Afghanistan’s Taliban government gave a separate toll of at least nine killed and 11 wounded. Pakistan said it targeted militant sites and claimed 22 militants were killed; that figure has not been independently verified.
What happened in Helmand and Kunar?
The strikes took place overnight from Wednesday, September 30, into Thursday, October 1, 2026, in southern Helmand and eastern Kunar. Afghan officials and news reports described them as Pakistani strikes. UNAMA reported civilian casualties but, according to CBS, its statement did not itself attribute the strikes to Pakistan.
The Associated Press reported that UNAMA said at least 10 civilians were killed and nine injured, with most of those killed children. Afghan government spokesperson Zabihullah Mujahid said at least nine people were killed and 11 wounded, and that three homes were destroyed. Al Jazeera said it could not independently verify claims from either side. The available accounts do not explain the differences between the casualty totals.

These are separate reported tallies, not figures that can be combined or reconciled from the available reporting. AP also quoted Kunar resident Mohammad Hashim, 30, who said he heard a trapped woman calling from beneath rubble and later found the bodies of two men and four children. That is the resident’s account reported by AP, not a complete independently verified casualty list.

What did Pakistan say it targeted?
Pakistan’s Ministry of Information said its forces struck militant hideouts and camps at two locations, based on intelligence. Al Jazeera reported that the ministry named the Pakistani Taliban, or Tehrik-e-Taliban Pakistan (TTP), and the Balochistan Liberation Army (BLA) as targets. Pakistan said initial reports indicated 22 militants were killed and weapons and ammunition were destroyed. AP said the claimed militant deaths could not immediately be independently verified.
The ministry also asserted that precautions had been taken to avoid civilian harm: “Maximum precautions were taken and it was ensured that no collateral damage occurs.” That is Pakistan’s claim; it does not resolve UNAMA’s reported civilian toll.

How have Afghan officials and UNAMA responded?
Mujahid condemned the strikes, saying: “We condemn this act and consider it an aggression and crime against all accepted principles.” The Afghan government denied harboring armed groups and said Pakistani attacks had hit civilian homes.
UNAMA said: “Civilians continue to be affected by cross-border hostilities. UNAMA reiterates its call for de-escalation, dialogue, respect for international law and prevention of further civilian harm.” Its reported statement confirmed civilian casualties, but did not itself assign responsibility for the airstrikes, according to CBS.

What is the wider cross-border context?
AP described the incident amid repeated cross-border clashes and longstanding disputes over militant activity along the border. Pakistan accuses Afghanistan’s Taliban government of allowing the TTP to operate from Afghan territory; Kabul denies providing the group a safe haven.
UNAMA reported more than 1,100 civilian deaths and injuries in Afghanistan from cross-border violence so far in 2026, according to AP and Al Jazeera. That is a cumulative figure for cross-border violence, not the toll from the October 1 strikes alone.
