The government response is not proof the advance was stopped
The internationally recognized government said it would send more forces to the coast, and government-aligned forces launched attacks. But the September 29 AP report still described fierce fighting and Houthi gains. The reporting does not establish whether reinforcements halted further advances or whether government-aligned forces retook any lost ground.
Why the anti-Houthi side struggled to respond
“Government forces” is not a single, cohesive army with one effective command. The anti-Houthi camp includes formations with different patrons, geographic bases and political goals. AP’s September 23 account attributed the coastal defeat in part to leadership disputes and weak coordination among factions.

That fragmentation matters when assessing claims that “the government” held a line: a government announcement, an attack by one formation and control of territory are different things. The available accounts do not provide a verified, position-by-position map of which groups controlled which sites on October 3.
Why Mokha and the islands matter to shipping
Mokha and the nearby islands sit close to Bab el-Mandeb, the narrow passage linking the Red Sea and the Gulf of Aden. AP reported on September 24 that about 12% of global trade usually passes through the strait. That is an approximate figure cited by AP, not a measurement of traffic on October 3. Control of nearby positions also improves the ability to observe ships, according to AP.

Yemen’s government warned the United Nations about risks to navigation. Vice president Abdullah Abdulkader al Alimi-Bawzer characterized the Houthis’ use of navigation safety as “a tool for blackmail” and said it threatened the global economy, in remarks at the UN General Assembly quoted by AP on September 24. That is his political characterization; the warning does not itself establish that all commercial shipping was attacked or that the corridor was closed.
The reported human toll is severe

These were agency-reported figures during continuing fighting, not final totals. They are not a verified civilian-only casualty count; the reports do not establish a separate confirmed total for civilian deaths and injuries.
Diplomacy is active, but no settlement is established
UN envoy for Yemen Hans Grundberg met Houthi negotiators and representatives of the internationally recognized government in an effort to avert further escalation. Speaking to AP on September 29, he said: “My recommendation at this point is to make sure that you disentangle these conflicts and you address them one by one effectively and efficiently through negotiations.” The meetings show diplomatic engagement, not an agreed ceasefire or a negotiated settlement.

The longer conflict helps explain why a truce did not resolve control of the country. The Congressional Research Service’s February 20, 2026, report, Yemen: Conflict, Red Sea Security, and U.S. Policy, describes the Houthis’ 2014 capture of Sana’a, the Saudi-led intervention beginning in 2015 and the 2022 truce, which froze front lines without settling the conflict. That background report predates the September coastal offensive and should not be read as a current account of battlefield control.

The reports available by October 3 do not establish the precise current front line, which positions remain in government-aligned hands, whether reinforcements stopped further Houthi gains or whether any captured territory will be retaken. For now, the defensible description is that the government announced a response after substantial coastal losses, while the available reporting did not show that it had held the line.
