A certificate error means it could not validate the certificate or confirm that it identifies the site you requested. Certificate validation is part of setting up a secure connection, so a certificate problem can also cause a handshake failure—but the phrases describe different diagnostic problems.
“SSL” remains common in error messages, but modern HTTPS uses Transport Layer Security (TLS). The exact wording alone may not reveal what went wrong.
What is the difference between a protocol error and a certificate error?
A protocol or handshake failure points to the connection setup: the browser and server may not be able to agree on compatible security settings, or something else may have interrupted the connection. A certificate error points more specifically to identity verification: the browser could not establish that the certificate is valid and belongs to the requested site.
TLS uses an initial handshake to set the connection’s security parameters and authenticate the server. Because certificate checks happen during connection setup, a certificate failure can appear as a handshake failure. That does not make every protocol error a certificate error.

These are clues, not a universal translation table for every browser’s wording. Browser implementations can report connection failures differently.
What can cause a certificate error?
A certificate helps bind a server’s public key to its domain identity. A browser may warn when it receives a certificate that it cannot validate or that does not establish the requested site’s identity. Common examples include a certificate that is expired, self-signed, revoked, or otherwise invalid. [MDN: certificate guidance; MDN: TLS]

Do not treat a certificate warning as a harmless browser nuisance: accepting an invalid identity can expose a connection to interception. The safest response is not to enter passwords or other sensitive information until the issue is resolved.

The server and client need compatible TLS settings to negotiate a secure connection. A server configured incorrectly, or with settings incompatible with the client, can prevent that negotiation. Not every failed request reaches the certificate-validation stage. DNS resolution failures, timeouts, refused connections, firewalls, and traffic-filtering extensions or privacy tools can also prevent a page from loading. How to troubleshoot safely as a visitor
- Check the address. Confirm that you opened the intended site, then note the exact browser message. A general secure-connection failure and an explicit certificate warning are different clues.
- Compare browsers or networks. If available, try another browser or network. A failure limited to one profile or connection can point toward a local extension, firewall, or network issue, but does not prove the site itself is safe or rule out a server problem.
- Inspect the request in browser developer tools. Look in the Network panel for whether the request failed at DNS resolution, timed out, was refused, or reported a TLS handshake problem. These results can help identify which layer to investigate. [MDN: network diagnostics]
- Test for traffic filtering when appropriate. A private window or temporarily disabling an extension that filters traffic may help isolate an extension-related problem. Ad blockers, privacy tools, and firewalls can block requests. Re-enable protections after the test. [MDN: network-level failure examples]
- Stop at a certificate warning. Do not enter sensitive information or routinely disable certificate validation to get past it. MDN recommends fixing the certificate situation rather than disabling checks. [MDN: certificate guidance]
- Do not force an HSTS-protected site open. HTTP Strict Transport Security (HSTS) tells the browser to use HTTPS for a covered host; for those hosts, the browser may not offer a way to bypass a TLS or certificate warning. Contact the site owner or try again later. [MDN: Strict-Transport-Security]
What website owners should check
- Certificate identity and validity: Confirm that the certificate is current, trusted, and issued for the hostname visitors use. [MDN: TLS; MDN: certificate guidance]
- Certificate delivery and TLS settings: Check that the server presents the appropriate certificate material and uses secure TLS settings compatible with intended clients. Use current configuration guidance rather than restoring obsolete settings. [MDN: TLS configuration]
- Network path: Before changing certificate configuration, check whether the failure is actually caused by DNS, a timeout, a refused connection, or an intermediary blocking traffic. [MDN: network-level failure examples]
- HSTS behavior: Review HSTS changes carefully. The policy directs future requests to HTTPS and means visitors may not be able to bypass certificate errors for covered hosts. [MDN: Strict-Transport-Security]
