real person? | No. It can be entirely fictional. | No. It can fabricate a person or event, but often imitates a real person’s face or voice. |
| Is deception inherent? | No. Disclosure and accuracy determine whether its use is misleading. | The term usually signals a fabricated or manipulated depiction, but the specific claim still needs checking. |
| Typical formats | Profile image, virtual presenter, animated spokesperson or influencer. | Video, photograph, audio or other media altered or generated to appear authentic. |
| What should a voter verify? | Who operates the persona, whether it is disclosed and whether its claims are supported. | Original source, full context, authenticity of the person or event, disclosures and independent corroboration. |
How can voters spot each?
Use the following sequence for a suspicious campaign clip, image, voice message or post. Source and corroboration matter more than any single visual imperfection.
1. Find the earliest available source
Identify who first posted the media. A repost may make a clip look as if it came from a candidate, election office or news organization when it did not. Check the account’s name, history, verification information and links to official websites. An account using a candidate’s photograph is not automatically affiliated with that candidate.
The FBI and CISA advise seeking trusted official sources, including state and local election officials, and verifying reported claims before sharing them. If a post says a polling place moved, a deadline changed or a voting system failed, start with the relevant election office rather than with the post itself.

Look for the full speech, interview or recording. Note the date, location, event and who recorded it. A genuine video can be cut at a convenient sentence, slowed down, given a false subtitle or paired with footage from another year. Search distinctive phrases from the clip and compare multiple independent reports.
Context checks are especially important for avatars. A virtual presenter may be an official campaign’s disclosed explainer, an old demonstration reused as current news, or an anonymous account pretending to speak for a public institution.
3. Check for labels and disclosures
Review the platform’s label for AI-generated or altered content, and read the post’s text for a disclosure. The FBI and CISA specifically recommend considering who produced a clip and looking for AI labels.

A label is useful evidence about how the platform classified the media, not proof that every statement in it is false. A missing label is not proof that the media is authentic: labeling systems differ, users can omit disclosures and altered content can be reposted outside the platform where it was first labeled.
4. Listen and watch for possible artifacts
The FBI lists several possible indicators:
- Visual warping around a face, hair, hands or jewelry.
- Facial features that change shape between frames.
- Unnatural movement or awkward head and body positioning.
- Unusual pauses, inflections or choppy speech.
- Background noise that does not match the room or movement.
- Lighting, shadows or colors that look inconsistent.
Inspect the clip at normal speed first, then pause at several points. Do not treat one odd frame as a verdict. Compression, poor lighting, an inexpensive microphone or a re-encoded social-media video can produce similar defects, while a high-quality synthetic clip may show none of them.
5. Test the claim independently
Separate the media’s appearance from the factual claim it makes. If a video says an election office stopped counting ballots, check the office’s notices, state election information and reputable reporting. If it says a candidate announced a policy, look for the candidate’s complete speech, transcript or authenticated account.
Do not use a suspicious clip as its own evidence that the election office, candidate or voting system did something. Independent confirmation should come from a source that did not rely on the same clip.
6. Pause before forwarding
Save the post’s URL, account name and date if you need to report it, but do not amplify it while investigating. For questions about where, when or how to vote, go directly to the official state or local election source. The FBI and CISA advisory says knowingly false claims about election procedures that are intended to deprive people of voting rights can be reported to a local FBI field office.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteHow can I tell if a politician’s video is AI-generated?
No single visual test can answer that reliably. Use a layered check:
- Confirm that the account posting the clip is connected to the politician or a credible news organization.
- Find a longer version and verify the date, venue and surrounding events.
- Compare the voice, wording and body movement with authenticated recordings, while remembering that a real person’s delivery varies.
- Look for platform labels or a clear statement that an avatar, dubbing or synthetic voice was used.
- Search for independent coverage of the claimed announcement or event.
If the clip concerns voting mechanics, the final check should be the relevant election authority’s current guidance. A polished video with a familiar face is not a substitute for an official notice.

Can an authentic recording still mislead voters?
Yes. Deepfake detection is only one part of media literacy. A genuine recording can be misleading because it is:
- Cut before or after a sentence that changes the meaning.
- Presented with an incorrect date or location.
- Dubbed with inaccurate subtitles or translation.
- Combined with unrelated crowd, weather or background footage.
- Shared with a false claim about what happened next.
That is why provenance and context should carry more weight than the question “Does the face look strange?”

Use a detector’s result as one lead, never as independent confirmation of a political claim. Detection systems can produce false positives on genuine, low-quality recordings and false negatives on convincing synthetic media. Re-encoding, cropping, background noise and new generation techniques can change the result.
The National Institute of Standards and Technology’s report Reducing Risks Posed by Synthetic Content: An Overview of Technical Approaches to Digital Content Transparency, published November 20, 2024 and shown on its publication page as updated April 8, 2026, surveys several approaches:
- Authentication and provenance: evidence about where a file came from and how it was handled.
- Labels and watermarks: signals attached to content to indicate origin or generation.
- Detection: analysis that estimates whether media was synthesized or altered.
- Testing and auditing: evaluation of systems, claims and safeguards.
These methods solve different problems. A detector may estimate that audio was synthesized, but it cannot establish whether the political statement is true, whether the speaker authorized it or whether the clip has been edited into a false context.
The Federal Trade Commission’s April 2024 discussion of approaches to AI-enabled voice cloning describes watermarking, upstream authentication, real-time detection and later evaluation of existing audio. It also notes that watermarks can be removed or altered and that no single solution addresses every voice-cloning harm.

What labels, avatars and endorsements mean legally
Disclosure matters even when the media is not a deepfake. In its November 2024 questions and answers about the Consumer Reviews and Testimonials Rule, the FTC said the rule does not categorically prohibit AI stock avatars. However, an avatar’s use can still be deceptive or function as a testimonial depending on the context, the claims and how the audience is likely to understand the presentation.
Best Value
For voters, that means a synthetic spokesperson should not be judged only by whether it is technically an avatar. Ask who appears to be speaking, whether the audience is told that the presenter is synthetic, whether a real person’s likeness or endorsement is implied and whether the statements can be verified.
Examples that show the difference
Disclosed virtual election explainer
A county publishes a clearly labeled virtual presenter explaining registration deadlines. The presenter is synthetic, but the dates match the county’s official notice and the page identifies the format. This is an AI avatar used transparently; the content still deserves ordinary fact-checking.
Impersonated candidate announcement
An anonymous account posts a video in which a candidate appears to announce a polling-place closure. The account is unaffiliated, the full speech cannot be found and the candidate’s official channels say nothing about it. A realistic imitation of the candidate’s face or voice would be a deepfake concern, and the voting instruction must be checked against the election office immediately.
Real footage with a false caption
A genuine rally video is reposted with a caption claiming that it happened yesterday outside a local polling station. The pixels may be authentic, but the presentation is misleading because the date and location are false. Looking only for AI artifacts would miss the problem.
Fictional avatar making a false claim
A cartoon-like AI character says that online voting is available in a jurisdiction where it is not. The character is not impersonating anyone, so it may not be a deepfake in the narrow sense. The voting instruction is still false and potentially harmful. Verify the claim through official election information.
What the FBI and CISA guidance means for voters
The FBI’s public guidance includes the statement, “The use of AI is not a crime.” That does not make impersonation, fraud, unlawful threats or knowingly false voting instructions acceptable. It means that the technology itself is not the legal test; conduct, intent and applicable law matter.
The agencies’ core practical advice is to seek information from trusted, official sources, verify reported claims before sharing and consider who produced the media. Their October 2024 advisory focused on foreign influence tactics during that election cycle. It should not be read as proof that every synthetic political message came from a foreign actor or that every AI-made image was disinformation.

A compact verification checklist
- Source: Who first posted it, and is that account genuinely connected to the person or institution shown?
- Provenance: Can you find the original file, longer recording or authenticated transcript?
- Context: Do the date, location, event and surrounding footage fit?
- Disclosure: Is the avatar, synthetic voice or altered media clearly identified?
- Artifacts: Are there visual or audio irregularities, and could ordinary compression explain them?
- Corroboration: Do trusted reporting and official election sources confirm the claim?
- Action: If voting instructions are involved, stop sharing and contact the state or local election authority.
Source and independent corroboration should carry the most weight. Labels and technical analysis add context; artifacts alone should not decide whether a person or clip is authentic.
