These are different responsibilities, not necessarily mutually exclusive choices.
What each component is responsible for
Agent task tracking often combines three needs: people must understand and review work, software must record current task state, and workers must receive tasks to execute. One component can sometimes cover more than one need, but the design should make clear which system is authoritative for each.
- Human-visible record: describes the task, its context, discussion, ownership, and progress.
- Runtime state: records machine-readable status and coordination details used by the application.
- Dispatch: delivers work to consumers that can process it.
A design can use GitHub Issues for the human-facing record, a database for operational state, and a broker for dispatch. That combination is an architectural option inferred from the components’ distinct documented roles, not a universally tested recommendation.
When GitHub Issues and Projects fit
GitHub documents Issues as a way to track tasks and other repository work. Issues can be assigned, divided into sub-issues, connected by dependencies, and followed through notifications. Projects adds views and filters over issue metadata. Together, these features can support a human-visible planning workflow when discussion and repository context matter. GitHub’s planning guidance also describes using task lists and linked issues to break down work and reflect completion. This can make an issue useful as a record of what an agent has been asked to do and how the work relates to a larger effort. It does not, by itself, establish that Issues provides message-broker behavior or guarantees exactly-once execution.
Software agents can interact with issue records through GitHub’s REST API, which includes endpoints for managing assignees, comments, labels, and milestones. Whether that is sufficient depends on the fields and workflow the application needs; API availability alone does not make GitHub the right runtime state store. Questions to ask before using Issues as the tracker
- Do people need to review, discuss, or reprioritize tasks?
- Does work need to stay visibly connected to repositories and their activity?
- Do issue metadata and Projects views fit the way the team organizes work?
- Which system records machine-owned details such as leases, retries, or active execution state?
When a database should own task state
A database is a natural option when the application needs structured, durable task state and application-defined coordination. It gives the application a place to model the fields and queries its workflow requires, but the team must design the task lifecycle and the rules for claiming, retrying, expiring, and recovering work.
PostgreSQL documents a queue-like table pattern in which multiple consumers use row locking with SKIP LOCKED to avoid contention when claiming work. Its SELECT reference explicitly cautions: “Skipping locked rows provides an inconsistent view of the data, so this is not suitable for general purpose work, but can be used to avoid lock contention with multiple consumers accessing a queue-like table.” See the PostgreSQL 16 SELECT documentation.

The warning matters: skipped rows mean a query does not provide a general, consistent view of all matching data. The documented use is specifically to help multiple consumers avoid lock contention on a queue-like table, not a blanket endorsement of this technique for every workload. A database-backed queue also makes the application responsible for the surrounding task-state and recovery behavior.
Questions to ask before building database-backed coordination
- Does the application need transactional updates or custom queries over task state?
- Can the team define and maintain task claiming, retries, leases, and recovery behavior?
- Does the PostgreSQL locking pattern match the workload, including its tolerance for skipped locked rows?
- Will people need a separate human-facing record for discussion and planning?
When a message queue is the better fit
A message queue focuses on getting work messages to consumers. RabbitMQ’s work-queue tutorial describes a task as a message sent to a queue for workers to process. That is a dispatch role, distinct from maintaining a rich planning view for people. See RabbitMQ’s work-queue tutorial.

The tutorial’s description establishes the basic work-message model; it does not settle where an application should keep durable task status, history, or human review, nor does it establish delivery guarantees for a particular agent system. Decide explicitly where those responsibilities live rather than assuming that the queue is also the complete task record.

A practical way to choose
- Identify the human workflow. If people need repository-linked discussion, assignments, decomposition, and project views, evaluate GitHub Issues and Projects as the visible record.
- Identify the state authority. Decide which component owns the authoritative status used by the application. If it is a database, define the state model and coordination and recovery rules.
- Identify the dispatch need. If workers need tasks delivered as messages, evaluate a message queue for that role and decide separately where status and history are kept.
- Set boundaries between components. If using more than one, specify how issue status, database state, and queued messages relate, and which system prevails when they disagree.
No universal architecture or workload threshold is established by the cited documentation. The choice depends on which responsibility your system needs to solve, and whether your team can operate the coordination behavior it assigns to each component.
