A free tier is a limited offer, not a promise that an agent can handle production traffic at zero cost. Before you build around one, identify exactly what is free—the model API, a managed agent platform, a subscription credit, or an agent framework—and check its eligibility rules, quotas, data terms, and billing triggers. Then estimate usage for a complete task, including intermediate model calls and tools, rather than counting only the answer a user sees.
What “free” means depends on the product
Agent services do not share one definition of free. A model API may waive charges for some usage while limiting model access or applying different data-use terms. A managed platform may offer a time-limited environment and a separate set of request quotas. An agent API harness may have no additional fee of its own, while the models and tools it invokes remain billable. Subscription credits are another distinct offer, with their own eligibility and duration.

| Google Gemini Developer API free tier | Described for developers and small projects; further eligibility details are not stated on the cited pricing page. | Free input and output tokens and Google AI Studio access, with limited access to certain models. Model-specific quotas are not stated here. | Google says content in the free tier may be used to improve its products. The paid tier says content is not used for that purpose and offers higher rate limits and access to more models and features. Source: Google Gemini API pricing documentation. |
| Google Cloud Agent Platform express mode | Eligible new Google Cloud users can use it for up to 90 days within specified quotas; signup does not require billing information. Existing Google Cloud users, or users who enable billing, leave the 90-day free tier and transition to a paid tier. Source: Google Cloud Agent Platform express mode overview. | Basic generative AI services and Google Drive as a data source. The express-mode quota documentation lists 10 Query or StreamQuery requests per minute per project and region, as well as limits on resources, writes, sessions, memory operations, and model calls. Source: Google Cloud Agent Platform quotas documentation. | Enabling billing ends the express-mode free tier and moves the user to the paid tier. The overview describes broader Google Cloud services and data sources on the full platform. |
| OpenAI Agents API | Public beta; no free-tier duration or general free allowance is stated in the announcement. | The agent harness has no separate fee. Tokens and tools used by agents are charged; the announcement does not establish a free quota for them. | Usage cost depends on the tokens and tools agents use. The announcement’s statement concerns the harness fee, not free operation. |
| Anthropic Claude Agent SDK credits | The help page updated October 7, 2026 says the separate monthly Agent SDK credit announced in June is no longer available. It says Claude Max and Team plans now include monthly API credits. | The stated credits cover Claude Agent SDK, Claude API, and Claude Managed Agents. Credit amounts and further eligibility details are not stated in the cited help-page summary. | Because the credit arrangement is plan-based and recently changed, verify the current plan terms before relying on it. | Google managed agents | Available under a free rate limit and usage quota; a general duration for that free allowance is not stated. | Usage is based on Gemini model tokens and tool usage, and an interaction may include multiple reasoning loops. Managed-agent environments are permanently deleted after seven days of inactivity. Source: Google AI for Developers Agents overview. | Pay-as-you-go usage applies beyond the free rate limit and quota. Environment lifecycle is a separate operational constraint from usage charges. |
The table compares different kinds of offers, not equivalent capacity. The cited pages do not establish a shared workload or a complete cross-provider set of model, request, token, and concurrency quotas, so they cannot support a universal ranking of which free tier is “largest.” For deployment decisions, follow the current quota table for the exact model, region, project, and service.

Why an agent uses more than one answer’s worth of quota
A user may see one final response even though the agent has called a model several times to plan, interpret a tool result, revise its approach, or produce the final output. Tool operations may also have their own usage charges or limits. Google’s managed-agent overview explicitly notes that one interaction may involve multiple reasoning loops.
Estimate cost and capacity per completed task. For each representative task, count the expected model calls, input and output tokens for each call, tool invocations, and any failed or repeated work. Multiply those totals by expected task volume, then leave headroom for variation. Do not treat a token-volume example as a typical or guaranteed cost: actual usage depends on the workflow, model, and amount of context processed.

Use model- and date-specific prices
Google’s Gemini API pricing page gives one example of a scheduled model-price change: for Gemini 3 Flash, input tokens are listed at $0.75 per million through December 31, 2026 and $1.50 per million beginning January 1, 2027; output tokens, including thinking tokens, are listed at $3.75 per million through December 31, 2026 and $7.50 per million beginning January 1, 2027. These are model-specific rates, not universal Gemini API prices. Confirm the exact model, modality, tier, and effective date before using a rate in a budget.

Budget for the whole task, not just model tokens
- Record how many calls and tool operations a representative task makes, including intermediate steps.
- Track input and output token use separately where the provider prices them differently.
- Include retries and failed attempts in observed usage rather than assuming they are free.
- Set a per-task usage ceiling and an aggregate project or organization spend limit appropriate to your risk tolerance.
- Recalculate after changing prompts, tools, models, context size, or workflow steps.
How to tell a quota error from a billing problem
A 429 response is not a single diagnosis. OpenAI’s troubleshooting guidance says it can indicate a rate limit, exhausted prepaid credits, or organization or project usage and spend limits. Those causes need different remedies: waiting may help a rate limit, but it will not replenish credits or raise a spend cap.
Rank #3
For rate limits, pace requests and follow retry guidance
Inspect the error code and type, not just the HTTP status. Official OpenAI SDKs retry eligible rate-limit errors and honor Retry-After when it is present. Unsuccessful requests still count toward per-minute limits, and repeatedly resending the same request can prolong the problem. A short burst can also exceed an effective short-window limit even if the average stays below a displayed per-minute figure.
- Reduce burst concurrency or add pacing when requests arrive too quickly.
- Honor
Retry-Afterwhen provided; otherwise use controlled backoff instead of an immediate retry loop. - Avoid layering an application retry loop on top of SDK retries without understanding how many attempts it creates.
- Do not retry indefinitely: cap attempts and surface a recoverable failure when the service remains throttled.
For exhausted credits or spend limits, fix the account state
Check the organization or project balance, prepaid-credit status, and configured usage or spend limits. If a credit is exhausted or a cap has been reached, retries do not restore headroom. Resolve the account or budget condition, or route work to an eligible alternative, before resuming requests.

What to verify before putting an agent into production
- Exact offer: identify the model API, managed platform, SDK credit, or harness involved, and which components are billed separately.
- Eligibility and scope: confirm account status, region, project, model, and any time limit attached to the offer.
- Full quota picture: review request, token, concurrency, model-call, tool, session, and resource limits that apply to the actual workflow.
- Data treatment: read whether prompts and outputs may be used to improve products, along with relevant retention terms, for the tier you will use.
- Failure behavior: distinguish rate limiting from exhausted balance or spend caps, and test that retries are bounded and paced.
- Upgrade path: know what enabling billing changes and how the paid tier is metered before switching it on.
- Lifecycle constraints: account for managed resources that expire or are deleted independently of billing; Google says managed-agent environments are permanently deleted after seven days of inactivity.
For Google Cloud express mode specifically, enabling billing ends the limited free mode and transitions the account to a paid tier with extended quotas and additional services. For other products, do not assume that enabling billing has the same effect: check the service’s own terms and quota pages immediately before launch.
