There is no evidence-backed universal best CRM for agencies. The right choice depends on how your team captures leads, closes clients, manages ongoing relationships, and hands signed work to delivery. The ten products below are a shortlist—not a performance ranking. The available evidence supports specific feature details for HubSpot; for the other candidates, verify capabilities and plan limits with the vendor before choosing.
What an agency CRM needs to do
Start with the work your agency needs the system to support. A CRM may handle sales records and pipelines without managing project delivery or marketing campaigns. Some platforms connect these functions, but do not assume that every capability is included in every plan.

- Sales: Capture leads, track prospects through a pipeline, record conversations, and make account ownership clear.
- Marketing: Decide whether campaign automation and reporting need to live alongside sales records.
- Client service: Determine whether the team needs ticketing or a shared record of client requests and communications.
- Delivery: Decide whether the CRM should track project work or pass signed clients and relevant context to a separate project-management tool.
- Operations: Check integrations, imports and exports, permissions, reporting, and how easily staff can use the system.
These distinctions matter because a CRM that is strong for lead tracking may not cover campaign automation or project delivery in the way your team expects.
Ten CRM candidates for an agency shortlist
Secondary comparison pages identify the following products as candidates for startup, agency, or creative-agency consideration. Their lists do not establish comparative performance, and the available evidence does not support ranking these products from best to worst.
#1 Best Overall
| Candidate | What the available evidence establishes | What to verify before choosing |
|---|---|---|
| HubSpot | Its official CRM page describes contact and deal management, tasks, pipeline management, reporting, integrations, permissions, ticketing, and connected marketing, sales, and service tools. | Pipedrive | Named as a shortlist candidate by a secondary comparison page; no vendor feature or pricing details are established here. | Check lead and pipeline workflows, integrations, plan limits, and whether it connects to your delivery and marketing tools. |
| Zoho CRM | Named as a shortlist candidate by a secondary comparison page; no vendor feature or pricing details are established here. | Verify the functions your team needs, relevant integrations, permissions, reporting, and plan limits. |

The candidates other than HubSpot appear in secondary comparison pages, not independent performance tests. The table deliberately does not infer features, quality, or value from their inclusion. Product names, packaging, and capabilities can change; confirm current details on vendor documentation.
Where HubSpot may fit
HubSpot is worth considering if you want contact and deal records connected with marketing and service tools. Its official CRM page describes a unified customer-data platform with pipeline and task management, reporting, integrations, permissions, and ticketing, alongside connected marketing, sales, and service products.
Rank #2
That broad platform description should not be read as a promise that every capability is included in the free tools. HubSpot’s official pricing page presents free tools and paid Starter pricing; the price and packaging depend on product, billing term, offers, and limits. Check the exact configuration for your team’s seats, contact volume, automation, and reporting before budgeting.

- Map the lead-to-client process. Write down where leads come from, who qualifies them, what stages they pass through, and what information must be recorded before a deal is signed.
- Define the delivery handoff. Decide what the delivery team needs from sales and whether the CRM should track delivery or integrate with a separate project-management system.
- List required connections. Identify the email, calendar, marketing, service, and project tools the CRM must work with. Check both integration availability and any plan restrictions.
- Set a minimum requirements list. Specify the contact and company records, pipeline views, reporting, permissions, import/export needs, and automations you will actually use.
- Test with a real workflow. Before committing, have the people who will use the CRM enter a lead, update its status, record a conversation, and hand a signed client to delivery. Note setup friction and missing information.
- Calculate the cost at your intended scale. Compare the required number of users and contacts, plus needed automation, integrations, and reporting. Use the vendor’s current pricing and plan limits rather than an old comparison-page price.
What a fair comparison should establish
For each finalist, check the vendor’s own documentation for the exact edition and geography you plan to buy. Confirm feature availability, limits, billing term, and current product naming; then verify that data can be imported and exported in a format your team can use. A shortlist mention alone cannot establish that a tool will suit your agency, and feature presence alone does not show whether staff will adopt it.
Rank #3
There is no hands-on testing evidence here, and the available material does not support a current, feature-by-feature ranking of all ten candidates. Treat the options as starting points for a requirements-based evaluation, not as a tested top-ten verdict.
