Converting Traditional Chinese in a PDF is usually not one operation. First determine whether the file contains real text or only page images. Extract an existing text layer, run OCR on image-only pages, and then apply a Traditional-to-Simplified conversion that matches the source region and the wording you want. Keeping those jobs separate explains the reliable “combined approach”: text extraction recovers characters, OCR makes pictures searchable, and OpenCC changes script and selected regional vocabulary.
This workflow works for born-digital, scanned, and mixed PDFs on Windows 11. It does not promise perfect recognition or identical page design. You should inspect the converted text, names, numbers, and specialist terms before sharing the result.

Why a PDF needs more than a script converter
A PDF extension says nothing about how its pages were created. A digitally generated document may contain selectable Chinese characters. A scan may contain one large image per page with no character data at all. A mixed file can have text on some pages and images on others. A character-conversion library cannot convert characters that are not present in the file’s text layer, so the first decision is whether text recovery is required.
The three stages solve different problems:
- Text extraction: reads characters that the PDF already stores.
- Optical character recognition (OCR): identifies characters in page images and adds a searchable text layer.
- Script and vocabulary conversion: changes Traditional Chinese to Simplified Chinese and, when selected, adjusts regional terms.
Combining stages is a practical response to different page conditions, not a claim that one universal command is always best.

Step 1: Find out whether the PDF already has usable text
Three quick checks in Windows 11
- Open the PDF in your usual viewer and drag across a sentence. If individual characters highlight, that page has a text layer. If the entire page behaves like one picture, it is probably image-only.
- Use the viewer’s search box for a distinctive Chinese word. A search that returns no result does not prove the page is scanned, but repeated failure across visible text is a strong warning.
- Check several pages, not just the first. Mixed PDFs are common: a cover may be an image, while later pages contain selectable text.
These checks are useful for triage, but a command-line extraction test gives a more complete answer. OCRmyPDF’s cookbook recommends using a program such as Poppler’s pdftotext or pdfgrep to extract all text from a PDF, whether that text came from OCR or was present originally. A typical Windows command is:
pdftotext input.pdf extracted.txt
Open extracted.txt. If it contains the document’s Chinese text, you can convert that text directly. If it is empty or missing whole sections, those pages need OCR. Keep the original PDF unchanged so you can return to it if extraction or recognition goes wrong.
Why an OCR sidecar is not the complete extraction
OCRmyPDF can produce a sidecar text file while it OCRs a scanned PDF. Its documentation warns that pages which already had text are omitted from that sidecar. Therefore, a sidecar is not automatically a complete transcript of a mixed document. Use a PDF text extractor such as pdftotext when you need all text, and treat the sidecar as OCR output for the pages it processed.

What OCRmyPDF contributes
OCRmyPDF adds a searchable text layer to scanned PDFs. It relies on Tesseract language packs, and its documentation gives chi_sim as the Simplified Chinese language-pack example. You can request multiple languages when a page mixes Chinese with English or another supported language. A representative command is:
Rank #2
- FAST SPEEDS - Scans color and black and white documents a blazing speed up to 16ppm (1). Color scanning won’t slow you down as the color scan speed is the same as the black and white scan speed.
- ULTRA COMPACT – At less than 1 foot in length and only about 1. 5lbs in weight you can fit this device virtually anywhere (a bag, a purse, even a pocket).
- READY WHENEVER YOU ARE – The DS-640 mobile scanner is powered via an included micro USB 3. 0 cable allowing you to use it even where there is no outlet available. Plug it into you PC or laptop and you are ready to scan.
- WORKS YOUR WAY – Use the Brother free iPrint&Scan desktop app for scanning to multiple “Scan-to” destinations like PC, Network, cloud services, Email and OCR. (2) Supports Windows, Mac and Linux and TWAIN/WIA for PC/ICA for Mac/SANE drivers. (3)
- OPTIMIZE IMAGES AND TEXT – Automatic color detection/adjustment, image rotation (PC only), bleed through prevention/background removal, text enhancement, color drop to enhance scans. Software suite includes document management and OCR software. (4)
ocrmypdf -l chi_sim+eng input.pdf searchable.pdf
The exact language suffixes must match the packs installed on your machine. If the document contains only Chinese, use the Chinese pack that matches the characters you expect OCR to recognize. If it contains bilingual headings, dates, product codes, or English paragraphs, include the additional language pack rather than forcing Chinese recognition to interpret Latin letters.
Mixed PDFs and selective OCR
For a mixed file, first identify whether your OCRmyPDF configuration can leave pages with a valid text layer alone while processing image-only pages. The project is designed to add searchable text to scanned material, but the resulting PDF still needs checking. Run pdftotext on the OCR output and compare the extracted page ranges with the original. This catches cases where a page looked selectable in a viewer but produced little or no usable text.
OCR checks that prevent silent errors
- Search for repeated names, section headings, and numbers. A single incorrect character in a person’s name or a decimal value can matter more than a paragraph of ordinary prose.
- Inspect pages with vertical writing, unusual fonts, stamps, tables, or low contrast. These layouts are harder for OCR than clean horizontal paragraphs.
- Keep page images and the OCR text together. If a character is uncertain, the image is the authority.
- Record which language packs were used. Changing the language selection can change recognition results, so reproducibility depends on this detail.
Neither OCRmyPDF nor the available documentation establishes a guaranteed accuracy or speed figure for this exact Traditional-to-Simplified PDF workflow. Treat OCR as a recovery step that requires review, not as a measured replacement for proofreading.
Step 3: Convert Traditional Chinese with the right OpenCC configuration
Script conversion versus translation
OpenCC performs Chinese script and regional wording conversion. It does not translate Mandarin into English, translate Cantonese into Mandarin, or otherwise change the language of the document. A Traditional character sequence can remain Chinese while its written form changes to Simplified; the meaning and grammar are not automatically rewritten for a different audience.

Choose a configuration from the source and target varieties
OpenCC supports character-level and phrase-level conversion, variant handling, and regional vocabulary. The configuration should reflect both where the Traditional text comes from and what the reader expects:
| Source variety | Desired result | Configuration direction | What to check |
|---|---|---|---|
| General or standard Traditional Chinese | Standard Simplified Chinese | t2s |
Names, technical compounds, and words whose preferred form is not determined by a single character. |
| Taiwan Traditional Chinese | Simplified Chinese with Mainland China wording | tw2sp |
Regional vocabulary, institutional terms, and proper nouns that should remain in the source’s preferred form. |
| Hong Kong or another regional Traditional variety | A Simplified target selected for your readers | Use the corresponding OpenCC regional configuration | Terms specific to the source region; do not assume that a standard Traditional setting is equivalent to Hong Kong or Taiwan usage. |
The distinction between t2s and a Taiwan-to-Mainland-phrasing option such as tw2sp matters because phrase conversion can change more than the shape of individual characters. For example, a regional noun or institutional label may have a different preferred Simplified expression even when a character-by-character substitution would be technically possible.
Run OpenCC on extracted text
Once you have a complete text file, pass it through OpenCC using the selected configuration. OpenCC installations commonly expose a command-line form like:
Recommended Free Tools
opencc -c t2s.json -i extracted.txt -o simplified.txt
Replace the configuration file with the one appropriate for the source variety and target wording. If your installation uses a graphical interface or a different command wrapper, the same choices still apply: input text, source-to-target configuration, and an output file. Preserve the Traditional extraction so you can compare disputed words side by side.

Review terms that conversion cannot safely decide
- Personal and place names: a converted character may be readable but no longer match the person’s or organization’s official spelling.
- Product, model, and legal names: retain an official registered form when the document identifies one.
- Technical vocabulary: check medicine, engineering, finance, and software terms against the terminology used by your audience.
- Numbers and units: verify decimal points, dates, percentages, superscripts, and table columns after extraction and conversion.
- Quoted material: decide whether quotations should remain in their original script for fidelity or be converted for accessibility.
Step 4: Decide what the final deliverable should be
Plain or structured text
If the reader needs searchable content, a UTF-8 text file, Word document, or structured data file may be the cleanest result. This route makes proofreading and terminology replacement easier. It may not retain the original page layout, columns, footnotes, or illustrations.
A searchable PDF
An OCRmyPDF output can retain the scanned page appearance while adding a text layer. You can extract that layer, convert the text, and then determine whether your PDF editor can replace or overlay it. The documented capabilities cover OCR and text conversion separately; they do not establish a single process that reliably changes every visible Traditional character while preserving the original design.
A visually reformatted PDF
If the visible page must show Simplified Chinese, treat layout reconstruction as its own publishing task. Reflowing text can change line breaks, paragraph height, table widths, captions, and page numbers. Export a draft, compare it page by page with the source, and inspect every text box that contains Chinese. Do not promise visual fidelity merely because the converted text is correct.
Windows 11 routes compared
| Starting PDF | Primary route | Best output | Main risk |
|---|---|---|---|
| Selectable text on all relevant pages | pdftotext followed by OpenCC |
Converted text or a new document | Reading order can be awkward in multi-column PDFs. |
| Scanned pages with no text layer | OCRmyPDF with the appropriate Tesseract language pack, then extract and convert | Searchable PDF plus converted text | OCR substitutions in names, tables, and low-quality scans. |
| Mixed text and image pages | Extract all text from the PDF; OCR pages that remain empty or incomplete; merge the recovered text before OpenCC | Complete converted transcript or a separately rebuilt PDF | An OCR sidecar may omit pages that already contained text. |
| Regional Traditional source | Select an OpenCC configuration that names the source and target variety | Simplified text using the intended regional vocabulary | Using a generic character-only conversion can leave wording unsuitable for the audience. |
An end-to-end checklist
- Make a working copy. Keep the original PDF and a note of the date, source variety, and intended readers.
- Test the text layer. Select text in several pages and run
pdftotext. Save the extraction as the baseline. - Locate gaps. Mark pages that produce no text or clearly incomplete text. Those pages are OCR candidates.
- Install and select language packs. Use Tesseract’s Simplified Chinese pack, identified in OCRmyPDF documentation as
chi_sim, and add other languages required by the page. - Create a searchable copy. Run OCRmyPDF on the relevant PDF and verify that the output opens and remains paginated.
- Extract again. Run
pdftotexton the OCR result so pages with pre-existing text and pages supplied by OCR are represented in one file. - Choose OpenCC settings. Use
t2sfor standard Traditional-to-Simplified conversion or a regional configuration such astw2spwhen Taiwan wording should become Mainland-oriented Simplified wording. - Convert a small sample first. Compare headings, names, tables, and a page containing the most difficult layout before processing the entire document.
- Proofread against page images. Check characters, punctuation, numbers, columns, and terminology. Keep a correction list if the document is long.
- Publish the appropriate format. Deliver text when searchability and editing matter most; deliver a rebuilt or overlaid PDF only after checking its visual layout.
Common problems and practical fixes
The output file is empty
The source may be image-only, or the extractor may not be reading the PDF’s encoding. Open a page image and run OCRmyPDF with the Chinese language pack. Then extract text from the OCR output rather than expecting the original file to yield characters.

Only part of a mixed document appears
Do not rely on the OCR sidecar alone. OCRmyPDF’s sidecar can omit pages that already had text. Extract the full OCR-enhanced PDF with pdftotext, then compare page coverage with the source.
Chinese is recognized as unrelated characters
Check the Tesseract language selection and the scan quality. A Simplified-language pack is an OCR recognition choice; it is not a Traditional-to-Simplified converter. Recognition and script conversion remain separate stages.
Characters look correct but wording feels wrong
You probably used a generic t2s conversion for a regional source that needs phrase-level vocabulary handling. Re-run with the configuration matching the source and target variety, then review names and specialist terms manually.

The text is correct but the PDF layout breaks
Text conversion does not guarantee page design. Rebuild the affected pages in a layout editor, adjust text boxes and tables, and compare the final rendering with the original. If visual fidelity is not essential, distribute the converted text instead.
How to choose the route for a Windows 11 reader
Choose the shortest route that matches the input and the deliverable:
- Need editable Simplified text from a digital PDF? Extract with
pdftotext, convert with OpenCC, and proofread. - Need searchable content from a scan? OCR with OCRmyPDF and
chi_sim, extract the resulting text, then convert it. - Have a mixed or regional document? Combine extraction and OCR, use a regional OpenCC configuration, and verify coverage page by page.
- Need a visually identical Simplified PDF? Plan an additional desktop-publishing step. Neither OCR nor OpenCC alone establishes that the original layout will survive a script change.
The combined approach is valuable because it respects the boundaries of each tool. Extraction answers “what text is already stored?” OCR answers “what characters are visible in an image?” OpenCC answers “how should this Chinese script and wording be represented for the target audience?” Keeping those questions distinct makes errors easier to find and the final choice easier to defend.
