A wallet signature proves that an authorized key approved a transaction; it does not say what the agent was allowed to do. An autonomous wallet needs a policy that names the agent and owner, limits actions and destinations, sets transaction and daily caps, defines approval thresholds, and records every decision. That policy must be enforced by a ledger, API gateway, payment processor, card authorization service, smart contract, or another control outside the language model. Without that enforcement layer, a perfectly valid signature can still authorize an unaffordable, fraudulent, or irreversible payment.
A signature authenticates a request; a policy defines authority
Public-key signing answers one question: did the holder of this key authorize these bytes? It does not answer whether the request was within budget, sent to an approved vendor, made during an allowed time window, or escalated for human review. Treating a signer as the whole security model gives an AI agent the same practical power as the key itself.

ERC-8196 describes the policy information an authorized agent should carry: the agent identity, its owner, permitted actions, allowed and blocked contracts, a maximum value per transaction, an optional daily maximum, and the policy’s validity period. Those fields turn an opaque signing capability into an accountable delegation. They still need an enforcement point; a JSON document or system prompt that no service checks is only documentation.
Start with a delegation hierarchy
Use separate identities and budgets so a compromised worker cannot automatically spend an organization’s entire treasury. AgentWallet’s account-to-principal-to-agent model places an accountable account at the top, a principal responsible for the automation below it, and one or more agents at the edge. Child allocations and limits cannot exceed the bounds of their parent.

- Genuine Check: confirm your signer is authentic during setup with the Ledger Wallet app.
- Protect your signer: keep it in mint condition at all times with a bespoke Pod or Case to avoid scratches and everyday wear and tear.
- Account: designate the organization or treasury that ultimately owns the funds and receives audit records.
- Principal: assign a person, team, or service identity that can create, change, pause, and revoke agent delegations.
- Agent: issue a separate wallet or capability for a narrowly defined job, such as paying approved cloud invoices or replenishing a service account.
- Budget: allocate only the amount and destinations needed for that job. A child cap must remain below the principal’s allowance and the account’s hard boundary.
This structure also makes recovery practical: revoke the affected agent without rotating every organization-wide key, then inspect the principal’s other delegations for similar exposure.
Write the policy as explicit decision fields
A useful policy is a set of decisions an enforcement service can evaluate, not a paragraph of natural-language intent. Define each field before issuing credentials.
Actions
List the operations the agent may perform: create a payment, transfer funds, swap an asset, call a named contract method, issue a refund, or only read balances. Deny by default. A wallet that can sign arbitrary contract data has a much broader authority than one restricted to a small set of methods.

Use allowlists for wallet addresses, bank beneficiaries, merchant identifiers, contract addresses, or vendor accounts. Add explicit blocks for known risky destinations and for contract types the agent never needs. Destination checks should happen after address normalization and before signing, so a look-alike or newly substituted address cannot pass because the text description looked familiar.
Value and frequency
Set a maximum value per transaction and, where supported, a cumulative daily maximum. A per-transaction cap limits a single mistake; a cumulative cap limits repeated small payments. Keep separate limits for different actions or currencies when the risk is different, and specify how conversion rates are determined before evaluating a cap.

Time and validity
Give the delegation an expiry and, when appropriate, active hours or a start date. Short validity windows reduce the time available to exploit a leaked capability. Renewal should create a new auditable decision rather than silently extending an old authorization.
Approval thresholds
Mark transactions above a threshold, outside an allowlist, or involving a new beneficiary as requiring a human decision. The approval request should show the final destination, amount, currency, contract method, fees, and reason supplied by the agent. Approvers should act on those transaction details, not on a model-generated summary alone.

Provide an immediate pause for the agent, principal, and payment route. Revocation must be checked by the same service that authorizes the transaction; disabling a dashboard while an API continues to accept old tokens is not revocation.
Enforce before money moves
Place checks at every route through which value can leave. AgentWallet documents ledger and card-authorization gates that check caps before execution and return approval_required when a human decision is needed. That response should be treated as a normal workflow state: hold the request, notify the designated approver, and execute only after a recorded approval. Do not have the model keep retrying until a limit is bypassed.
Coverage must include direct wallet transfers, contract calls, card authorizations, refunds, withdrawals, and any tool that can create a payment intent. The FAQ for the same service identifies generic x402.pay_url as an exception that is not cap-gated, with only an optional per-call maximum (implementation FAQ). If your safety case depends on cumulative or ledger-enforced caps, withhold that scope from the agent or add an independent authorization layer around it.

Enforcement can be distributed: a smart contract may reject an over-limit call, an API gateway may reject an unapproved destination, and a card processor may decline a merchant-category violation. The important property is that the decision is made by trusted code on the payment path, not by asking the language model to remember its own limits.

An implementation sequence that keeps authority narrow
- Register accountability. Create the organization account and name the principal who owns the agent’s lifecycle.
- Separate funds. Move the agent’s working budget into a dedicated account or sub-allocation; leave treasury and payroll funds outside its parent scope.
- Issue scoped capabilities. Give the agent an API token, MCP tool permission, or wallet delegation that exposes only the required operations. Never hand an unrestricted root key to a model runtime.
- Declare policy fields. Record actions, destinations, blocked contracts or vendors, per-transaction and cumulative limits, validity windows, and escalation conditions.
- Bind every route. Connect the policy evaluator to the ledger, API, card-authorization path, and contract gateway used by the agent. Enumerate routes that are intentionally unavailable.
- Implement approval states. Return a machine-readable hold such as
approval_required, preserve the original transaction payload, and prevent mutation between approval and execution. - Log the lifecycle. Store the request, policy decision, approver identity, decline or hold, authorization, capture or settlement, and final transaction identifier.
- Exercise recovery. Test pause, revoke, credential rotation, and reconciliation with a low-value transaction before production. Repeat the test whenever a new payment rail or tool is added.
Use multiple control layers for different failure modes
No single limit catches every mistake. AgentPay’s policy documentation separates controls that operate at the agent, card, destination, and vendor levels. Combining them prevents a failure in one layer from becoming an unrestricted payment.
| Control layer | What it checks | Failure it addresses |
|---|---|---|
| Agent transaction cap | Value of one wallet operation | A hallucinated or manipulated request that is too large |
| Cumulative or daily cap | Total spend during a defined period | Repeated small payments draining the allocation |
| Destination allowlist and blocklist | Recipient address, beneficiary, or contract | Address substitution, phishing destinations, or unapproved contracts |
| Card authorization rules | Merchant, category, currency, and card transaction context | Misuse of a card rail after wallet-level checks are passed |
| Vendor or category blocks | Merchant identity or spending category | Purchases outside the agent’s business purpose |
| Hard parent boundary | Maximum authority a child can inherit | A runaway agent attempting to expand its own budget |
Apply the strictest relevant rule and fail closed when a field is missing. A policy that checks only the amount can still send the correct amount to the wrong recipient; a destination allowlist without a cumulative cap can still be abused through many permitted payments.
Design approval as a controlled handoff
Approval is most useful when it is specific and irreversible details are visible. Route routine, low-risk payments automatically; escalate when the amount exceeds a threshold, the destination is new, the contract method is unusual, the policy is expired, or the cumulative allowance would be crossed.
The approval record should bind the exact transaction payload and policy version. If the agent changes the amount, recipient, calldata, fee, or currency after approval, require a new decision. A decline should terminate the request, while a timeout should leave it held or expired rather than silently converting it to approval.

Keep approver roles separate from the agent’s runtime identity. For higher-risk operations, require two people or an independent service, but ensure the additional check is enforced on the authorization path instead of being an informal chat instruction.

Circle’s Agent Platform terms place responsibility on the customer to protect credentials, verify transaction details, monitor activity, and maintain spending and access controls. They also warn that prompt injection, malware, unauthorized code execution, or other vulnerabilities can expose credentials and cause automated systems to initiate irreversible transactions.
Build the response before an incident:
- Pause: disable new authorizations for the agent and any connected card or API route.
- Revoke: invalidate tokens and delegations, then confirm that old credentials fail at the enforcement service.
- Contain: freeze affected destinations or contracts and remove the agent’s remaining allocation from active payment paths.
- Reconcile: compare ledger requests, approvals, captures, and settlements to identify unauthorized or duplicated payments.
- Rotate and reissue: create fresh scoped credentials only after the execution environment and dependencies are clean.
- Review: narrow the policy or remove the compromised route; do not simply restore the previous broad capability.
Circle describes a 2-of-2 multiparty-computation key-management design in 2026 in which signing requires two key shares and those shares are not exposed to the agent. That reduces single-component key exposure, but it does not replace destination, amount, and approval controls: an authorized service can still sign a harmful transaction if policy checks are absent or misconfigured.
How to evaluate a wallet-policy implementation
When comparing platforms, ask for evidence on each axis rather than accepting “secure wallet” as a feature description.

A Consensys comment to NIST and CAISI states the principle plainly: “The strongest constraint in agent security is to limit authority at the environment and wallet layer rather than relying solely on model alignment or behavioral safeguards.” That is the right test for any implementation: can the agent violate the rule and still move funds?
Operational details that determine whether the policy works
Provider rails, supported currencies, geography, settlement timing, and approval behavior vary by account configuration. Confirm those boundaries before promising a workflow to users. A daily cap may reset according to a provider-defined timezone; a card authorization may occur before final settlement; and a contract call may bundle several asset movements under one transaction. Your policy model must reflect the provider’s actual event and settlement semantics.
Monitor both decisions and outcomes. Alerts for declines, repeated holds, new destinations, near-limit activity, and policy changes help reveal an agent that is behaving abnormally even when every individual payment is technically allowed. Keep clocks synchronized and retain the policy version with each event so an investigation can reconstruct which rule was active at the time.
Quick Recap
Pre-launch checklist
- Is an accountable account and principal identified?
- Does the agent have a separate allocation with parent limits above, but not equal to, its child authority?
- Are actions, destinations, blocked contracts, transaction caps, cumulative caps, validity, and approval thresholds explicit?
- Are all payment routes, including cards and special URL-based flows, covered or deliberately disabled?
- Does over-limit activity produce a hold such as
approval_requiredbefore execution? - Can an approver see and bind the final amount, recipient, fees, currency, and contract data?
- Are requests, decisions, approvals, declines, captures, and settlements recorded in one auditable trail?
- Have pause, revoke, credential rotation, and reconciliation been tested?
- Does the incident plan assume prompt injection, malware, unauthorized code execution, and irreversible transfers?
