Website archiving captures web pages and related resources so they can be revisited after a live site changes or disappears. The right approach depends on whether you need to find an old public page, make a one-time copy, preserve an organization’s records, or recover a site after an outage. An archived capture is not automatically complete, interactive, legally authoritative, or a substitute for a backup.
What website archiving does—and what it does not
An archive is a preserved capture of web content and, depending on the method, associated assets and links. It can support historical access, change documentation, organizational recordkeeping, or preservation of born-digital material. The word “archive” covers different scopes: a saved page, a crawl of multiple pages, or a managed collection with preservation procedures.
A capture records what a system could reach at a particular time. It does not guarantee that every page, image, script, video, or interactive feature was collected or will replay as it did on the live site. A screenshot can document appearance, but it cannot preserve hyperlinks and page functionality in the way a web archive format can.
Choose an approach based on your goal

When comparing methods, ask whether you need one page or many, one capture or recurring crawls, control over copies and metadata, capture of dynamic resources, replay and discovery features, and formal retention or evidence procedures. No public archive should be treated as a complete backup or as a records system by default.

Find an existing historical version
For public pages, start with the Wayback Machine and search for the page’s URL. If a capture appears, open it and inspect the relevant dates and replay rather than assuming the index entry represents a complete site snapshot. If no capture exists, that does not prove the page never existed; it may not have been discovered or captured.
Internet Archive notes that pages can be absent because they were unknown to crawlers, password-protected, blocked from crawling, or excluded at an owner’s request. JavaScript-generated links and orphan pages can also make discovery difficult. The Wayback Machine may use the closest available date for missing resources, so a page opened at one timestamp can contain assets captured at other times.
Make a one-time capture of a page
Use Save Page Now when you want a one-off capture of a specific publicly accessible page. It is not a recurring crawl service and does not save a whole site. Before relying on the result, open the saved capture and check the page and important linked resources. Simple HTML is generally easier to archive than pages whose content depends heavily on scripts or live services.

Build an organizational website snapshot workflow
Organizations preserving web records need a repeatable process, not just an occasional page save. NARA’s recommendations concern U.S. federal records; other organizations and jurisdictions should follow their own applicable records rules and schedules.

- Set the purpose. Decide whether you need historical public access, operational disaster recovery, formal records preservation, or more than one. Those goals may require separate copies and controls.
- Define scope. Identify the whole site or the sections to preserve, critical pages and assets, and the site structure. NARA recommends accompanying snapshots with a site map.
- Set cadence by risk. Assess the consequences of losing or changing content. NARA does not prescribe one interval for every site; higher-risk portions are likely to need more frequent snapshots.
- Check crawler access and dependencies. Determine whether pages require logins, hidden query actions, inaccessible scripts, or external services. Confirm that the capture method can reach the content and resources in scope.
- Keep control information with the capture. Preserve the capture date, site map, harvesting control information, and written procedures alongside the captured material. Follow applicable retention schedules and transfer requirements.
- Review sample replay and gaps. Open representative pages and check assets, links, and dynamic content. A URL in an archive index does not prove every page or resource was captured.
NARA also advises agencies to document systems and procedures, protect records from unauthorized alteration or destruction, train staff, and obtain approved retention schedules. A current operational copy and a recordkeeping copy are different: a backup is intended to restore current service, while a recordkeeping copy preserves evidence of content and revisions over time. A live site plus change log may suit lower-risk material but may not be adequate for medium- or high-risk records.

Choose formats for preservation, not just appearance
For the specified class of permanent U.S. federal web records, NARA lists Web ARChive Format (WARC) versions 1.0 and 1.1 and Web Archive Collection Zipped (WACZ) in its preferred-format table. This is NARA transfer guidance, not a universal requirement for personal archives or every jurisdiction. See the NARA transfer guidance tables.
NARA’s requirements address component parts, links and functionality, data integrity, dynamic content in an acceptable or static form, internally referenced URLs, and harvesting control information. A screenshot records a visual state but does not retain hypertext functionality and is not an accepted substitute for those transfers. UK Government Web Archive guidance separately notes that streaming audio and video can be difficult to capture and provides technical recommendations; that describes its own service and should not be assumed to apply to every archive. Why an archived page may be incomplete
- The crawler could not access it: password protection, access restrictions, robots.txt, or an owner’s exclusion can prevent capture.
- The page was not discoverable: scripts may generate links without exposing full URLs, and pages with no links pointing to them can remain undiscovered.
- Resources are missing: images, stylesheets, scripts, or other assets may not have been collected, leaving broken images or partial replay.
- The page depends on a live service: interactive features, data feeds, and external services may not be preserved in a usable state.
- Media is difficult to harvest: streaming audio and video can present particular challenges; the UK Government Web Archive’s technical advice is specific to that service.
- The replay combines capture dates: a missing resource may be supplied from the closest available date rather than the selected page timestamp.
When a page matters, inspect the replay and its timestamp details, check key assets and links, and record known gaps. Do not infer completeness from the presence of a URL alone.
Legal, rights, and retention cautions
A historical capture does not automatically establish legal authenticity. Internet Archive says the Wayback Machine was not expressly designed for legal use, although it receives requests for certified records and provides an affidavit process; see its Wayback Machine guidance. For legal, regulatory, or official recordkeeping, follow the relevant jurisdiction’s records schedule, retention rules, and evidentiary process rather than treating a casual capture as authoritative.

Can I archive just one page?
Yes. Internet Archive’s Save Page Now makes a one-time capture of a specific page; it does not schedule later captures or crawl a whole site.
Does an archived page prove exactly what a website showed on that date?
Not necessarily. A page may be incomplete, and missing resources may replay from the closest available capture date. Inspect the timestamp and assets, and use the applicable evidentiary process if the record must be legally authoritative.
