There is no universal winner. Choose a powered tethered drone when you need a rapidly deployable communications node over a local area and can supply continuous ground power. Choose an aerostat when a fixed site needs the longest persistence and a high observation or relay point. Choose a relay aircraft when coverage must move across a large area and your organization can support aircraft launch, recovery, airspace coordination and more complex energy management.

The right choice depends on five inputs: required coverage radius, altitude, payload and power demand, deployment time, wind environment and jurisdiction. A tethered drone is not automatically safer or cheaper than an aerostat, and a relay aircraft is not automatically better simply because it can fly farther. The platforms solve different problems.

Quick answer: which platform should you choose?

Use this decision path before comparing equipment:

  1. Is the mission fixed at one site and does it require the longest possible dwell time? Start with an aerostat. A representative Skystar 330 specification lists up to 72 hours aloft, an altitude of up to 1,500 feet above ground level (AGL) and a payload of up to 50 kg. Its manufacturer lists communications relay as an application.
  2. Is the mission temporary, local and time-sensitive? Start with a powered tethered drone. A winch and ground station can put a rotorcraft over an incident, event, base or communications node quickly, while the cable supplies power and can carry data.
  3. Must the relay travel over a broad region, follow a moving operation or operate far above a local tether? Consider a relay aircraft. NASA’s Centurion reference describes a solar-powered, remotely piloted flying wing designed for sustained flight at 90,000 to 100,000 feet and telecommunications-relay missions. That is a very different operational category from a site-bound tethered system.

If two answers appear plausible, write down the required radius, altitude, payload mass, continuous power draw, setup time, maximum wind, recovery plan and applicable aviation rules. Those constraints usually identify the practical platform faster than a headline endurance figure.

What an aerostat contributes

Buoyancy, a tether and a persistent payload

An aerostat uses helium buoyancy to keep a payload aloft while a ground system and tether hold its position. The aircraft does not need to spend all of its energy generating lift, so an aerostat can remain over one site for long periods. The tether can support mechanical loads and, depending on the system, provide power and data paths to the payload.

RT Aerostat Systems describes its Skystar 330 as a helium-filled, tethered tactical system for persistent intelligence, surveillance, target-acquisition and reconnaissance. The cited manufacturer specification lists up to 72 hours of endurance, up to 1,500 feet AGL and up to 50 kg of payload; those are product-page figures, not a controlled comparison with other platforms. Communications relay is listed as an application.

Where an aerostat fits best

  • A fixed perimeter, base, border post or emergency site that needs continuous observation or relay coverage.
  • A payload whose mass, antenna size or electrical demand would be difficult for a battery aircraft to carry for long.
  • A mission where replacing batteries or landing repeatedly would create unacceptable gaps.

What limits an aerostat

The mooring point determines the center of coverage. Moving the system requires bringing down the aerostat, handling helium and redeploying the ground equipment. The envelope and tether experience wind loads; the cited Skystar 330 page lists a 40-knot wind figure, but operators must confirm the applicable operating limit, gust margin and launch or recovery procedure for the exact configuration.

An aerostat also needs a physical footprint for the mooring, winch, power, access control and inflation or handling equipment. Helium supply and handling become logistics tasks, particularly when a deployment is prolonged or the envelope must be serviced. A high payload can improve relay performance, but it increases buoyancy requirements, tether loads and ground-system size.

What a powered tethered drone contributes

Continuous power without a battery-limited flight

A powered tethered drone receives electrical power through a cable from a ground station. The same cable restrains the aircraft and may contain data conductors or fiber. Because the aircraft is not limited to its onboard battery for the entire mission, it can hover as a communications or sensor node for as long as the ground power system, aircraft, tether and weather conditions remain within limits.

ISO 24356:2022 specifies general and manufacturing requirements for tethered unmanned aircraft systems, including heavier-than-air tethered aircraft powered by equipment on the ground. The standard explicitly covers tethering equipment such as winches and cables and applies to development, manufacturing, industrial applications and delivery of tethered UAS. It is a useful engineering baseline; it does not by itself grant permission to operate in a particular country’s airspace.

Where a tethered drone fits best

  • A temporary incident command post, public event, worksite or forward operating location.
  • A local communications gap where the aircraft only needs to rise above nearby obstructions rather than cover a region hundreds of kilometres away.
  • Operations that value fast setup and recovery more than unrestricted movement.

What limits a tethered drone

The tether sets the available radius and practical altitude. Cable mass grows with length, conductor size, insulation, data requirements and tensile rating. The aircraft must carry the cable’s airborne portion, while the winch must control payout, retrieval, tension and emergency descent. Wind increases rotor power demand and cable loads; nearby trees, towers, wires and vehicles create snag and clearance hazards.

Ground power is an advantage only when it is reliable and correctly matched to the system. Voltage drop, connector heating, generator capacity, insulation damage and loss of data continuity can end a mission even when the aircraft itself is healthy. A tethered operation therefore needs a power budget, load monitoring, a controlled flight volume and a recovery procedure for power failure or excessive wind.

What a relay aircraft contributes

Mobility and altitude

A relay aircraft carries communications or data equipment while flying independently of a ground tether. It can move the relay toward a coverage gap, follow a moving force or patrol a large area. The trade is that the aircraft must generate lift, carry its own energy storage or generation system and maintain command and control throughout the mission.

NASA’s Centurion project is an example of the high-altitude concept. NASA describes a solar-powered, remotely piloted flying wing intended for sustained flight at 90,000 to 100,000 feet and lists telecommunications relay among its missions. The reference is a project history and design concept, not evidence of a currently available procurement model or a guarantee that every relay aircraft can reach those altitudes.

Where a relay aircraft fits best

  • Wide-area or moving coverage where a fixed mooring point cannot follow the mission.
  • Situations in which a high relay path can connect distant users or extend line of sight over terrain.
  • Programs with the people, launch and recovery area, maintenance capability, airspace coordination and command-and-control infrastructure required for aircraft operations.

What limits a relay aircraft

Endurance depends on the aircraft’s energy source, payload, weather and flight profile. Solar aircraft may trade payload and speed for persistence; conventional aircraft may provide more power or flexibility but require fuel, maintenance and more frequent recovery. A relay payload also consumes mass, electrical power, cooling capacity and antenna volume that could otherwise support propulsion or energy storage.

Aircraft operations add launch, recovery and lost-link planning. Beyond-visual-line-of-sight permissions, surveillance of other traffic, frequency coordination and certification can dominate the schedule and cost. A relay aircraft can cover more geography, but it is the least forgiving option if the organization has no established aircraft operation.

Side-by-side comparison

Decision axis Aerostat Powered tethered drone Relay aircraft
Persistence Very strong. The cited Skystar 330 specification says up to 72 hours. Strong while ground power, tether, aircraft and weather remain within limits. Depends on the aircraft’s energy source and mission profile.
Mobility Fixed to a mooring point; redeployment is required. Local repositioning is possible but constrained by tether length and ground station. Highest geographic mobility.
Representative relay altitude Up to 1,500 ft AGL for the cited Skystar 330 specification. Limited by tether length, wind loading and applicable rules. Potentially much higher; NASA’s Centurion reference cites a 90,000–100,000-foot design goal.
Deployment Requires helium, mooring and ground equipment. Uses an automated or manual winch and ground station; tether management is central. Requires a launch and recovery area plus aircraft operations.
Weather exposure Buoyancy platform and tether have wind limits; the cited Skystar 330 page lists 40 knots. Rotor power and tether loads rise with wind; obstacles and gusts affect the flight volume. Must remain within its own aircraft weather and flight-envelope limits.
Payload and power Strong for persistent sensor or relay payloads; the cited payload figure is up to 50 kg. Ground power can support continuous operation, but cable mass, voltage and cooling matter. Energy and payload trade directly against range and endurance.
Communications resilience Fixed location simplifies link planning; tether may carry power and data. Tether may carry power and data while constraining the flight volume. Mobility can close gaps but adds command-and-control complexity.
Regulatory burden Aerostat, tether and airspace coordination rules apply. Tether strength, operating-area and UAS-category rules apply. Aircraft certification, airspace and beyond-visual-line-of-sight issues can dominate.

How to choose by mission requirement

Choose an aerostat for maximum stationary persistence

Select an aerostat when the relay must remain over one site for a day or more, the payload benefits from buoyant lift and a permanent or semi-permanent ground footprint is acceptable. Confirm envelope size, helium availability, mooring loads, lightning and storm procedures, maximum wind, payload power and the time needed to lower the system safely.

Choose a tethered drone for fast local coverage

Select a powered tethered drone when the site may change frequently, coverage is local and continuous power is more valuable than unrestricted travel. Specify the required altitude and radius first, then size the cable, winch, generator or mains supply, connectors, data path and emergency descent system. A short, well-managed tether can be easier to deploy than an aerostat; a long tether in high wind can be more demanding than its compact aircraft suggests.

Choose a relay aircraft for moving or very large-area coverage

Select a relay aircraft only when mobility or altitude is mission-critical and the operator can support aircraft-level procedures. Define the launch and recovery corridor, lost-link response, fuel or solar-energy model, payload power, airspace permissions and maintenance cycle before selecting the airframe. A relay aircraft is a program, not merely a larger drone.

Deployment procedures and operating checks

Aerostat deployment sequence

  1. Survey the site for the mooring footprint, vehicle access, overhead lines, nearby structures, public access and emergency landing or deflation space.
  2. Verify the weather window, especially sustained wind, gusts, precipitation, lightning risk and forecast changes during the planned dwell.
  3. Inspect the envelope, tether, winch, mooring, power, payload mounts and communications equipment before inflation.
  4. Confirm helium quantity, handling equipment and the procedure for topping up or recovering the envelope.
  5. Inflate and secure the aerostat, raise it under controlled winch tension and check the payload link before accepting the operating altitude.
  6. Monitor tether tension, wind, payload temperature, power and link quality continuously; lower the system when limits or the recovery trigger is reached.

Powered tethered-drone deployment sequence

  1. Mark the tethered operating area and calculate the maximum cable radius, height, sag, vehicle clearance and obstacle buffer.
  2. Match the aircraft, power supply, cable conductors, connector, data interface and winch to the required voltage, current, length and tensile load.
  3. Inspect the cable for cuts, crushed sections, contamination, insulation damage and connector wear; check the winch brake, level-wind mechanism and tension sensor.
  4. Establish a controlled takeoff and landing zone and brief the response to generator failure, cable damage, excessive wind, lost data or a person entering the operating area.
  5. Power the ground station, confirm telemetry and data flow, then raise the aircraft gradually while watching current, cable tension and rotor response.
  6. Record operating limits and bring the aircraft down before the forecast or measured conditions exceed them. Never rely on the tether as an excuse to skip an emergency landing plan.

Relay-aircraft mission sequence

  1. Define the coverage corridor, relay geometry, aircraft altitude, launch and recovery sites, communications frequencies and command-and-control links.
  2. Check the aircraft’s energy budget with the relay payload, weather margin, reserve, return-to-base requirement and any loiter time included.
  3. Obtain the required airspace approvals and coordinate with other users; determine whether visual-line-of-sight or beyond-visual-line-of-sight rules apply.
  4. Inspect propulsion, flight controls, antennas, payload cooling, navigation, recovery equipment and lost-link behavior.
  5. Launch only after confirming the relay path, ground-user authentication, handover procedure and a defined abort point.
  6. During flight, monitor energy, traffic, link quality, payload temperature and weather. Recover with enough reserve for a missed approach or diversion.

Regulation: why the answer changes by jurisdiction

European Union example

The cited EASA material includes a 120 m condition in the relevant open-category rules: the unmanned aircraft must remain within 120 m of the closest point of the earth’s surface. The same material describes a tethered operating area based on tether length plus 5 m and specifies tether-strength requirements, including 10 times the aircraft’s maximum weight for heavier-than-air aircraft under the cited provision. These are conditions to interpret with the exact aircraft category, operation and national implementation; they are not a blanket approval for every tethered flight.

United States public operations

In the United States, 49 U.S.C. §44806 directs FAA permission or guidance for public actively tethered UAS operated below 150 ft AGL under specified conditions involving airspace, visual line of sight and operations over people. A public-safety agency cannot assume that a deployment legal in one country, or under one U.S. operating authority, follows the same altitude, tether or overflight limits elsewhere.

Questions to resolve before procurement

  • Which aviation authority governs the launch site and the airspace above it?
  • Is the operation recreational, commercial, public, experimental or part of a certified aircraft program?
  • Does the tethered operating area include roads, buildings, uninvolved people or other aircraft?
  • What evidence of cable breaking load, electrical insulation, winch control and emergency descent is required?
  • Will the relay link, control link and payload data require frequency coordination or a protected service?

Is a tethered drone safer and cheaper than an aerostat?

There is no general safety or cost winner established by the available specifications. A tethered drone removes helium logistics and can be packed for rapid deployment, but its rotors, cable, winch and concentrated ground operations create their own hazards. An aerostat avoids continuous rotor lift and can carry a substantial payload persistently, but its envelope, mooring, helium handling and wind exposure create a larger site and different failure modes.

  • Capital equipment: aircraft or envelope, payload, tether, winch, mooring, generator or power conversion, data equipment and spares.
  • Recurring logistics: helium and envelope service for an aerostat; cable and rotor maintenance for a tethered drone; fuel, batteries, solar-energy components and aircraft maintenance for a relay aircraft.
  • Personnel: launch, recovery, weather monitoring, link management, maintenance and airspace coordination.
  • Downtime risk: a failed generator, damaged cable, storm or helium shortage can remove coverage regardless of the platform’s nominal endurance.
  • Site cost: ground footprint, security, access control, noise, public exclusion zones and the ability to move the system.

A short deployment at a convenient site may favor a tethered drone even if its aircraft is more complex. A permanent remote post may favor an aerostat because the cost of repeated battery changes and landings would exceed helium and mooring logistics. Only a mission-specific total-cost model can decide between them.

How to specify a UAV tether cable

“UAV tether cable” is a useful starting term, but a cable is not interchangeable merely because its length appears suitable. ISO 24356 treats the winch and cable as part of the tethered-UAS system, and the cited EASA strength provisions show why breaking load must be matched to aircraft mass and wind loads.

Before ordering, document:

  • Required deployed length and maximum operating altitude.
  • Continuous and peak voltage and current, plus allowable voltage drop.
  • Number and type of data conductors, fiber requirements and shielding.
  • Minimum breaking load, safety factor and expected dynamic or gust loads.
  • Outer-jacket material, insulation rating, bend radius, abrasion resistance and weather exposure.
  • Connector type, pinout, sealing, strain relief and compatibility with the aircraft and ground station.
  • Winch drum dimensions, level-wind arrangement, payout speed, braking and tension monitoring.
  • Mass per metre, because every extra metre affects aircraft lift, power demand and handling.

Ask the supplier for test data and a complete system compatibility statement, not only a catalogue length. A cable with adequate tensile strength can still fail the mission through excessive voltage drop, overheating, data loss or incompatibility with the winch.

Common failure modes and corrective actions

Coverage is weaker than expected

Check antenna height, terrain, buildings, foliage, frequency selection, polarization and the relay payload’s actual transmit power. Increasing altitude may help, but it can also increase tether load, regulatory exposure or aircraft energy demand. Move the ground node or add a second relay only after confirming that the link budget, not a damaged connector or misconfigured radio, is the limiting factor.

Wind arrives sooner than forecast

For an aerostat, lower the envelope according to the manufacturer’s procedure and secure the mooring before gust loads exceed the limit. For a tethered drone, reduce altitude or land while there is still margin; do not wait for cable tension or generator current to become unstable. For a relay aircraft, follow the preplanned diversion or recovery route and preserve the energy reserve.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Power or data is intermittent on a tethered drone

Inspect connectors and strain relief first, then check cable continuity, insulation, voltage at the aircraft under load, generator regulation, winch payout and telemetry logs. Do not substitute a longer or thinner cable without recalculating voltage drop, mass and breaking load.

The operation is challenged by an authority or site owner

Pause the flight and produce the operating-area drawing, altitude basis, tether-strength evidence, risk assessment, pilot or operator credentials and airspace authorization. A tether does not remove the need to comply with the rules that apply to the aircraft, payload, people and airspace.

Final decision

Fixed site plus maximum persistence: choose an aerostat, provided helium, mooring space, wind limits and local approvals are manageable.

Local site plus rapid deployment and continuous ground power: choose a powered tethered drone, with the cable, winch, power system and emergency procedures engineered as one system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Wide-area or moving relay plus aircraft operations capability: choose a relay aircraft, after confirming launch, recovery, energy, command-and-control and airspace requirements.

State those mission assumptions before naming a winner. The representative aerostat, tethered-UAS standard and high-altitude relay-aircraft concept demonstrate the range of possibilities, but they do not provide a controlled, current cost-and-range benchmark across all three classes.
