An AI interface still needs to work for people with disabilities, and AI systems that influence decisions also need safeguards against unfair treatment. The practical path forward is to apply established accessibility standards, test with disabled people, monitor harms, and preserve meaningful human alternatives.
Does WCAG apply to AI?
Yes. The W3C Web Accessibility Initiative says the Web Content Accessibility Guidelines (WCAG) apply to AI web interfaces as well as dynamic content, multimedia, and web content on mobile. An interface does not get an accessibility exemption because it uses a chatbot, generative AI, or another AI feature.

In the W3C overview, WCAG 2.2 is the latest published WCAG 2 recommendation. It was published on October 5, 2023, and updated on December 12, 2024. It has 13 guidelines organized under four principles: content should be perceivable and operable, understandable, and robust. Conformance is assessed against success criteria at Level A, AA, or AAA; the appropriate target depends on the applicable policy or requirement.
W3C encourages using the latest WCAG version. Its guidance can also be applied to non-web information and communications technology—such as native apps, software, and documents—through WCAG2ICT. WCAG 3.0, by contrast, remains a Working Draft. Its December 12, 2024 draft says it does not deprecate WCAG 2, so draft material should not be presented as an adopted conformance standard.

What might AI help with—and what is not established?
A W3C-hosted explainer describes several possible accessibility uses: suggesting alternative text for images that lack it, identifying text that may need to be marked as a heading, and reducing latency for live captions through on-device processing. It also discusses machine learning to find and remediate accessibility issues and improve automated testing.
These are use cases, not proof that a particular tool performs them reliably. The explainer notes that users and developers can have difficulty judging automated accessibility tools’ effectiveness and reliability. Automated checks may help surface issues, but they do not establish that a site or service is fully accessible, and they are not a substitute for evaluation with disabled people. The cited material does not provide accuracy rates for these examples.
Why are usability and fair treatment separate questions?
Whether a disabled person can use an AI product is a different question from whether an AI system treats disabled people fairly when it makes or influences decisions. A usable interface can still produce exclusionary outcomes; a system intended to support accessibility can still be difficult to operate with assistive technology.

Accessibility Standards Canada’s summary of CAN-ASC-6.2:2025 treats both benefits and harms as important. It identifies possible risks including discrimination, privacy loss, exclusion, and loss of control. That makes accessibility an ongoing governance responsibility, not simply a user-interface feature or a one-time technical check.
What should organizations do to make AI more accessible and accountable?
Accessibility Standards Canada’s summary recommends involving people with disabilities throughout the system lifecycle—from design and coding to testing, procurement, use, and review. It calls for accessible systems and tools, accessible AI outputs, and accessible ways to provide feedback. People should be told clearly what a system does and how to challenge its decisions.
Organizations should test and adjust systems, report performance separately for people with disabilities, track real-world effects, and use feedback to improve. The summary also emphasizes protecting personal information, informed consent, and accountable decision-makers. For teams assessing a system, useful questions include:

- Which disability-related tasks and users does it support, and can people use its inputs and outputs with their assistive technology?
- How do errors and their consequences differ across disability groups?
- What disability-related information is collected, how is it used, and how long is it retained?
- Can a person choose a human alternative or appeal a consequential decision?
- Did people with disabilities take part in design, testing, procurement, and ongoing review?
These questions turn broad commitments into checks that can be revisited as a system changes and as its real-world effects become clearer.

The Canadian summary emphasizes meaningful choice, especially where an automated failure could have serious consequences. It gives two examples: a Deaf person using AI sign-language interpretation should be able to choose a human interpreter, particularly in settings such as hospitals or courts; and a blind person should be able to choose a human proctor during an exam.
The point is not that AI interpretation or proctoring is inherently unsafe. It is that people need an accessible route to human support, feedback, and review rather than being forced to rely on automation without recourse.

What does U.S. law require for state and local government websites?
In the United States, ADA.gov says the Title II web and mobile application rule requires covered state and local government entities to meet WCAG 2.1 Level AA. ADA.gov reports that an April 2026 Interim Final Rule extended the compliance dates:
| Covered entity | Compliance date reported by ADA.gov |
|---|---|
| Entities with a total population of 50,000 or more | April 26, 2027 |
| Entities with a population below 50,000, and special district governments | April 26, 2028 |
These dates apply to covered U.S. public entities under that rule; they are not a general deadline for private companies, every AI product, or organizations in other countries. For a specific compliance decision, check the current ADA.gov guidance and the official Federal Register rule.
What is the most useful way to judge claims about AI accessibility?
Ask what task the system supports, who was involved in building and evaluating it, what evidence shows it works for different disabled users, and what happens when it fails. Look for accessible ways to interact with it, privacy protections, monitoring for unequal outcomes, a route to challenge decisions, and human alternatives where they matter. A claim that AI can help is a starting point—not evidence that a system is accessible, reliable, or fair in practice.
