Chicago’s 43rd Ward says that Barre Seid, a 94-year-old billionaire, arranged for workers to scatter nuts, seeds and other food around his home and in nearby Lincoln Park, and that the resulting pigeon droppings helped draw rats. Those are the ward’s allegations and the city’s explanation, not independently verified findings. As of October 7, 2026, the city was weighing legal action and the Chicago Park District was still assessing its options.
What the city says is happening
The explanation comes from a final warning letter issued by Ald. Timmy Knudsen, whose 43rd Ward covers part of Lincoln Park. According to reporting by Axios Chicago, the letter says the feeding created a public-health hazard through a chain of effects:

- Food is placed on the ground at Seid’s home and later in the park.
- Pigeons come to eat it, and their droppings build up.
- The droppings and spilled food attract rats, which then nest in burrows nearby.
The reporting does not show anyone measuring the rat population, comparing it before and after the feeding, or testing the droppings. The causal link is therefore the city’s position as stated in its documents. Axios reports that the feeding had continued for more than three years, according to a 43rd Ward document, and had expanded from Seid’s property into the park.

Who is Barre Seid?
Seid is identified by Gizmodo as 94 years old. The reporting also cites a 2022 ProPublica investigation describing a $1.6 billion donation by Seid connected to his former electronics company and a conservative political advocacy group. That history is background only. It has no bearing on whether the feeding occurred or on what it has done to the park.

Axios reports that Seid paid fines and tickets tied to the violations without contesting them. Paying a citation is not an admission of the underlying conduct, and the reporting does not include an explanation from Seid or his representatives. Readers should treat his side of the story as unreported.

The 15-day deadline in the letter runs from its issuance. The reporting does not say whether Seid or anyone acting for him has complied, so the outcome of the warning is unknown.

Resident Caroline Novak told WGN-TV: “It’s like a luxury melange of really nice nuts.” The quote captures the scale of the food described in the allegations, not evidence of how many rats there are.
The alderperson
Knudsen told WGN-TV: “We’ve never dealt with a situation where it’s like feed for hire.” He also said: “We just want to stop this feeding that’s causing problems in a dense neighborhood.” Those are his characterizations of the situation.

Knudsen told Axios that vendors at the Green City Market were seeing rats during setup and that “the rat burrows have gotten so much bigger where these nuts are being laid out.” This is his account of conditions he and vendors observed, not a population survey.
Why persistent food matters for rats
Pest-control guidance is useful for understanding why a steady food supply is a concern, even though it does not describe the Lincoln Park case. A 2021 article from Pest & Pollinator by Keith Chaloux says spilled seed can feed rats and recommends avoiding direct ground feeding, limiting how much food is put out, and cleaning up spillage. Chaloux also gives a general estimate that rats reach reproductive age in about 8 weeks and produce litters of 8 to 12. That figure is a general factsheet estimate, not a count or forecast for this park.

Shortly, the practical implication is that the problem is less about any single meal and more about food that is available day after day. The article’s broader population-growth projections are conditional and come from a pest-control business, so they are not used here.
What the evidence does and does not establish
- Established in reporting: the ward’s allegations of paid feeding, the warning letter’s demands, Seid’s payment of fines without contest, and the city’s consideration of legal action.
- Attributed, not independently confirmed: that the feeding caused the rat problem, and the size of the rat population.
- Not established: any measured change in rat numbers, any statement from Seid, and whether the requested corrective steps have been taken.
A 2022 Urban Ecosystem Research Consortium poster on rats and bird feeders, indexed in PDXScholar, covers related integrated pest-management questions. The indexed record does not expose enough of the poster to verify its findings, so it is not used here to support any figure.
The campaign tied to the story
Axios reports that Knudsen’s “Feed our neighbors not the rats” campaign supports Dignity Diner, a local hunger nonprofit, and that he was matching contributions up to $1,000. That detail is a reported campaign element of the local response. It is not a recommendation or an affiliate arrangement.
Gizmodo published a follow-up on October 8, 2026 that repeated the ward’s allegations and included additional quotations from residents and the alderperson.
