A 2026 study finds that African American adults ages 18–39 most often place household help for older adults with family, while many want families and government to share financial and personal-care responsibilities. The results show a preference for family involvement, not a mandate that relatives provide every service without public support.
The findings come from a peer-reviewed analysis by Nekehia T. Quashie, Sarah E. Patterson, Michelle A. Stage and Neil K. Mehta, published online August 24, 2026, in Sociological Focus (59[4]:687–701; DOI 10.1080/00380237.2026.2626864). The researchers examined how African American adults at different life stages assign responsibility for supporting older adults.

These are descriptive percentages, so they show how respondents answered—not whether their families ultimately provided the help, paid the bills or had access to government programs. They also show why “family support” is too broad a label on its own: young adults were most family-oriented for chores, but shared responsibility was the leading position for finances and personal care.

How views differed across life stages
The study compared three groups: young adults ages 18–39, midlife adults ages 40–64 and older adults ages 65 and over. Regression analysis identified statistically meaningful differences relative to the young-adult group.

The pattern is not a simple progression from “family” to “government” as people age. The direction of the difference changes with the task. Older respondents were relatively more supportive of government taking primary responsibility for chores and personal care, while midlife respondents stood out for greater support for government-led financial support.

How the researchers measured responsibility
The analysis used 1,696 African American respondents ages 18–90 from the 2001–2003 National Survey of American Life Adult Reinterview. For each of the three domains, respondents selected one of three arrangements:

- mainly family responsibility;
- equal responsibility shared by family and government; or
- mainly government responsibility.
Because the comparison is within an African American national sample, the study does not rank racial groups or claim that African American opinions are unique compared with other populations. It asks how opinions differ by life-course stage among African American respondents.

Why age and the task may matter
The authors argue that life stage can shape views through differences in available resources, exposure to caregiving and awareness of the practical need for public assistance. A younger respondent may expect relatives to handle routine household tasks but recognize that medical personal care or sustained financial support can exceed what one family can provide. Someone older may have direct experience with disability, service gaps or the cost of paid help, making government assistance more salient.
Those explanations are interpretations, not tests of cause. The survey design can show that age groups held different views; it cannot establish that getting older produced the difference.

What the findings mean for caregiving policy
Family involvement remains important
Any program designed for African American older adults should not assume that public services are the only preferred source of support. The 67.3% result for chores indicates strong support among young adults for relatives handling or organizing household help.

The leading young-adult responses for financial support and personal care put family and government on equal footing. That points toward models that combine relatives’ knowledge and presence with subsidies, home-care services, respite, transportation, benefits counseling or other public assistance.

Programs should be targeted by both age and task
The study’s clearest policy implication is that one universal “family versus government” question hides important differences. Services for household tasks may need a different outreach strategy from programs that address personal care or money. The authors identify older adults’ stronger support for government help with chores and personal care as a potential area for program development.
Nekehia Quashie summarized the practical value this way: “Understanding age differences in African Americans’ views of whether the family and/or government should be responsible for different types of support to older adults provides valuable information on how support services may be targeted for different age groups.”
Important limits before applying the results
- The data are historical. Interviews were conducted in 2001–2003, so the results are a national snapshot of attitudes from that period, not a current 2026 poll. Economic conditions, Medicaid and aging services, family structures and caregiving norms may have changed.
- Attitudes are not behavior. Saying that government and family should share responsibility does not show who actually provides care or whether services are available.
- No causal age effect is established. People born in different eras may have experienced different policies and family conditions; the analysis cannot separate every cohort, period and life-stage influence.
- Opinions are not uniform. Percentages describe the surveyed sample. They do not mean every African American family, region or community holds the same view.
The practical answer
African American young adults in this study generally favored family involvement, especially for household chores. They did not, however, assign every form of elder support exclusively to relatives: equal family-and-government responsibility was the leading choice for financial support and personal care. Older and midlife adults showed different, task-specific levels of support for government responsibility, reinforcing the case for caregiving policies that ask both who needs help and what kind of help is required.
