Advertising Intelligence in Latin America: Finding Growth by Country and Channel

Latin America’s advertising market is expanding, but the regional growth headline is a forecast—not a final audited total—and the opportunities differ by country. Advertising intelligence is most useful when it helps teams compare local audiences, formats, commerce opportunities, and measurement methods before shifting budgets. Current evidence points to social, digital video, and retail media as important areas to assess, but it does not show that any one channel independently causes engagement or revenue growth.

What does the market outlook actually say?

EMARKETER’s June 2025 outlook forecast that Latin America’s total advertising market would exceed $40 billion in 2025. It projected digital media to represent 56.6% of total media spending in 2025 and nearly two-thirds by 2029. These are forecasts, not audited final spending results. The same outlook describes rebounds in Argentina and Chile alongside slower growth in Mexico, a reminder that a regional total can conceal sharply different national conditions. The Colombia figures below are reported country data, not a proxy for the region. IAB Colombia says its 2025 estimate combines agency and other reported or estimated ecosystem values; its basis is therefore different from EMARKETER’s regional forecast.

Which channels are worth assessing?

EMARKETER’s 2025 regional outlook identifies retail and social media as double-digit growth areas and digital video as a growth driver. Its separate 2025 trends survey describes retail media’s growing role in paid media and its relationship to a broader commerce-media ecosystem. The public report page does not establish detailed percentages for those trends, so they are best treated as areas to investigate—not a ready-made budget allocation. Option What it may help a team examine Local evidence to request
Social Audience engagement and content distribution across placements Country-level reach, audience overlap, format performance, and the outcome definitions behind platform reports
Digital video Video inventory and creative suited to moving-image formats Eligible local audience, completed or viewable exposure definitions, frequency, and downstream outcomes
Retail media Advertising linked to retailer or commerce environments and their audiences Available inventory, data access and sharing terms, attribution window, and comparable sales or engagement measures
Other digital placements Additional reach or audience-specific opportunities beyond the named growth areas Country-specific audience, placement context, cost basis, and measurement method

These are decision questions, not universal channel rankings. Retail media may connect advertising to commerce signals, while broad-reach placements may serve different objectives; neither advantage should be assumed without the relevant market, audience, and measurement data. The 2024 EMARKETER and regional IAB partner survey summary records advertiser-reported concerns about measurement, attribution, standardization, creative limitations, and data-sharing inefficiencies in retail media. Those are survey concerns, not proof that every network has each problem. 2024 survey executive summary

How should teams adapt decisions to each country?

Start with a country-level plan rather than applying one regional channel mix everywhere. The forecast’s contrast between Argentina and Chile’s rebounds and Mexico’s slower growth is evidence that conditions vary, but it does not by itself explain local audience behavior or prescribe spend. Colombia’s reported figures show why national data can add useful detail: social and video were substantial reported formats, and influencer marketing grew year over year. Those figures describe Colombia in 2025; they should not be generalized to neighboring markets.

  • Define the market and period. Separate country, audience, campaign dates, and business objective. Keep forecast figures distinct from reported results.
  • Specify the outcome. Decide whether the campaign is intended to increase qualified reach, engagement, site visits, leads, or sales. Do not treat those measures as interchangeable.
  • Check the denominator. Confirm whether a platform or network reports impressions, unique people, attributed conversions, or another measure—and how that measure was calculated.
  • Compare like with like. Align attribution windows, conversion definitions, currency, and campaign periods before comparing channels or countries.
  • Validate local fit. Review audience availability, competitive context, creative suitability, and any data-sharing restrictions in the target country.

For an operational starting point, ask each media partner for a country-specific plan and the underlying definitions for its reported metrics. Record what is directly observed, what is modeled or attributed, and what is forecast. Where methods cannot be aligned, report results separately instead of combining them into a misleading regional comparison.

What does advertising intelligence require beyond channel data?

Channel presence is only one part of marketing capability. A study developed by NTT DATA, IAB, and Tecnológico de Monterrey gathered perspectives from more than 700 marketing leaders and teams and examined maturity in digital marketing, commerce, data, and AI, according to IAB Chile’s July 2026 summary. The public summary supports the study’s scope and respondent count; it does not provide detailed prevalence rates or establish that a particular capability causes better results. For advertisers, agencies, publishers, and commerce-media operators, that broader scope matters in practical terms: decisions rely on people and processes that can join campaign data to audience and business context, interpret limitations, and act on results. Data access, measurement definitions, and creative fit should be considered alongside the choice of placement.

What the Colombia figures mean for engagement decisions

IAB Colombia’s reported investment totals show where spending was recorded, not which formats generated the strongest engagement or return.

The practical implication is to pair investment and reach data with campaign outcomes. A larger or faster-growing format may deserve attention, but the spending figures alone cannot establish audience response, incremental sales, or causal impact. Treat those as questions for campaign measurement, using comparable definitions and country-specific data.

How to turn market intelligence into a budget decision

  1. Set the objective and country scope. Name the audience, market, campaign period, and primary outcome before selecting channels.
  2. Build a local evidence sheet. Combine national market context with each partner’s audience, inventory, cost, and measurement definitions. Label forecasts, reported figures, and modeled estimates distinctly.
  3. Assess channel fit. Compare social, video, retail media, and other placements against reach needs, commerce context, available data, and creative requirements.
  4. Resolve measurement gaps up front. Ask how attribution is assigned, which data can be shared, and whether reported outcomes are comparable across providers.
  5. Run bounded tests where uncertainty remains. Define the comparison, budget, duration, and success criteria in advance. A test can inform a local decision; it does not automatically prove a result will transfer to another country or period.
  6. Reallocate based on qualified evidence. Separate observed outcomes from attributed or modeled outcomes, then revise the plan as new country-level results become available.
