Live video transcoding takes an incoming stream and creates one or more output versions for delivery to viewers. It sits between the source—such as a camera or production encoder—and the systems that package and distribute video to players. Transcoding can help serve viewers with different devices and connection conditions, but it is only one part of the live-stream pipeline, and it does not by itself determine latency.
Where transcoding fits in a live-stream workflow
A typical managed workflow has four stages: ingest, transcode, package, and deliver. The source sends an encoded contribution stream to a service; the service creates output encodes; a packaging system prepares them for playback formats; and a delivery network sends them to viewers. Some platforms combine stages or use different components.
- Ingest: A camera, production system, appliance, or contribution encoder sends source video and audio to the workflow. AWS describes its MediaLive channel as one that “ingests and transcodes source content.” AWS: How MediaLive works
- Transcode: The service processes the incoming media and creates output encodes, potentially at several resolutions or bitrates.
- Package: A packaging system prepares the encoded media in formats or protocols supported by target players.
- Deliver: A content delivery network or other distribution system carries the packaged stream to viewers.
For example, AWS’s reference architecture uses MediaLive for ingest and transcoding, MediaPackage to package outputs as HLS, DASH, or CMAF, and CloudFront for delivery. That is an AWS example, not a required design for every stream. AWS: Guidance for Live Streaming on AWS
Why create multiple output versions?
Adaptive bitrate (ABR) streaming provides multiple representations of the same live content. A player can select an available version that better suits the viewer’s connection, device, or playback conditions. The set of outputs is often called an encoding ladder; it can vary by resolution, bitrate, frame rate, and codec.

There is no universal ladder that fits every event. Choose outputs according to the destination’s ingest requirements, the devices you need to support, the source quality, and the bandwidth available to viewers. A codec accepted by one service or device is not automatically accepted by all others. AWS, for instance, documents specific live input and output support for H.264 and H.265/HEVC in MediaPackage, including HDR-10 in listed HEVC cases; check the current supported formats for the exact workflow. Transcoding, encoding, packaging, and protocols are different
- Encoding compresses video and audio into a representation using a codec. A camera or contribution encoder may encode the source before sending it upstream.
- Transcoding processes an existing media stream to create different encoded outputs, such as alternate bitrates or resolutions.
- A codec describes how media is encoded, for example H.264 or HEVC.
- A container holds media streams and related data. MP4 and WebM are examples.
- A delivery protocol or format describes how media is transported or presented to a playback system, such as HLS or DASH.
- Packaging and delivery prepare outputs for playback and distribute them. They are downstream of the transcoding role in the AWS example.
These choices are related but not interchangeable. Google’s YouTube DASH guidance describes DASH as HTTP-based and codec-agnostic, and gives examples such as MP4 containing H.264 and AAC, or WebM containing VP8/VP9 with Vorbis/Opus. General format flexibility does not override a destination’s specific ingest rules. Google for Developers: Delivering Live YouTube Content via DASH

How transcoding affects live latency
Latency is the end-to-end delay between an event happening at the source and a viewer seeing it. Transcoding may contribute processing time, but the total also depends on encoding and decoding, network conditions, packaging, segment duration, delivery, and the player’s buffer. AWS identifies encoding and decoding, network conditions, and player buffers as contributors to HLS delivery delay. AWS: Reduce the latency of HLS delivery in MediaLive
Delivery format matters. YouTube says its HLS method has higher latency than RTMP because HLS sends video in segments rather than as a continuous stream. YouTube’s HLS setup instructions specify segment durations from 1 to 4 seconds and say shorter segments result in lower latency. Those are YouTube-specific instructions, not universal HLS settings. Shortening segments can also affect quality or increase buffering in some workflows, as AWS cautions; low-latency HLS designs may use different tradeoffs. For YouTube DASH, Google notes that target duration depends on whether the stream is optimized for streaming quality or latency. Compare settings on the actual destination and player rather than assuming one protocol or codec is always fastest. Google for Developers: Delivering Live YouTube Content via DASH

Transcoding is relevant when a live workflow needs to create output encodes from incoming source media. It is not the same as keeping an already-recorded video playing continuously as a YouTube live stream. StreamNeo is a cloud service for the latter: upload a recording or build a playlist, add a YouTube stream key, and go live; the cloud keeps the uploaded video looping without leaving a computer or home connection running. It is YouTube-only and plays uploaded videos rather than broadcasting a live camera feed. Details are at StreamNeo.
