Open banking is the broader model for sharing customer-permissioned financial data and, in some jurisdictions, initiating services such as payments. In India, an AA is a Reserve Bank of India (RBI)-regulated non-banking financial company that manages consent and facilitates data transfer between participating institutions. The two terms therefore describe different layers, not competing technologies.
The practical distinction matters when you are deciding who may access financial data, what legal protections apply, whether payment actions are possible, and where responsibility lies if something goes wrong. India’s AA network is one jurisdiction-specific implementation of open, API-based finance; it is not a universal definition of open banking.

What an open-banking API is
An API is a technical interface
An application programming interface (API) is a defined way for one software system to request data or functionality from another. In finance, an API can let an authorised application ask a bank for account information, submit a payment instruction, verify a customer, or perform another permitted operation. It specifies how systems identify each other, format requests, authenticate, return responses and report errors.
An API does not, by itself, establish who is legally entitled to access data, what the customer has agreed to, how long access lasts, or which party must answer a complaint. Those controls come from the surrounding contracts, regulations, technical standards and consent process. A bank may expose an API only to licensed providers, for example, while a different framework may require broader access under standardised rules.

Open banking is the broader approach
“Open banking” generally describes a framework in which customers can authorise regulated third parties to access financial information held by banks and other providers, and sometimes to initiate payments or other services. The precise obligations differ by country. A framework may define which institutions must provide access, which third parties can connect, what data fields are included, how customers authenticate, whether data can be stored or shared onward, and how disputes are handled.
Because those policy choices vary, an open-banking API in one country may expose current-account transactions only, while another may include loans, investments, insurance or payment initiation. The label does not guarantee a common data set, licensing model or security outcome.
What an Account Aggregator is in India
A regulated role, not a generic data broker
In India, an Account Aggregator is a specific category of RBI-regulated non-banking financial company. It operates inside a consent-based financial information-sharing framework rather than collecting data for its own marketing or lending decisions. The AA coordinates a customer’s permission and facilitates the transfer of information between two defined participant types:

- Financial Information Provider (FIP): the bank or other eligible financial institution that holds the customer’s information.
- Financial Information User (FIU): an eligible financial-sector entity seeking that information for a stated, permitted purpose.
- Customer: the person who authorises the request and can manage or revoke consent.
- Account Aggregator: the regulated intermediary that manages the consent artefact and enables the information flow.
Participating FIPs can come from banking, non-banking finance, asset management, securities depositories, insurance, pensions, the Goods and Services Tax Network and other sectors identified under RBI rules. An FIU must be registered with and regulated by a financial-sector regulator. Whether a particular account or product is available depends on the institution’s participation and the data categories it has implemented.
What the AA does not mean
An AA is not simply an app that scrapes every account a customer has. It is not a repository where the AA builds a permanent copy of a customer’s financial history, and it is not authorised to execute customer transactions. RBI directions state that an AA must not support customer transactions and that customer financial information accessed from FIPs shall not reside with the AA. That restriction applies to the AA; the FIP, FIU and other parties remain subject to their own legal, contractual and security obligations.

How the India AA flow works
The exact screens differ between providers, but the legal and technical sequence follows the same pattern.
- The FIU identifies a need. A regulated lender, investment provider, insurer or other eligible FIU asks for specific financial information for a stated purpose, such as assessing an application or presenting a consolidated view.
- The customer reviews a consent request. The request identifies the information categories, purpose, receiving FIU, duration or expiry and other material terms. The customer gives explicit consent rather than silently allowing broad collection.
- The AA records the consent artefact. The standardised artefact provides a machine-readable record of what was approved, for whom, why and for how long. It is the basis on which the request is authenticated and checked.
- The FIP verifies the request. The institution holding the information checks that the consent is valid and being used within its permitted scope before releasing data.
- Data moves through the participating systems. APIs provide the technical exchange between the FIP, AA and FIU. The AA facilitates delivery but is not supposed to retain the customer’s financial information obtained from the FIP.
- The customer can manage the permission. RBI Deputy Governor Rajeshwar Rao said in remarks delivered on 14 April 2021 that users can revoke consent. A revocation stops future access under that permission, while the handling of information already received is governed by the FIU’s obligations and applicable law.
Rao described the model this way: “The transfer of such information is based on an explicit consent of the customer and with appropriate agreements/ authorisations between the AA, the customer, and the financial information providers.”

Account Aggregator vs. open-banking API: side-by-side
| Question | Account Aggregator in India | Open-banking API, broadly |
|---|---|---|
| What is it? | A regulated NBFC intermediary in a consent-based financial data-sharing framework. | A technical interface used to exchange financial data or services; open banking is the wider policy and market approach. |
| Who participates? | The customer, a Financial Information Provider, an Account Aggregator and an eligible Financial Information User. | Banks and third-party providers; licensing and participation requirements depend on the jurisdiction. |
| How is access governed? | Explicit customer consent and a standardised consent artefact under RBI directions. | Customer permission is common, but authentication, consent, licensing and redress rules vary by local framework. |
| What does the technical layer do? | APIs support the exchange of information among ecosystem participants. | APIs can support data access and, in some frameworks, payment initiation or other services. |
| What data is covered? | Eligible financial information held by participating FIPs and covered sectors in India. | The data fields and products depend on the local law, participating institution and particular API. |
| Can it execute a customer transaction? | RBI directions prohibit the AA from supporting customer transactions. | Some open-banking regimes permit payment initiation through authorised providers; others limit APIs to information access. |
| What should a customer check? | Participation of the institution, recipient, purpose, duration, revocation process and the FIU’s regulatory status. | The country and rules involved, permitted data and actions, provider authorisation, retention and sharing terms, and available complaint routes. |
The table compares the concepts at the right level. It does not mean every Indian participant exposes the same fields or that every open-banking API offers the same functions.
How consent and privacy differ from the technology
Consent is a legal control, not an API feature
An API can carry a consent identifier, but the existence of an endpoint does not prove that a customer has approved a request. In the AA framework, explicit consent is central and the consent artefact records the requested information, purpose, recipient and validity period. The FIP must verify that the consent remains valid and is being used appropriately.
For a consumer, the meaningful questions are narrower than “Does this app use an API?” Ask: What exact accounts and fields are requested? Why does the named FIU need them? When does permission expire? Can it be revoked from the AA interface? What happens to data the FIU has already received? These questions apply even when the technical connection is secure.

Storage and onward handling
RBI directions restrict the AA from retaining customer financial information accessed from FIPs. That is not an absolute statement that no participant stores data anywhere. The FIU may have its own regulatory record-keeping duties, and the FIP and FIU must comply with the laws and contracts that apply to them. Read the recipient’s privacy notice and retention terms separately from the AA’s role.
Risk is distributed across the network
Rao’s 2021 speech identified risks that accompany open-banking arrangements: data breaches, misuse, denial-of-service attacks, infrastructure failures and difficulty assigning responsibility when several parties are involved. These are governance and operational challenges to manage, not proof that a particular AA or API service is unsafe. Strong authentication, least-privilege access, monitoring, incident response and clear grievance procedures are needed at each participating organisation.
How open-banking APIs work outside the AA model
A typical arrangement has a data holder, a customer-authorised third-party provider and an API gateway or standard. The customer authenticates with the institution or an approved provider, grants a defined scope, and receives data in a standard format. The third party then uses the information for the service the customer selected. If payment initiation is allowed, a separate authorisation step may be required before a payment instruction is sent.
That pattern should not be projected onto every country. RBI Deputy Governor Rao noted that frameworks differ in third-party licensing, mandatory access, technical standards, data storage, onward sharing and remuneration. One jurisdiction may impose a common API specification and direct liability rules; another may rely on bilateral contracts. An API labelled “open” may therefore be available only to approved providers and may expose less data than a customer expects.
What an Account Aggregator can change for an Indian customer
Less document collection
Where a lender or other FIU and the relevant FIP both participate, a customer can authorise a digital transfer instead of repeatedly downloading statements, scanning documents or emailing files. The benefit depends on the product and the institutions involved; an unavailable FIP or unsupported account type still requires another process.

More purposeful sharing
A consent request can limit access by information type, recipient and time period. That is more precise than handing an organisation an unrestricted archive of financial documents. Customers should still read the purpose and recipient rather than approving every request automatically.
Potentially faster financial decisions
An FIU can receive structured information directly from a participating FIP, which may reduce manual verification. Speed is not guaranteed: the institution may need additional documents, an account may not be covered, or a consent request may fail validation.
One place to manage permissions
The AA model gives customers a way to view and revoke consent grants. The experience and labels vary by AA, so retain confirmation details and check that a revoked permission no longer authorises new fetches.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Who can use the network and what is covered
Registering with an AA is voluntary for consumers, according to the Government of India. Participation by institutions is what determines practical coverage. A customer may see banking data but not an insurance policy, pension account, investment holding or tax record if the relevant provider has not joined or has not implemented that data category.
The Department of Financial Services reported, as of 31 March 2026, that 179 FIPs and 989 FIUs were live, with more than 2.88 billion financial accounts enabled to share data and 284.6 million accounts linked by users. These are official ecosystem counts, not a guarantee that every institution, account type or customer can use every feature. The department’s progress page, which says it was last updated on 27 May 2026, also notes that the AA directions originated on 2 September 2016.

Questions to ask before approving access
- Is the provider participating? Confirm that the FIP holding the account and the FIU requesting it are part of the relevant regulated network.
- What exactly is requested? Look for account types, date ranges, balances, transactions, investments or other fields rather than accepting a vague description.
- Why is it needed? The stated purpose should match the service you are using. A request for a loan assessment should not silently become permission for unrelated marketing.
- Who receives it? Check the legal name and regulatory status of the FIU, not only the consumer-facing app name.
- How long does consent last? Note the expiry and whether the request allows one-time access or recurring fetches.
- How do you revoke it? Find the AA’s consent-management screen and keep evidence of revocation.
- What happens after delivery? Read the FIU’s privacy, retention, security and grievance information because the AA’s no-retention restriction does not govern every recipient.
- Is a payment being requested? In India’s AA framework, the AA cannot support customer transactions. A request to move money is a separate service and should be evaluated under the provider and payment rules that apply.
Common misconceptions
“An Account Aggregator and an API are alternatives.”
They are different layers. The AA is the regulated role and consent framework; APIs are the interfaces that let systems communicate inside it.
“Open banking always means payment access.”
Payment initiation is available only where the local framework and authorised providers permit it. Some APIs are information-only.
“The AA keeps a master copy of every account.”
RBI directions say customer financial information accessed from FIPs shall not reside with the AA. Other participants may have separate retention duties.

Consent limits the authorised purpose and scope, but security and compliance remain responsibilities shared by the FIP, AA, FIU and other providers.
“India’s model defines open banking everywhere.”
The AA framework is India-specific. Other jurisdictions make different choices about licensing, mandatory access, standards, data storage, onward sharing and liability.
Bottom line for choosing the right mental model
Use “open banking” when discussing the policy and service ecosystem that lets customers share financial data or initiate permitted actions. Use “API” when discussing the software connection carrying a request or response. Use “Account Aggregator” when referring to India’s regulated intermediary that manages explicit, purpose-linked consent and facilitates information flow between FIPs and FIUs.
For an Indian customer, the decisive checks are participation, requested data, purpose, recipient, expiry and revocation—not whether an app uses the fashionable label “open banking.” For a reader comparing systems across countries, start with the jurisdiction’s rules, then examine the API’s scope and the provider’s licence. That sequence avoids treating a technical interface as if it were a complete consumer-protection framework.
