What Is an AI Agent Harness, and How Is It Different From a Coding Assistant?

An AI agent harness is runtime infrastructure for coordinating model and tool interactions; a coding assistant is the coding-focused experience it can power.

An AI agent harness is the software runtime that coordinates a model’s work: it prepares context, routes tool calls, returns results to the model, and manages the session as the task progresses. A coding assistant is the coding-focused helper or product experience a person uses. They are different layers, not competing names: a coding assistant can run on a harness, and one harness can support multiple experiences.

What an AI agent harness does

A language model can reason about a request and produce a response or ask to use a tool. By itself, however, it does not necessarily gather the relevant project context, execute a requested command, return the command’s output, or keep track of a multi-step session. The harness supplies software around the model to coordinate those parts.

Depending on the implementation, a harness may handle tasks such as:

  • Assembling the conversation and other relevant context for a model request.
  • Receiving and routing tool calls, then passing tool results back to the model.
  • Maintaining conversation or session state across steps.
  • Applying tool permissions, approval rules, or other controls.
  • Managing multi-step progression, including context handling or recovery where supported.

These are possible responsibilities, not a checklist every harness must satisfy. Microsoft’s Agent Framework overview, for example, includes model and tool calls, context and conversation state, approval policies, and multi-step progression. Implementations can divide those jobs differently.

How the agent loop works

The harness coordinates a repeating exchange rather than simply sending one prompt and displaying one answer. OpenAI describes the Codex agent loop as orchestration among the user, model, and tools; Anthropic’s tool-use explanation likewise describes sending the earlier conversation, assistant response, and tool result in a follow-up request.

  1. Prepare context: The harness assembles the current conversation and any relevant context available to that experience.
  2. Ask the model: It sends that information to the model.
  3. Check the response: The model may answer the user or request a tool.
  4. Handle a tool request: The harness routes the request according to the implementation’s rules. A permission or approval step may apply.
  5. Return the result: The tool’s output is added to the continuing interaction and sent back to the model.
  6. Continue or finish: The exchange repeats until the model produces a user-facing response rather than requesting another tool.

This describes the conceptual loop; the exact controls, available tools, and handling of session state vary by implementation.

Harness, model, environment, and coding assistant are different layers

Products may bundle these pieces together, and vendors do not always draw the boundaries in the same way. The distinctions are still useful when figuring out what a product or architecture is responsible for.

  • Model: Reasons over the information it receives and produces a response or a request to use a tool.
  • Harness: Prepares context and coordinates model/tool interactions and session state.
  • Execution environment: The place where tools actually run and code changes are made. The harness coordinates the workflow; it is not, by definition, the environment itself.
  • Coding assistant: The coding-oriented helper or user-facing experience. It may use a harness to interact with a model and tools.

For example, Anthropic’s explanation of tool use distinguishes the model’s request from the tool’s execution: a tool may run in the surrounding application or another environment, and its result is then returned to the model. The location that runs a tool is therefore a separate question from which harness coordinates the interaction.

What “harness” means in product documentation

“Harness” is best read as an architectural description, not a universal product category with fixed boundaries. In some contexts, a vendor uses it for a particular runtime; elsewhere, it may refer more broadly to the surrounding implementation or experience. Microsoft’s VS Code documentation treats harness selection as a choice among provider-specific experiences, which can differ in their models, tools, permissions, and customizations.

OpenAI’s Codex engineering explanation describes a harness that supplies the core agent loop and execution logic underlying Codex experiences, in the article’s described context including Codex CLI. OpenAI’s Agents documentation also presents different integration approaches: a managed Codex harness, an application-hosted Agents SDK loop, or more direct Responses API integration. These are product descriptions, and details can change over time.

For the OpenAI Agents API specifically, the documented division is that the API manages sessions, orchestration, context compaction, and recovery, while the application supplies tools and chooses the execution environment. That split is an example of one API’s stated responsibilities, not a general rule for every harness.

How to assess a harness for a coding workflow

If you are choosing between implementations or deciding what to build yourself, compare their responsibilities rather than treating “harness” and “coding assistant” as rival labels. Product documentation should establish what each option actually handles.

  • Loop and state ownership: Does a provider-managed runtime own orchestration and session handling, or does your application implement those responsibilities?
  • Tool execution location: Where do commands or other tools run, and which environment contains the code or data they need?
  • Context and session handling: What is retained between steps? Are context management, compaction, or recovery documented?
  • Tools and controls: Which tools are available, and what permission or approval rules govern their use?
  • Customization: Which parts can you configure or replace, and which are managed by the provider?

A managed runtime can reduce the amount of orchestration your application must supply, while an application-hosted loop can leave more of that control in your code. The right trade-off depends on the workflow and the documented capabilities; the available descriptions do not establish a controlled performance or cost ranking among approaches.
