RTP transports real-time media; RTSP sets up and controls a session that delivers media. They do different jobs and can work together: an RTSP session may use RTP as its media-delivery mechanism. RTSP is the remote-control layer; RTP is the transport associated with the audio or video data.

These roles are defined in IETF RFC 3550, RTP: A Transport Protocol for Real-Time Applications (July 2003), and RFC 7826, which defines RTSP 2.0 (January 2017).
What does RTP do?
RTP is the protocol associated with transporting real-time media in real-time applications. It addresses the delivery of media data; it is not the protocol that provides RTSP-style session setup and playback commands. RFC 3550 is the IETF standard for RTP.
Do not reduce the distinction to “RTP always uses UDP.” The standards cited here support describing RTP by its media-transport role, not by claiming that it must use one particular underlying transport in every implementation.

What does RTSP do?
RTSP is an application-layer protocol for setting up and controlling delivery of real-time data. In the model described by RFC 7826, a client and server exchange requests and responses: the client establishes session context and can control delivery, while the server provides the described media streams.
Common RTSP operations include SETUP, PLAY, and PAUSE. That is why RTSP is often explained as a network remote control for multimedia servers: it coordinates a session and playback, rather than being the name of the media itself.

How RTP and RTSP work together
- Establish session context. An RTSP client communicates with a server to set up delivery for specified media resources.
- Select delivery. RTSP can select delivery channels and mechanisms; RTP is one possible media-delivery mechanism.
- Control playback. The client can send RTSP commands such as
PLAYorPAUSE. - Carry media. When RTP is selected, RTP handles the media transport while RTSP remains responsible for session control.
So, saying “RTSP streams the video” is imprecise unless qualified. More accurately, RTSP controls a delivery session, and RTP may carry the media within that arrangement.
RTSP control messages are not the media stream
Keep the control connection separate from the media-delivery mechanism. RTSP 2.0 specifies TCP or TLS over TCP for RTSP messages. The media-delivery mechanism is selected separately; do not assume RTSP control messages travel over the same path or transport as the media.

RTSP 1.0 and RTSP 2.0 compatibility
RFC 7826 defines RTSP 2.0, replaces RTSP 1.0, and states that the versions are not backwards compatible except for basic version negotiation. This is a standards-level compatibility warning, not a measure of what every deployed client or server supports; implementation prevalence is not established by the cited standards.
