For personal or population-level physical activity, options include diaries, questionnaires, pedometers, accelerometers, observation, and direct measurement. Workplace monitoring may record app use, messages, screens, time, or location, raising distinct privacy concerns.
Start by defining what you want to monitor
Choose the activity and outcome before choosing a tool. Building a personal movement habit, measuring an intervention, describing physical activity across a population, and managing a workplace risk are different aims. Each calls for a measure suited to the question.

Also define the interval and what the result represents. A movement sensor, a person’s activity diary, and an employer’s application-use log capture different things; none is a complete measure of every kind of activity.
Ways to monitor physical activity
Physical activity can be assessed through self-report, devices that measure movement, observation, or direct measurement. The Centers for Disease Control and Prevention (CDC) describes questionnaires and diaries as self-reports, distinct from devices such as accelerometers and pedometers. The method matters when interpreting or comparing results.

| Method | What it records | What to consider |
|---|---|---|
| Diary or questionnaire | Activity reported by the participant | Recall period, consistency, and reporting burden. It is self-report, not a sensor reading. |
| Pedometer or accelerometer | Movement-related data | Device choice, placement, wear time, output, and data-processing method affect interpretation and comparability. |
| Observation or direct measurement | Activity recorded by an observer or a direct method | Whether the method suits the setting and question, and whether it can be applied consistently. |
These approaches can complement one another, but their results should not be treated as interchangeable. A paper activity journal or questionnaire may be enough for some purposes; buying a wearable is not a prerequisite for monitoring activity.
Activity tracker vs. pedometer: what is the difference?
A pedometer is a device used to measure movement, while an activity tracker is a broader consumer label for a wearable that may report movement-related measures. The label alone does not establish which sensors or metrics a specific device uses. Check what it measures and how its output is produced rather than assuming two devices’ readings are equivalent.

The World Health Organization (WHO) identifies device selection, wear location, wear-time protocols, data-processing algorithms, participation, representativeness, cost, data management, and standardization as practical issues in wearable-based population monitoring. Its guidance underscores that a reading depends on the device and protocol, not just the number shown on a screen. The WHO’s wearable-device report, published 3 February 2026, describes work on core metrics, device specifications, and protocols; its population-monitoring report, dated 14 May 2026, discusses these implementation considerations.

There is no single accuracy answer that applies to every tracker, metric, or use. WHO’s work emphasizes defining the metric, device specifications, and use protocol, and assessing the evidence for evaluating devices. Wear location, time worn, and the way data are processed can affect what a reading means. The evidence cited here does not establish a brand ranking or identify one consumer tracker as most accurate.

- Identify the metric the device reports and the period it covers.
- Follow a consistent placement and wear-time protocol when tracking over time.
- Use the same device and processing approach for comparisons where practical; avoid treating different devices’ outputs as directly comparable without a common protocol.
- For population comparisons, account for participation and representativeness as well as device and data-handling choices.
CDC’s physical-activity surveillance systems page, dated 10 December 2025, describes self-report and movement-measuring devices as distinct assessment approaches. A wearable reading should therefore be understood as one kind of measurement, not a complete account of activity.

Workplace monitoring is different from personal activity tracking. Depending on the system, it may record application or website use, messages, documents, screenshots, webcam footage, keystrokes, timekeeping, or location. These records can reveal more than the work activity an employer intends to assess, particularly when employees work from home and family or private-life information may be exposed.

In UK guidance, the Information Commissioner’s Office (ICO) says employers should have a clear purpose, choose the least intrusive means that can achieve it, and tell workers what is collected and how it informs decisions. It also warns that excessive monitoring can harm privacy and mental wellbeing. This is UK regulator guidance, not a universal legal rule; employers should check the law that applies where they operate. The ICO’s worker-monitoring guidance is marked as under review.
What to include in a workplace monitoring policy
A policy should explain the purpose and boundaries of monitoring in terms workers can understand. The ICO’s guidance on monitoring workers’ devices supports considering necessity, transparency, and less intrusive alternatives.
Quick Recap
- Purpose: State the specific work-related aim and what decisions monitoring may inform.
- Scope: Identify the information collected, the devices or systems covered, and when or where monitoring occurs.
- Proportionality: Assess whether a less intrusive method, or aggregated reporting where suitable, can meet the aim.
- Transparency: Tell workers what is collected and how it will be used in decisions.
- Privacy risks: Consider incidental personal information, especially in remote-work settings, and the potential effects of excessive monitoring.
- Local requirements: Check applicable laws and regulatory guidance rather than treating UK ICO recommendations as rules for every jurisdiction.
