Best Java Libraries for Converting HTML Pages to Images or PDFs

Choose a Java HTML renderer by the browser behavior your pages need: OpenHTMLtoPDF and traditional Flying Saucer suit constrained templates, while Playwright Java and Flying Saucer’s Chrome PDF artifact are browser-backed options.

For controlled HTML templates, start with OpenHTMLtoPDF or traditional Flying Saucer; for pages that rely on JavaScript or modern browser layout, start with Playwright Java or Flying Saucer’s Chrome PDF artifact. These options differ in how they render as much as in what they output: the first pair are constrained Java renderers, while the latter choices use a browser engine. If you can operate a renderer binary, wkhtmltopdf and wkhtmltoimage are another route. Test the actual pages and deployment environment before choosing.

Choose by how closely the output must match a browser

The key question is whether your HTML is a controlled document template or a live, modern web page. A library that can write a PDF or image is not necessarily able to reproduce a browser’s rendering of JavaScript, CSS layout, fonts, or dynamic content.

Which Java option fits your HTML?

OpenHTMLtoPDF for controlled templates

OpenHTMLtoPDF is a practical first prototype when your application owns the markup and can keep it within the renderer’s supported subset. Its README describes a pure-Java renderer based on Flying Saucer and PDFBox for well-formed XML/XHTML and some HTML5, using CSS 2.1. The project explicitly says, “No, it’s not a web browser”: it does not execute JavaScript and calls out limitations including flexbox and grid. If your source is an arbitrary live website, expect to adapt the markup and CSS rather than assume a browser-identical result.

The project README also describes accessible PDF and PDF/A workflows and LGPL licensing. Review licensing and dependency details for the particular version and modules you plan to use.

Traditional Flying Saucer for XHTML-oriented rendering

Traditional Flying Saucer is also a pure-Java renderer, documented for well-formed XML/XHTML and CSS 2.1, with output options including Swing, PDF, and images. Do not confuse this renderer with the separate flying-saucer-chrome-pdf artifact: that artifact delegates PDF generation to chrome-headless-shell and is described by the project as supporting modern HTML5/CSS3.

Flying Saucer’s Java minimum depends on the release line: its repository states that 9.5.0 requires Java 11 or later, 9.6.0 Java 17 or later, and 10.0.0 Java 21 or later. These are release-specific thresholds, not a universal requirement for every artifact or version. Confirm the selected release and its dependency instructions before adding it.

Playwright Java for browser behavior and screenshots

Playwright Java exposes browser page APIs for screenshots of pages and elements, image-format options, PDF generation, and media emulation. It is browser automation through Java, not a compact in-process layout engine. Plan for browser installation and verify browser, runtime, and container compatibility in the environment where captures will run.

wkhtmltopdf and wkhtmltoimage for a binary-based workflow

The project describes wkhtmltopdf and wkhtmltoimage as headless command-line tools using Qt WebKit to render HTML to PDF and images. They may fit a system that already operates these binaries, but integration is through command-line software rather than a pure-Java dependency. The project overview is older than the other documentation linked here, so verify current maintenance, platform support, and rendering behavior before choosing it.

  • Check whether your actual CSS uses flexbox, grid, or other modern layout behavior.
  • Include pages with JavaScript-driven content and verify the content is present at capture time.
  • Test fonts, SVGs, remote and local images, and image-loading behavior.
  • Render long documents and inspect page breaks, margins, and any desired page ranges.
  • Compare full-page output with element-only output if you need both kinds of image.
  • Run the same prototype in the production host or container to catch missing browser binaries, fonts, permissions, or other deployment differences.

Playwright Java is the browser-backed Java choice when you need page or element screenshots and PDF generation. OpenHTMLtoPDF and Flying Saucer document both PDF and image output, but their narrower rendering model matters more than the output file extension. Troubleshooting rendering mismatches

JavaScript content is missing

OpenHTMLtoPDF and traditional Flying Saucer do not provide full browser JavaScript execution. Use a browser-backed option such as Playwright Java or Flying Saucer’s Chrome PDF artifact for modern browser behavior, or prepare static markup before passing it to a constrained renderer.

Layout differs because of CSS

OpenHTMLtoPDF warns that it is not a browser and lists flex and grid among unsupported modern standards; traditional Flying Saucer targets CSS 2.1. Rework controlled templates for the supported subset, or test a browser-backed route against the exact page.

Fonts or images do not appear

Use a prototype containing the same font and image sources as production. Check whether those resources can be reached in the deployed environment and whether the renderer can load the formats and locations used by your pages; the cited project documentation does not establish a universal fix across implementations.

It works locally but fails in a container

Check the production image for the required browser or command-line binaries, compatible Java release, fonts, filesystem permissions, and network access to page resources. Playwright Java and Flying Saucer’s Chrome PDF artifact involve browser runtime requirements; wkhtmltopdf and wkhtmltoimage require their binaries. Use the selected project’s installation instructions for its exact version.

PDF pagination or media styling is wrong

Test page breaks, margins, page ranges, orientation, and the media setting your output requires.
