Evaluate an AI model against the work it will actually do and the consequences of getting that work wrong. A benchmark score or a successful refusal test cannot, by itself, establish that a model reasons well, behaves consistently, or is safe to deploy. A useful evaluation combines representative task tests, repeated reliability checks, risk-based safety testing, and realistic user or field evaluation—and records exactly what was tested.
Start with the decision, users, and risks
Before selecting a model or benchmark, write down the decision the evaluation must support. Are you deciding whether to shortlist a model, permit a limited pilot, or deploy a complete AI application? Those decisions call for different evidence.
- Intended users: who will interact with the system, including their level of expertise.
- Task and context: what users will ask it to do, what information and tools it will have, and where its answers will be used.
- Failure consequences: what could happen if it is wrong, incomplete, misleading, biased, or misused.
- Acceptable performance and residual risk: what the system must demonstrate, what risks remain, and who is responsible for accepting them.
This framing matters because the right evidence depends on the use. An error in a low-stakes brainstorming task is not equivalent to an error in a high-impact decision. The NIST AI Risk Management Framework (AI RMF) treats trustworthiness as a lifecycle concern: it is voluntary guidance for AI design, development, use, and evaluation, not a certification or guarantee. NIST said the AI RMF 1.0, released January 26, 2023, was being revised as of the current guidance summarized here.
The NIST AI RMF FAQ says trustworthiness characteristics should be considered across “pre-design, design and development, deployment, use, and test and evaluation.” That is a reminder to evaluate the system in context, not to treat one pre-deployment score as a permanent verdict.

Test the reasoning you need, not a convenient proxy
There is no single score that proves broad reasoning ability. A model may do well on a benchmark yet fail on the specific work, information, or constraints it will encounter. Define test cases from the intended task and examine both answers and the conditions under which they were produced.
Build representative, discriminating tasks
Include the kinds of multi-step work the system is expected to perform, with realistic inputs and constraints. Where possible, use tasks with objectively checkable outcomes. Include examples that separate a correct answer from a plausible-sounding but unsupported one; for instance, cases where the right response is to identify missing information rather than invent a confident answer.
Keep track of failure types as well as overall performance. Depending on the task, useful categories may include incorrect conclusions, skipped steps, unsupported claims, failure to follow constraints, and failure to recognize uncertainty. These categories make a score more actionable: they show what went wrong, not only how often a response passed.

Document the test and system configuration
Interpret results alongside the test data, scoring method, and configuration. Record the prompt or task instructions, model and version, interface or API, sampling settings, tool access, and any retrieval, safety, or other application layers. A result from a model used alone may not describe the behavior of an application that supplies documents, calls tools, or filters outputs.
NIST describes benchmarking and measurement as part of risk analysis, not as a universal leaderboard. A benchmark is evidence about the tasks and conditions it covers; it is not a substitute for testing the intended use.
Check reliability across runs and realistic variation
A single successful answer shows only what happened on that run. To assess consistency, repeat tests under documented conditions and vary inputs in ways that reflect ordinary use—for example, different wording, incomplete context, or relevant changes in the information provided. Report variability and failure rates, not just a best result or one aggregate score.

Keep some examples held out from development or blind to the people tuning prompts and systems where feasible. Document where evaluation data came from and refresh sets when practical, so teams can notice when repeated tuning has made a model or prompt fit the test rather than the broader task.
NIST’s AI Testing, Evaluation, Validation and Verification (AITE) program describes a sequestered testbed using blind data to mitigate train/test contamination. Its initial tasks concern quantum science, human genome variant curation, and public safety visual event recognition. This is one approach for its defined tasks—not proof that contamination is eliminated or that results automatically generalize to other work.

Evaluate safety with more than refusal prompts
A refusal test can show whether a system declines certain requests under specific conditions. It cannot, by itself, establish how the system behaves across foreseeable misuse, harmful outputs, ordinary user interactions, or deployment-specific failures. Build safety tests around the risks identified for the intended use.

Red-team plausible harms and failure paths
Probe adversarial prompts and realistic scenarios tied to the application: attempts to elicit harmful output, misuse available tools, bypass safeguards, or exploit the system’s role and context. Include cases where the safe response depends on handling ambiguity or context rather than matching a prohibited phrase. Record what was attempted, what happened, and how severe the potential consequence would be.
Test the model and the user-facing system
Model-only tests help isolate response behavior, but users experience the complete system. Test the interface, tool connections, information supplied to the model, and operational controls where they affect safety. Observe whether people understand the system’s limits and whether the workflow encourages appropriate use. A system can behave differently in real interactions than it does on a set of isolated prompts.
NIST’s ARIA Evaluation Planning Manual, published September 18, 2026, describes holistic evaluation through model testing, red teaming, and user testing. NIST’s ARIA Pilot Evaluation Report, published November 13, 2025, describes model testing, red teaming, field testing, dialogue annotation, tester questionnaires, and measurement trees. Together, these materials illustrate complementary evaluation levels; they do not certify a particular model.

Compare candidates on separate evidence axes
When comparing models, use the same task definitions, data split, prompt or interface, tool access, sampling settings, and scoring rules. Then review each dimension separately. NIST identifies trustworthiness characteristics to consider, but these are not a universal weighted score. Latency, cost, and operational constraints may also matter to a deployment decision, though they are practical selection criteria rather than trustworthiness claims established by the NIST materials cited here.

Use a scorecard to show evidence, limitations, and trade-offs side by side. Do not collapse unlike risks into one unexplained rank: a model with a higher task score may still be a poor choice if it is less reliable on critical cases or lacks controls needed for the deployment.
Make the evaluation repeatable and keep it current
For every evaluation, retain enough detail for another reviewer to understand what was tested and interpret the result. A practical record includes:
- the decision, intended users, use context, plausible harms, and acceptance criteria;
- model name and version, test date, interface or API, prompts, and sampling settings;
- available tools, retrieval sources, safety layers, and other system components;
- test data provenance, held-out or blind-data arrangements, scoring rules, repeated-run conditions, and results by failure type;
- what the evaluation did not cover, what changed from earlier tests, and whether findings concern a model alone or the full application.
Reassess after material changes to the model or application, such as a version update or a change to prompts, tools, retrieval, or safety layers. NIST’s lifecycle framing makes evaluation relevant during design and development as well as deployment, use, and test and evaluation. The result is a record of evidence for a specific system at a specific point in time—not a permanent property of a model.
