But with no viewer playback, there is no viewer to receive an ad or generate an ad impression. YouTube does not publicly spell out the precise serving sequence at exactly zero viewers, so that distinction is an inference from its descriptions of ad delivery and analytics—not a documented promise about its internal systems.
What “ads enabled” means when nobody is watching
Turning on live-stream monetization makes ad formats or ad opportunities available for the stream; it does not mean an ad has been shown. An ad impression requires playback by a viewer. With exactly zero viewers, your stream may have monetization enabled and ad slots configured, but there is no viewer playback in which an ad can appear.
YouTube states that ad slots are not guaranteed to serve ads. A configured slot is therefore not the same as a delivered ad, and neither setting up monetization nor waiting with an empty audience creates ad revenue by itself.
What you need to monetize a live stream
Accept Watch Page monetization
To earn ad and YouTube Premium revenue from live-streaming videos on the YouTube Watch Page, your channel must accept the Watch Page Monetization Module. Check the monetization terms and status in YouTube Studio; eligibility and acceptance are prerequisites, not a guarantee that ads will serve.

Turn on monetization for the stream
Enable monetization for the individual live stream. YouTube says pre-roll and display ads are automatically enabled when live-stream monetization is on. Mid-roll ads can be inserted automatically or manually. These settings can be configured without an audience, but actual delivery depends on a viewer watching and on ad-serving conditions.
Which live ad settings can you choose?

These choices balance control, frequency, and interruptions; none creates an audience or guarantees ad delivery. YouTube says automatic ads pause for certain member and fan-funding interactions and snooze during high engagement. Streams with captions turned on will not show side-by-side ads.

Why a viewer might not see an ad
- No one is watching: there is no viewer playback to receive an ad.
- No ad is available for that viewer: ad availability and delivery can vary by viewer and other factors.
- The ad slot does not serve: YouTube explicitly warns that slots are not guaranteed to deliver ads.
- A mid-roll is not configured to run: in manual mode, no inserted break means no mid-roll.
If a viewer continues watching without seeing an ad, that alone does not show that monetization is broken. YouTube says viewers who do not receive a mid-roll continue watching; viewers who do see one rejoin the stream when it ends or they skip it.
Does enabling automatic mid-rolls increase revenue?
YouTube reported an average uplift of over 20% in in-stream ad revenue per hour for channels that enabled live automatic mid-roll ads compared with channels that did not. This was a group average across 207 countries in January 2024, as reported by YouTube; it is not a forecast or guarantee for an individual channel. It also does not mean ads can earn revenue with no viewers.
