Use a chatbot when you need a bounded conversation or an answer you will review. Use an AI agent when a goal requires several steps, tool calls or changes in another system. The label is less important than the capability: how much autonomy the software has, what it can access, how long it can run, and whether a person must approve its actions.
The practical difference in one sentence
A chatbot mainly responds to prompts in a conversation. An AI agent is given an objective and can decide on a sequence of steps, use tools, inspect results and continue until it reaches a stopping point or asks for help.

That is a difference in operation, not necessarily in the underlying language model. A chatbot can produce sophisticated writing and analysis without being able to change anything outside the chat. An agent may use a similar model but add software that lets it browse, run code, read files or call business systems. Capabilities and permissions vary by product, so “agent” is not a guarantee of a particular level of autonomy.

Chatbots: what they are good at
A conversational request-and-response loop
In the usual chatbot interaction, you provide a question, instruction or piece of context; the system generates a response; and you decide what to do next. The response can be a paragraph, a table, a translation, a plan or computer code. The important boundary is that the user normally carries the result into the next action.

Best-fit tasks
- Explaining a technical idea at a chosen level of detail.
- Summarizing a document or meeting transcript that you provide.
- Generating, rewriting or translating text for human review.
- Brainstorming names, outlines, questions or alternative approaches.
- Answering a self-contained question where no external system must be changed.
These tasks are bounded: the desired output is visible in the conversation, and a person can check it before using it. A chatbot can still be wrong, incomplete or overly confident, so “sufficient” does not mean “automatically correct.” It means the workflow does not require the software to take the next operational step on its own.
What a conversational interface does not prove
A polished chat window does not show that a system can access your files, browse the internet, send a message or update a database. Those abilities require explicit integrations and permissions. Ask what tools are enabled rather than inferring them from the interface.
AI agents: what changes when software can act
Goal-directed operation
An agent receives an outcome such as “prepare a deployment report from the latest logs” rather than only “write a paragraph.” It can break the objective into subtasks, choose a tool, observe the result and decide what to do next. It may complete the loop independently, pause for clarification or stop when a policy or permission boundary is reached.

NIST’s discussion of agent systems describes a general-purpose AI model surrounded by software scaffolding that lets it manipulate tools and act beyond text output, with software development and internet browsing as examples. NIST also characterizes many such products as experimental, so capabilities should be verified for the particular system.
Anthropic’s operational definition
“We define an agent as an AI model that directs its own processes and tool use when accomplishing a task—that is, deciding for itself how to achieve what users want, rather than following a fixed script.” — Anthropic, “Trustworthy agents in practice,” April 9, 2026.
This definition highlights the decision loop. A fixed automation that always follows the same predetermined sequence may be useful, but it is not autonomous in the same sense as an agent that selects its next action based on what it observes.

Typical agent capabilities
- Tool calls: invoking a browser, terminal, code interpreter, file system, database or business API.
- Planning: turning a broad goal into ordered subtasks.
- Observation: reading tool output, page contents, test results or error messages.
- Iteration: revising the plan after an unsuccessful or partial result.
- Delegation or escalation: asking a person for missing information or approval.
An agent might have only one narrowly scoped tool, or many powerful integrations. Its autonomy is therefore a property of the model, orchestration software and permissions together.
Chatbot versus agent: the decision axes that matter

The useful comparison is not “simple versus advanced.” It is the amount of action the task needs and the safety of granting that action.
When a chatbot is the better starting point
Self-contained knowledge work
Choose a chatbot when the result can be delivered as text or another visible response and you will decide how to use it. For example, ask for two explanations of a networking concept, a first draft of a project brief or a list of questions for a customer interview. You can correct the prompt, compare alternatives and edit the output without giving the system access to anything else.
Work with a clear stopping point
A chatbot fits a task such as “summarize these five pages in 200 words.” The acceptance condition is apparent: a summary of the supplied material within the requested limit. If the work expands into finding documents, checking several websites and updating a record, the task has crossed into agent territory.
Situations where access would add more risk than value
If a request involves sensitive files, production credentials or regulated decisions, begin with a no-action conversation. Ask the system to explain options or produce a proposed change, then have a person carry it out. This preserves a review point while you learn whether automation is worthwhile.

When an agent is worth considering
Several applications or tools are involved
An agent can be appropriate when a job spans a repository, a terminal, a ticketing system and a browser, provided each integration is explicitly enabled. It can gather inputs, perform transformations and return a report without requiring a person to copy every intermediate result between applications.

The task requires observation and adjustment
Some work cannot be completed by a single generated answer. A coding agent may run tests, read a failure, edit a file and run the tests again. A research agent may search, inspect pages, extract evidence and revise its query. These examples illustrate the pattern; success still depends on the system’s tools, context and safeguards.
The objective is stable but the route is variable
Agents are most useful when you can state the desired outcome and acceptable boundaries, while the exact number of steps differs each time. If the sequence is completely fixed, conventional automation may be easier to test and govern than an open-ended agent.
How an agent loop works
- Define the goal and constraints. State the desired result, permitted data, tools, time limit and actions that require approval.
- Form a plan. The model proposes subtasks or selects an available tool. A well-designed system records this plan so a person can inspect it.
- Take one bounded action. The agent calls a tool with only the credentials and parameters it needs.
- Inspect the result. It reads returned data, an error, a page or a test report rather than assuming success.
- Continue, revise or stop. It may perform another permitted action, ask a question, produce the requested output or hit a limit.
- Request human approval for impact. Sending, deleting, publishing, purchasing or changing production systems should normally pause for confirmation.
Logging each step makes this loop auditable. Without records of the prompt, selected tools, returned data and final action, diagnosing a failure becomes guesswork.

A decision framework for choosing the right approach
Answer these questions before selecting a product or architecture:
- Is the output only information? If yes, start with a chatbot. If no, identify every external action.
- How many distinct steps are required? One bounded response favors a chatbot; branching, retries or cross-application work may justify an agent.
- What tools are actually needed? Name the browser, files, APIs or terminal commands. Do not assume an “agent” includes them.
- What is the consequence of an error? A wrong draft is recoverable; a wrong deletion, disclosure or financial action may not be.
- Where must a person approve? Set approval gates before the system can send, publish, delete, buy, deploy or alter records.
- Can success be measured? Define a testable result, maximum runtime, allowed data and an escalation path.
If the task has high consequences but only modest automation value, use a chatbot to prepare a proposal and keep execution manual. If it has low consequences and repetitive multi-step work, a tightly scoped agent pilot may be reasonable.
Human review is a control, not a failure
More autonomy can reduce routine effort, but it can also amplify a misunderstanding. Treat review as part of the design: show the planned action, identify the data it will use, provide a preview and require an explicit approval for high-impact operations. “Let it run” is not a substitute for defining what it may do.

Anthropic lists keeping humans in control, security, transparency and privacy among principles for trustworthy agents. Those principles apply regardless of the vendor’s terminology. A system that cannot explain which tool it used or what it changed is difficult to supervise.

Prompt injection
Prompt injection attempts to manipulate an AI system through instructions hidden in content it reads, such as a web page, document or email. An agent that can act on that content may follow an attacker’s instruction instead of the user’s intent. Treat all retrieved text as untrusted input, separate instructions from data, and require confirmation before an action that affects another system.
Excessive permissions
Give an agent the smallest access necessary. Prefer read-only credentials for research, temporary tokens for a single job and separate environments for testing. A tool that can browse does not automatically need permission to send mail; a code runner does not automatically need production access.
Unclear data boundaries
Specify which files, accounts and regions the system may use. Consider retention, logging and who can see the conversation or tool output. Sensitive information should not be connected merely because an integration is available.
Unbounded execution
Set limits on time, number of tool calls, spending, file changes and retries. A stop condition protects against loops and makes costs predictable. Preserve a way to revoke credentials or terminate a run.
A concrete product example, with its limits
OpenAI’s ChatGPT Agent system card describes a product combining multi-step research, a remote visual browser, a terminal with limited network access and connectors to external data and applications. This illustrates the kind of tool-enabled workflow an agent can provide: it is more than generating text in a chat window.
Those features are specific to that product and its available configuration. They do not establish that every agent has a visual browser, terminal, connector or the same network limits. Access, pricing and regional availability can change, so verify current documentation before designing a workflow around any particular feature.
What current evidence says about autonomy
Anthropic reported that, among the longest-running Claude Code sessions in its 2026 study, time spent working before stopping nearly doubled in three months—from under 25 minutes to over 45 minutes. This is an observation about a subset of sessions, not a general measure of productivity, accuracy or reliability for all agents. It does suggest why runtime limits and monitoring matter as systems are allowed to work for longer periods.
Common misconceptions
“Every chatbot is an agent.”
No. Conversation alone does not demonstrate tool use or self-directed action. Check whether the system can select tools and affect an environment.

No. Autonomy is configurable. An agent may need approval at every external action, only at high-impact actions or not at all within a restricted sandbox.
“An agent always beats a chatbot.”
No. Extra tools add setup, permissions, monitoring and new failure modes. For a one-paragraph explanation, those costs provide no benefit.
“A successful plan proves the action succeeded.”
No. Require the agent to inspect the tool’s result and show evidence such as a test output, record identifier or saved file. A generated claim of completion is not verification.
Practical rollout plans
Start with a chatbot
- Write the task as a bounded prompt and define the desired format.
- Provide only the context needed for the answer.
- Review accuracy, omissions and sensitive-data handling.
- Record which parts still require manual work.
If the remaining manual work is repetitive and involves stable systems, evaluate whether a narrowly scoped agent would remove it without removing necessary review.

- Choose a low-consequence task with a measurable outcome.
- Use a test account, sample data and read-only access where possible.
- Set tool, time, retry and spending limits.
- Log plans, calls, outputs, approvals and errors.
- Require a human checkpoint before any external side effect.
- Run adversarial tests, including malicious instructions in documents or web pages.
- Expand permissions only after the pilot meets its accuracy and safety criteria.
Bottom line
A chatbot is the right default for answers, explanations, drafts and ideas that a person will review. An AI agent becomes useful when a defined goal demands multiple tool-enabled steps and the organization can bound, monitor and approve the resulting actions. Choose based on autonomy, access, duration and consequence—not on which label sounds more advanced.
