AI Accelerator TOPS vs. LLM Tokens per Second: What the Specs Mean

TOPS and tokens per second measure different things. TOPS is a theoretical peak for an accelerator—usually stated for a particular precision and operation-counting convention. Tokens per second is the speed a specific language model actually generates text on a complete system, under a defined prompt, context, software stack and power mode. You cannot reliably convert one number into the other, and an accelerator with twice the TOPS will not necessarily produce twice as many tokens per second.

This distinction matters when evaluating an AI laptop, a desktop accelerator or a Windows Copilot+ PC. Use TOPS to understand the capacity of an NPU or other compute block; use a reproducible model benchmark to judge the experience you will get.

What TOPS means

TOPS stands for trillions of operations per second. It is a throughput specification for a compute engine, not a measurement of a finished application. Qualcomm’s technical explanation describes a simplified calculation as TOPS = 2 × MAC unit count × frequency / 1 trillion. A multiply-accumulate (MAC) can count one multiplication and one addition, which is why the factor of two appears in that illustrative equation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The resulting number is a peak under stated assumptions. It depends on the accelerator’s architecture, clock frequency, the precision used for arithmetic and the way the manufacturer counts operations. A TOPS figure is therefore incomplete unless its precision and counting basis are known. It also says nothing by itself about model loading, tokenization, memory transfers, scheduling, thermal limits or the quality of the generated answer.

Precision changes the number

AI inference TOPS is commonly advertised with INT8 arithmetic, but accelerators can support several formats, including lower-bit integer and floating-point modes. The same hardware can have different peak figures at different precisions. Lower precision usually permits more operations per second and can improve power efficiency, but it may require a quantized model and can affect numerical accuracy.

Microsoft’s Copilot+ documentation notes that many NPU devices support integer math in lower-bit formats such as INT8 for performance and power efficiency. Microsoft’s wording is a description of an implementation trade-off, not a claim that every model, runtime or operation will execute entirely at INT8. Some layers may use mixed precision, and two files both labeled “INT8” can still use different quantization schemes, calibration methods and kernels.

Dense and sparse TOPS are not interchangeable

A dense TOPS claim assumes every advertised compute lane is doing useful work for every operation. Sparse TOPS assumes that some values are zero or otherwise skipped. Sparse execution can raise the headline number, but it introduces assumptions about the model and the hardware’s ability to exploit sparsity. Do not compare a sparse figure with a dense figure unless the sparsity assumption is explicitly identified. A nominally larger sparse number is not automatically faster on a dense model.

What tokens per second means

A token is the unit a language model reads and writes. It may be a complete word, part of a word, punctuation or another short fragment, so one token is not equivalent to one word. Tokens per second (tok/s) is an observed generation rate: how quickly a particular model produces output on a particular system. The rate can differ with language and text because tokenizers split the same idea into different numbers of fragments.

A valid result must identify the model and version, tokenizer, quantization or precision, prompt and context length, output length or measurement window, runtime, device configuration and power mode. A result from one setup cannot be treated as a universal property of the model or the laptop. Say whether the number covers only newly generated output or also includes prompt processing, and whether it is a single stream or an aggregate across concurrent requests.

Separate startup delay from generation speed

Two latency measures are especially useful:

  • Time to first token (TTFT): the delay between submitting a request and seeing the first generated token. Prompt processing, model loading and memory transfers can dominate this phase.
  • Time per output token: the interval between subsequent tokens. Its inverse is commonly reported as output tokens per second.

A system can have a short TTFT but a modest sustained rate, or a longer startup followed by fast generation. Reporting only one number hides that difference. A chat interface may feel responsive because its first token arrives quickly even when a long answer streams slowly; the reverse can also happen after a large prompt has been processed.

Why TOPS does not convert into tokens per second

TOPS describes the theoretical capacity of one accelerator. LLM generation is an end-to-end workload involving the model’s neural-network operations, memory movement, scheduling and software. The CPU, GPU, NPU and system memory may all participate, and different runtimes may place different layers on different processors. A benchmark can therefore exercise a different part of the system than the block named in a product brochure.

Qualcomm identifies memory bandwidth as a major token-generation bottleneck. Model parameter count, context size, precision and batch size also affect the amount of data that must be moved and the amount of computation performed. Software optimization and system integration determine how much of the hardware’s peak is reached. As Qualcomm’s Peter Burns wrote in a technical explainer published April 24, 2024, “A high TOPS number alone does not guarantee optimal AI performance.”

The workload can be memory-bound

Autoregressive generation repeatedly reads model weights and the growing key-value cache to produce each next token. If moving those values takes longer than performing the arithmetic, additional arithmetic units do not deliver a proportional speedup. This is why memory capacity and bandwidth belong beside TOPS in a serious comparison, especially for larger models and long contexts. A model can fit in capacity yet still generate slowly if the memory path cannot feed the compute units efficiently.

Model and context length change the result

A small quantized model with a short prompt may generate rapidly on a device that struggles with a larger model. Increasing the context length increases prompt-processing work and the cache that must remain available. A benchmark that does not disclose context length cannot be compared fairly with one that does. Reusing a previously built cache can also make a repeated prompt look faster than a fresh request, so cache treatment belongs in the test notes.

Batch size and usage pattern matter

Batching several requests can improve accelerator utilization and throughput, but it may increase individual-user latency and memory use. A single-chat benchmark and a server-style batched benchmark answer different questions. State whether the reported rate is for one stream or multiple concurrent sequences. Aggregate tok/s is useful for several users; single-stream tok/s and TTFT are usually more relevant to one person typing.

What the 40-TOPS Copilot+ threshold tells you

Microsoft defines a Copilot+ PC hardware category around an NPU capable of more than 40 TOPS. This is a platform capability threshold for qualifying Windows hardware. It is not a promise that a particular language model will run locally, nor does it specify a token-generation rate. The threshold describes nominal NPU capability for a product category, not an application benchmark.

Qualcomm has cited up to 45 TOPS for the NPU in its Snapdragon X Series. That is a manufacturer-stated peak capability. It should be read with the claimed precision and counting convention, and it should not be presented as an LLM benchmark or converted into tok/s. “Up to” also signals a maximum claim rather than a guaranteed sustained rate for every workload or power state.

Eligibility also does not establish software support. Before buying for local inference, verify that the operating system, runtime and model support the device’s NPU, that the model fits in available memory and that the desired features are enabled for the relevant region and software version. A qualifying NPU may accelerate selected Windows features while a chosen LLM still runs on the CPU or GPU, uses a different backend, or is unavailable locally.

How to compare two AI systems fairly

Use a table or test log that keeps every material variable visible. If a value is not reported, mark it as “not stated” rather than assuming the tests are equivalent. Do not rank devices from a headline TOPS figure when the model, precision or runtime differs.

Comparison item What to record Why it matters
Model Name, exact version, parameter size and architecture Different models perform different amounts of work per token.
Precision FP16, INT8, 4-bit or another format; note mixed-precision layers Precision changes memory traffic, arithmetic throughput and quality.
Prompt and context Prompt text or token count, total context length and whether a cache was reused Startup and memory requirements rise with context.
Output measurement Output length, warm-up policy and whether the rate covers generation only Short runs can be distorted by startup and timing overhead.
Latency TTFT and sustained output tok/s reported separately Responsiveness and ongoing typing speed are different experiences.
Batching Number of concurrent sequences Batching can raise aggregate throughput while changing per-user latency.
Software Runtime, backend, driver and version Kernel and graph optimizations determine hardware utilization.
Hardware state CPU/GPU/NPU used, memory capacity and bandwidth, charger status and power mode Thermal and power limits can change sustained performance.
Energy and thermals Battery draw, temperature and throttling over a longer run A brief peak may not represent portable, sustained use.

There is no single universal protocol established for consumer laptop LLM testing. The checklist above is practical reporting guidance, not an industry standard. The essential rule is to compare like with like. If one result reports a warm, plugged-in machine and another reports battery mode, their tok/s values should not be treated as a controlled comparison.

A reproducible local-LLM measurement procedure

  1. Choose one model and fixed build. Record the exact model version and quantization. Do not switch to a differently compressed file between machines.
  2. Fix the prompt and context. Use the same prompt text, system instructions and context length. State whether the prompt is freshly processed for every run.
  3. Set the runtime and backend. Record the inference framework, version, driver and processor backend. Note any CPU fallback or layer offloading.
  4. Control the device. Record memory size, charger connection, operating-system power mode, fan or thermal profile and display state if relevant.
  5. Warm up before timing. Allow model loading and compilation to finish. Report whether the warm-up run is excluded.
  6. Measure TTFT and generation separately. Capture the timestamp for request submission, first token and final token. Calculate output tok/s from the sustained generation interval, not from an interval that includes model loading unless that is explicitly the goal.
  7. Repeat the run. Use multiple repetitions and report the method used—such as median or mean—along with outliers or throttling.
  8. Publish the complete record. Include output length or timing window, prompt-processing treatment, concurrency and any energy or temperature observations.

Keeping the output length fixed prevents a very short answer from making timing overhead dominate. For long sessions, repeat after enough runtime to reveal whether clocks fall or the system throttles. If the benchmark is intended to represent battery use, do not silently switch to a higher-performance plugged-in profile.

How to read an accelerator specification sheet

Start with the precision and operation definition

Ask whether the TOPS value is INT8, another format or a mixed figure. Ask whether a MAC is counted as one operation or two and whether the claim is dense or sparse. Without those details, two headline numbers may not be comparable. Qualcomm’s illustrative equation explains why the operation-counting convention alone can change a published total.

Check whether the figure is peak or sustained

Peak TOPS is normally a maximum under ideal frequency and utilization. It does not describe a long-running laptop workload under a battery or thermal limit. Look for sustained measurements and power conditions when available. If a specification gives only peak capability, label it as such rather than implying a continuous rate.

Look beyond the NPU

For LLMs, inspect system memory capacity and bandwidth, GPU capability, CPU performance, storage behavior and the runtime’s supported backends. A higher-NPU-TOPS system can lose to a lower-TOPS system if the latter has better memory behavior or software support for the chosen model. Also check whether the model fits without swapping; storage-backed memory movement can undermine interactive performance.

Match the metric to your task

TOPS can help identify whether a device belongs to a platform class or whether its accelerator has enough nominal capacity for an AI feature. Tokens per second is the relevant metric for interactive text generation. For an assistant, also consider TTFT, sustained speed, context capacity, noise, battery life and whether the model runs locally at all. For multiple users, include aggregate throughput and queueing behavior; for a single user, prioritize responsiveness and stable single-stream output.

Common interpretation mistakes

  • “Twice the TOPS means twice the tok/s.” This ignores memory bandwidth, model placement, precision and software overhead.
  • “More than 40 TOPS guarantees local LLM support.” The Copilot+ threshold identifies a hardware capability; model and runtime compatibility remain separate questions.
  • “Tokens per second equals words per second.” Tokenization produces whole words and fragments, so the relationship varies by language and text.
  • “A single benchmark number is enough.” TTFT, sustained output rate, context length and concurrency describe different parts of the experience.
  • “Peak manufacturer TOPS is a measured application result.” It is a specification under stated assumptions, not an independent workload test.
  • “All INT8 results are equivalent.” Quantization scheme, calibration, mixed-precision layers and runtime kernels can differ even when both reports say INT8.
  • “A short burst represents everyday use.” Thermal throttling, battery mode and memory pressure can reduce sustained performance.
  • “The fastest prompt test is the fastest chat experience.” A test with a tiny context or reused cache may favor TTFT while saying little about a long conversation.

Which number should guide a purchase?

If your priority is a Windows feature that requires an NPU, verify the current platform requirement and the software feature’s device support. If your priority is local chat or coding assistance, seek benchmarks for your exact model or a close equivalent, with disclosed quantization, context and runtime. Prefer results that report TTFT and sustained tok/s separately and that identify memory capacity and bandwidth.

For mobile use, energy and sustained behavior can matter more than a short peak. A system that produces a slightly lower burst rate but maintains it quietly on battery may be more useful than one with a higher specification that throttles quickly. For multiple simultaneous users, aggregate throughput and batch behavior become important; for one person typing, TTFT and single-stream tok/s usually matter more.

When comparing an AI PC laptop with an NPU, treat the category label and the measured workload as separate checks. Confirm the model can use the intended backend, the available memory is sufficient at the selected quantization, and the manufacturer’s power profile does not disable the performance you expect. No generic laptop category establishes a universal tok/s promise.

Frequently asked questions

What does TOPS mean?

TOPS means trillions of operations per second. It is a peak accelerator-throughput figure tied to an architecture, frequency, precision and counting convention. It is not a direct measurement of application speed.

How many tokens per second can an AI PC generate?

There is no single answer. The result depends on the model, parameter count, quantization, prompt and context, runtime, processor backend, memory system, power mode and whether the test measures one stream or several. Use a benchmark that discloses those variables.

Does a 40-TOPS NPU run an LLM at 40 tok/s?

No. Microsoft’s more-than-40-TOPS Copilot+ requirement describes NPU capability for a Windows hardware category. It does not specify local model support or an LLM generation rate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is 45 TOPS better than 40 TOPS?

It is a higher headline peak if the figures use comparable precision and counting rules, but that alone does not establish faster token generation. Memory bandwidth, software support, model placement and sustained power behavior can reverse the practical result.

Should I compare TOPS on an NPU with GPU TOPS?

Only after checking precision, dense or sparse assumptions, operation counting and the workload. The processors may support different software paths and may not be doing the same part of the model, so the labels are not automatically interchangeable.

What should a local-LLM benchmark report?

At minimum, report the exact model and quantization, prompt and context, output measurement window, TTFT, sustained output tok/s, runtime and version, backend, device configuration, power mode, memory capacity and bandwidth where available, concurrency and any CPU fallback or thermal throttling.

The practical verdict

TOPS answers, “How much peak arithmetic throughput does this accelerator claim under a specified precision and counting method?” Tokens per second answers, “How fast did this particular model generate text in this particular software and hardware setup?” Use the first to understand architectural capability and platform eligibility. Use the second—along with TTFT, memory, power and reproducibility—to judge real LLM performance. Treat any direct conversion or ranking based on TOPS alone as unsupported.
