AI brings familiar concerns about privacy, harmful content and engagement, but it also responds directly to children and can support learning and accessibility. That makes the challenge broader than limiting screen time, while the evidence on children’s long-term outcomes is still developing.
Why AI safety is not simply a replay of social media
Social platforms typically organize much of a child’s experience around feeds, recommendations and interaction with other users. AI adds a different kind of encounter: a child can ask a system a question and receive a tailored, conversational response. AI can also appear inside products children already use, rather than only in a chatbot they deliberately open.

| Dimension | Social media | AI chatbots and features |
|---|---|---|
| Typical interaction | Feeds, recommendations and exchanges with other users | Direct conversation with a system, generated content, or AI features embedded in other products |
| Safety concerns | Engagement and time spent, harmful content, privacy, bullying and exploitation | Those concerns, plus possible emotional reliance, attachment, cognitive offloading and questions about development |
| Potential benefits | Connection and access to information | Information, tutoring, homework support and accessibility, alongside entertainment and emotional support |
| Why a single time limit may fall short | Time spent can be one relevant measure of platform use | Time alone does not distinguish a useful tutoring session from a risky interaction or account for AI used inside other products |
This difference does not prove that AI is more harmful, or that social media and AI require wholly separate rules. It does mean that protections designed only to reduce time on a feed may miss important parts of a child’s AI experience.
How teenagers are using chatbots—and what the figures do not mean
In an Associated Press report published October 2, 2026, Pew Research Center figures were cited showing that 64% of U.S. teens say they have used AI chatbots and 12% have turned to bots for emotional support or advice. These are figures about reported use, not rates of addiction, injury or dependence; they should not be read as evidence that AI caused a particular outcome.

The same report describes teens using chatbots to find information, get school help, have fun and summarize material. That range matters: a student seeking an explanation of a difficult lesson is not necessarily having the same experience as someone treating a chatbot as a confidant. Cornell Tech Policy Institute director Sarah Kreps argues that beneficial tutoring and homework support make blunt, across-the-board restrictions harder to justify than they may be for some social-media uses.
At the same time, a conversational system can feel responsive in a way a static webpage does not. That makes privacy, the reliability and appropriateness of responses, and the possibility of emotional reliance relevant questions—not proof that every child will experience harm.
What is known about harm, and what is still uncertain
The UK Department for Science, Innovation and Technology’s January 20, 2026 executive summary says high-quality causal evidence linking children’s mental health and wellbeing to digital technologies, including AI chatbots, is lacking. That limitation applies to claims about population-wide effects; it does not establish that individual harms cannot occur, nor does it settle how risks may differ by age, use or product design.

- Can a particular interaction be harmful? Plausible risks and serious individual cases warrant attention and safeguards.
- How common are those harms, and for whom? The cited evidence does not provide a definitive population-level answer for AI’s effects on children.
- Do safeguards reduce risk? A company’s announcement that it has added protections is not, by itself, evidence that those protections work in practice.
There is also no single, universally accepted statistic in the cited sources measuring “AI addiction” among children. Chatbot-use percentages measure exposure, not addiction.
What safeguards are appearing—and what they still need to prove
The Associated Press reported that age assurance and restricted experiences for minors are beginning to appear in AI products. It described OpenAI teen accounts announced in August 2026 and compared them with Meta teen accounts introduced in 2024. Those are reported product measures, not independent evaluations of their effectiveness; the available account does not establish that the two programs use identical protections or produce comparable outcomes.
Two frameworks offer more concrete direction for what child-centered design can cover:
- UNICEF’s December 2025 Guidance on AI and Children, version 3.0, addresses safety, privacy, fairness, transparency and accountability, wellbeing, inclusion, and preparing children for AI.
- The European Commission’s July 14, 2025 guidance under the Digital Services Act gives examples for online platforms, including private-by-default accounts for minors, turning off selected engagement features by default, and safeguards for AI chatbots integrated into platforms.
These are useful standards and examples, not proof that every platform has implemented them or that a particular safeguard has been shown to prevent harm. Age checks, for example, are only one part of protection; privacy, the content and behavior of the system, and routes to human help also matter.

What would make the response arrive earlier this time
The lesson from a delayed response to social-media harms is not that every new technology should be banned before its effects are understood. It is that waiting for certainty while products scale can leave children exposed without adequate safeguards or reliable ways to detect problems. A more proportionate approach would match protections to the risks while preserving legitimate uses such as tutoring and accessibility.
Set protections before and during deployment
Companies should design age-appropriate defaults and privacy protections into products, explain what changes for minors, and make clear when a child is interacting with AI. For systems embedded in other services, protections should cover the AI feature too—not only the account or platform around it. These steps follow the direction of UNICEF’s child-rights guidance and the European Commission’s DSA examples.
Evaluate outcomes, not announcements
Safeguards need independent scrutiny and ongoing evaluation. Useful questions include whether children can readily bypass age-appropriate settings, whether privacy choices are clear, what happens when a chatbot encounters a sensitive request, and whether children can reach a trusted adult or other human support. Those questions are a practical evaluation agenda, not established findings about any one product.
Make accountability keep pace with products
Voluntary company measures can arrive quickly, but their existence does not settle whether they are adequate. Regulation, litigation and legislative efforts are also part of the response. In its October 2, 2026 report, the Associated Press said some child-focused AI legislation had passed Senate subcommittees while substantial legislative steps remained; that is not the same as enacted law. Public rules and independent evidence can help move child safety beyond promises that families must assess on their own.

What parents and educators can do now
Families do not need to treat every AI use as equivalent. A useful first step is to discuss the specific task and the kind of information a child might share, then decide together what is appropriate for that product and situation.
- Ask what the child is using AI for—school help, entertainment, advice or something else—and whether the system is built into another app.
- Review the product’s age rules, privacy settings and protections for minors; do not assume that a teen account or age check is a guarantee of safety.
- Encourage children to avoid sharing sensitive personal information and to check important answers with a trusted adult, teacher or reliable source.
- Keep emotional support grounded in human relationships. If a child turns to a chatbot about a serious or distressing problem, involve a trusted adult rather than relying on the system as the sole source of help.
- Revisit the conversation as the child’s use changes, especially if AI moves from occasional school support to private or emotionally important conversations.
These are practical precautions, not a substitute for product safeguards or evidence about how well a service protects minors.
Will AI safety be different?
It can be, but the outcome is not guaranteed. AI’s conversational nature creates questions that a screen-time-only response cannot answer, while its educational and accessibility uses make blanket restrictions costly. The strongest chance of avoiding a repeat of a late reckoning is to set child-centered defaults early, preserve beneficial uses, and demand independent evidence and accountability as products change.
