Aadhaar, DigiLocker and ABHA: What Each Digital Identity Is For

Aadhaar verifies who you are, DigiLocker handles digital documents, and ABHA organizes your identity in India’s digital-health ecosystem. They are related public digital services, but they are not interchangeable identity cards. Aadhaar is an identity credential used for authentication; DigiLocker is a wallet for accessing, sharing and verifying digital documents; ABHA is a health account and identifier that can help link and manage health records with consent.

Knowing which service does what helps you avoid common mistakes, such as expecting an ABHA number to prove your identity at a bank, treating a DigiLocker file as a replacement for every form of identification, or assuming that creating an ABHA automatically imports all of your medical history.

The difference at a glance

Service Main purpose What it handles How access or sharing works
Aadhaar Identity verification and authentication An Aadhaar number connected to demographic and, where applicable, biometric identity information An authorised requesting entity can submit information for online authentication; offline verification options also exist. Consent and alternate-identification rules apply in relevant situations.
DigiLocker Digital document access and sharing Authentic documents and certificates issued by participating organisations, plus documents a user stores in the wallet You retrieve issued documents, present them to a requester, and use verification features rather than handing over paper copies.
ABHA Digital-health identity and record management A health account/identifier and links to health records in the Ayushman Bharat Digital Mission ecosystem Records can be linked, viewed and managed through compatible services. Sharing is described as consent-based; opening an account does not automatically share every record.

The shortest useful rule is: Aadhaar proves an identity claim, DigiLocker presents documents, and ABHA connects a person to digital-health records. A single service may be used while registering for another, but that does not merge their purposes.

What Aadhaar is for

UIDAI describes Aadhaar authentication as sending an Aadhaar number together with demographic or biometric information to the Central Identities Data Repository for verification. The response confirms whether the submitted information matches the identity record under the authentication method being used. This makes Aadhaar useful when a service needs to verify that a person is the holder of a particular Aadhaar number.

Authentication is not citizenship or domicile proof

A successful Aadhaar authentication does not confer Indian citizenship, residence, domicile or any other status beyond the identity verification covered by the transaction. An organisation should not treat an Aadhaar authentication response as a universal substitute for every document required for nationality, address, age, eligibility or local residence.

Online and offline verification

Aadhaar is not limited to one scanning process. UIDAI describes online authentication and offline verification mechanisms. The exact method depends on the requesting entity, its technical integration and the purpose allowed by law. Online authentication may use demographic details, an OTP or biometrics; offline methods allow a holder to provide verifiable Aadhaar data without the requesting party querying the central repository in the same way. The method used does not change Aadhaar’s basic role as an identity credential.

Is Aadhaar mandatory?

There is no accurate one-line answer for every service. The Aadhaar Act includes consent and alternate-identification provisions in the stated contexts, while also providing for situations in which authentication is required by law. A requesting entity must follow the rules that apply to its service and, where required, tell the holder about alternate and viable means of identification. Ask the organisation which legal basis and alternatives apply instead of relying on claims that Aadhaar is always compulsory or never compulsory.

When Aadhaar is the right tool

  • Use it when a service specifically asks to verify your identity through an authorised Aadhaar process.
  • Check the name, date of birth and other details that the service will compare before starting authentication.
  • Read the consent notice and confirm what information is being requested and why.
  • Keep a separate document if the service needs proof of citizenship, domicile, relationship, income or another fact that Aadhaar authentication does not establish.

What DigiLocker is for

DigiLocker is the document service in this comparison. Its official portal describes a secure cloud-based platform that gives people access to digital documents and certificates, including records issued by participating organisations. You can retrieve an issued document, present it electronically, share it with a requester and use verification functions designed to establish that the document came from the issuer.

Issued documents versus uploaded files

A document fetched from a participating issuer is different from a file that you upload yourself. Issuer-provided records can carry verifiable data and an issuing organisation’s association. An uploaded scan is still useful for personal storage, but the receiving organisation decides whether it accepts that file and what verification it requires. Before submitting anything, check whether the form asks specifically for an issuer-fetched document.

What DigiLocker does not do

  • It is not another general-purpose identity number equivalent to Aadhaar.
  • It does not automatically turn every paper document into an issuer-verified digital record.
  • It does not decide whether a bank, employer, university or government office must accept a particular file; acceptance depends on that organisation’s rules.
  • It is not a health-record account. Health documents may be available only when a relevant issuer or health service participates and provides them.

Scale and access

The current DigiLocker portal displays counters of 70+ Crore registered users and 900+ Crore issued documents. The counters do not show a clear “as of” date on the displayed page, so treat them as the portal’s current published totals rather than an audited annual statistic. DigiLocker’s terms state that NeGD does not charge users for access to issued documents; that statement should not be generalized to every third-party service or premium offering that might interact with the wallet.

When DigiLocker is the right tool

  • Use it when you need to present a certificate, licence, mark sheet or other record from a participating issuer without carrying the paper original.
  • Prefer the issuer-fetched version when a receiving organisation needs to verify provenance.
  • Share only the document or fields required for the transaction, and review the recipient before confirming.

What ABHA is for

ABHA stands for Ayushman Bharat Health Account. Materials from the Ayushman Bharat Digital Mission describe it as a health account and identifier within a national digital-health ecosystem. Compatible tools can use it to help a person link, view and manage health records from participating providers.

An account is not an automatic medical-history import

Creating an ABHA does not, by itself, mean that every hospital, clinic, laboratory or pharmacy record is already connected. A provider must participate and the record must be linked through the applicable process. Records may remain outside the account until you identify them, connect them or ask a participating service to make them available.

Consent-based sharing

ABDM materials describe health-record sharing as consent-based. In practice, a health application or provider may show you a request identifying the records, purpose, recipient and period of access. Read that request before approving it. You can distinguish between creating the account, linking a record and authorising a particular disclosure; these are separate actions, not one blanket permission.

What ABHA does not replace

  • ABHA is not a substitute for Aadhaar authentication when a non-health service asks for Aadhaar.
  • It is not a guarantee that a provider will accept it as insurance, eligibility or citizenship proof.
  • It does not make a diagnosis, prescription or laboratory result accurate; it is an identity and record-management layer.

The ABDM app privacy material available for reference is dated 2022. Privacy screens and operational policies can change, so read the current policy in the app or service you are using before authorising collection, transfer or retention of health data.

How the three can work together without becoming the same thing

A single healthcare or public-service journey may involve more than one system. For example, a service might use Aadhaar to verify your identity during registration, allow you to retrieve an eligibility certificate from DigiLocker, and use ABHA to connect records created during a consultation. Each system still performs a different job: Aadhaar verifies the person, DigiLocker supplies a document, and ABHA manages the health relationship.

Using one service to sign up for another does not automatically copy all data between them. A login or verification step can establish identity while the separate service waits for your action to fetch a document or approve a health-record link.

Which one should you use?

  1. The request is “verify your identity.” Check whether the organisation offers an authorised Aadhaar authentication or offline-verification route. Confirm any alternate identification it must accept under the applicable rules.
  2. The request is “submit a certificate or record.” Look in DigiLocker for an issuer-fetched document. If no issuer is available, ask whether an uploaded scan or paper copy is acceptable.
  3. The request concerns medical records. Use ABHA-compatible health tools to find, link or manage records, and approve sharing only after reviewing the consent request.
  4. The request combines several needs. Complete each step separately. Do not assume that proving identity also proves a document’s contents or authorises health-data sharing.

Getting started and access requirements

Aadhaar and its app-based services

UIDAI’s Aadhaar app FAQ says onboarding requires a smartphone with internet connectivity. An internet-connected Android smartphone is therefore a possible access device for app-based functions, but the information does not establish a need to buy a new phone, a particular model or a particular price tier. Other Aadhaar channels may have different requirements; follow the instructions shown by UIDAI or the requesting service.

DigiLocker

  1. Create or sign in to your DigiLocker account through the official portal or app.
  2. Open the section for issued documents and select the relevant issuer.
  3. Enter the document details requested by that issuer and retrieve the record if it is available.
  4. Open the document’s sharing or verification option when a receiving organisation asks for electronic proof.
  5. Check the recipient and the document details before sending.

ABHA

  1. Start ABHA creation through an official ABDM-compatible service.
  2. Review the identity details and contact information shown during registration.
  3. After the account is created, use a participating health-record feature to look for records that can be linked.
  4. When a consent request appears, inspect the stated purpose, records, recipient and duration before approving.
  5. Return to the account’s record view to confirm what has actually been linked; do not infer linkage merely from having an ABHA number.

Privacy, consent and practical safety checks

  • Read the purpose: A request to authenticate identity is different from a request to disclose a document or a health record.
  • Use the official service: Check the domain or app publisher before entering an Aadhaar number, document details or health information.
  • Minimise disclosure: Share the smallest document, field set and time period that satisfies the request.
  • Keep evidence: Save the confirmation screen or transaction reference when a service provides one.
  • Review failed matches: A mismatch can result from spelling, date-of-birth or mobile-number differences; correct the underlying record or use the alternate route offered by the organisation.
  • Do not equate possession with authority: Holding an Aadhaar number, DigiLocker file or ABHA identifier does not prove every claim a requester might associate with it.

Common problems and what they mean

“My Aadhaar authentication failed.”

Check whether the selected method was OTP, demographic or biometric, whether your contact details are current, and whether the requesting entity supports an alternate verification method. A failed authentication is not a finding that you lack identity; it means that this transaction did not produce a successful match.

“My document is not in DigiLocker.”

The issuer may not participate, may not have uploaded the record, or may require different document details. Ask the issuer whether it offers an issued-document integration and whether a paper or uploaded copy is accepted as an alternative.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“ABHA shows no health records.”

An empty view can simply mean that no participating provider has linked a record yet. Confirm the provider’s participation and follow the linking flow. Do not approve broad sharing merely to make the account appear populated.

“A requester says one of these is enough for everything.”

Ask what specific fact is being verified: identity, document authenticity, eligibility or a health-record connection. Match that requirement to Aadhaar, DigiLocker or ABHA instead of submitting unrelated personal data.

Bottom line

Aadhaar is the identity-verification layer. DigiLocker is the digital-document wallet. ABHA is the health-account and record-linking layer. Use the service that matches the task, treat consent as a transaction-specific decision, and remember that none of the three automatically proves every other fact about you.
