AI agents are now handling part of the IT help-desk workload at some organizations, but the evidence from 2025 and 2026 does not show service desks running on their own. Most of the reported activity is assistance for staff, pilots, or bounded automation. Full autonomy is rare, and the surveys point toward redesigned human roles rather than people leaving the desk.

What “taking over” would actually require

“Agent” covers very different levels of independence. A tool that drafts a reply for a technician and an agent that resets a locked account, checks the change against policy, and closes the ticket are both called agents in vendor material, but they carry different risks and need different human oversight. The useful test is who completes the request.

Autonomy level What the agent does Who completes the request What leaders should verify
1. Answer or draft Suggests a reply, summarizes a ticket, or proposes a knowledge article A staff member reviews and sends or acts Accuracy of suggestions and how often staff accept them
2. Assist without autonomous action Gathers context, categorizes requests, or prepares the steps an employee should take The employee, with the agent supplying preparation Time saved on the employee side and whether errors are caught before action
3. Resolve a bounded workflow Completes a defined request type within preset limits (for example, a routine access request) The agent, inside predefined permissions Permission boundaries, escalation rules, and audit records
4. Carry a request across systems to completion Works across several systems and closes the request without a person in the loop The agent, with humans handling exceptions Whether the completion is verified, reversible, and measured against a baseline

Most of the survey evidence below describes levels 1 to 3. Level 4 is the case that matches the headline, and it is the one the evidence supports least.

What the IT-specific surveys measure

Two IT-focused studies are the most relevant to a help desk. They use different populations, dates, and definitions, so their figures should not be combined.

ServiceNow report (company-published) Same 285 IT executives Published October 2026 Re-architected jobs, workflows, and controls for autonomous execution 5%
Gartner survey of IT application leaders 360 leaders at organizations with at least 250 employees in North America, Europe, and Asia-Pacific Fieldwork May–June 2025; published September 30, 2025 Considering, piloting, or deploying fully autonomous AI agents (combined measure) 15%

Reading the ServiceNow figures

The two 39% figures describe different things. One is the share exploring or piloting agents; the other is the share using agents to assist employees without taking autonomous action. Neither is a measure of autonomous resolution. The 5% figure is the most telling for a help desk, because re-architecting jobs, workflows, and controls is the groundwork that autonomous execution requires. These are the vendor’s findings from a sample of large IT organizations, not a census of all employers.

Why 15% is not production adoption

Gartner’s 15% combines three stages: considering, piloting, and deploying. A respondent who is merely considering fully autonomous agents counts the same as one running them. The figure tells you how much attention the idea is receiving among IT application leaders, not how many help desks are operating without people in the loop.

Customer-service workforce data is broader context

Gartner also surveys customer service and support leaders, and those findings are often quoted alongside IT figures. They concern contact-centre and support work broadly, not IT service desks specifically, and they should be read as context for staffing decisions rather than as IT headcount data.

  • 85% expanding human agent responsibilities. In a survey of 321 customer service and support leaders worldwide, conducted September–October 2025 and reported by Gartner on April 28, 2026, 85% said they were expanding human agent responsibilities as AI reduced contact volume and shifted work toward higher-value tasks.
  • 31% planning frontline AI-driven layoffs. The same survey found 31% had implemented or planned AI-driven frontline layoffs through Q1 2027.
  • 95% planning to retain human agents. An earlier Gartner poll of 163 service and support leaders, conducted March 2025 and published June 10, 2025, found 95% planned to keep human agents to define AI’s role strategically.
  • A forecast, not an outcome. Gartner also forecast that 50% of organizations planning significant customer-service staff reductions because of AI would abandon those plans by 2027. This is a prediction and has not yet been tested.

Taken together, these figures show that many customer-service leaders expect humans to remain central, while a sizable minority is planning to reduce frontline staffing. Both can be true at once, and neither describes IT help desks directly.

Raleigh: one vendor-announced case

On October 8, 2026, ServiceNow announced that the City of Raleigh had put its IT Service Desk AI Specialist into production. According to city figures as reported by ServiceNow, the city runs its help desk with four staff for 4,400 city employees, and nearly half of IT requests were being resolved autonomously at the time of the announcement.

The case is useful because it shows what a production deployment with a high autonomous share can look like. It is not evidence about the typical help desk. It is a single case, announced by the vendor, and the reporting available here does not include a baseline period or a measurement method that outside reviewers could check. The “nearly half” figure is a snapshot at announcement, not a trend, and one successful municipal deployment cannot establish a rate for the industry.

Where humans still do the work

Even where agents resolve a large share of requests, the remaining work tends to be the hardest and the most consequential. In practice, human responsibility falls into four areas:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Exceptions and complex work. Requests that fall outside the agent’s defined scope, involve unusual access, or require judgment still route to people.
  • Approving consequential actions. Changes to privileged access, data handling, or systems with wide impact need a named approver, whether or not the agent prepared the change.
  • Maintaining knowledge and controls. Agents are only as reliable as the knowledge they draw on and the permissions they are given. Someone has to keep both current.
  • Redesigning processes and service quality. Deciding which workflows to automate, and what counts as a good outcome, is a management task.

ServiceNow’s Chief Digital Information Officer, Kellie Romack, framed the responsibility this way in the company’s October 2026 announcement: “It’s up to us as CIOs to architect a future that’s human-led and AI-enabled,” She also said: “You cannot just throw an AI agent out there, generative or agentic, without that groundwork.” Both are vendor-published quotations and reflect the vendor’s position, but the second describes a precondition that the 5% re-architecture figure suggests most organizations have not yet met.

Questions to answer before trusting an agent with requests

  1. What can the system change? List the systems, data, and actions the agent can touch, and confirm that permissions are scoped to the request types it handles.
  2. When must a person approve or take over? Define the thresholds in advance, including which actions always need approval and which triggers hand the ticket to a technician.
  3. How is resolution quality measured? Track whether requests were actually completed, whether users confirmed the outcome, how many were reopened, and how these compare with a baseline from before the agent was introduced.
  4. Who maintains the knowledge and controls? Name the owner of the knowledge base, the permission model, and the audit process, and set a review cycle so they do not drift out of date.

Answering these questions shows where a given help desk sits on the autonomy scale, and whether the human work that remains is designed on purpose.
