What does the 2025 comparison measure?
The IEA’s Global Energy Review 2026 says China consumes 30% more coal than the rest of the world put together. The comparison is for 2025 and concerns coal demand or consumption. It is not a comparison of coal mined in China, coal imports, or coal used only by power plants.
The IEA does not state paired 2025 tonnages for China and the rest of the world on a directly comparable basis in the material cited here. The 30% figure is the supported comparison; converting it into exact tonnages would require a matching dataset.
How does coal-fired power fit into the total?
Power generation is a major part of coal use, but it is not the whole measure. The IEA says coal-fired power accounts for two-thirds of global coal consumption. China’s power sector alone accounts for one-third of global coal consumption, according to the IEA’s Coal Mid-Year Update 2025.

Those figures describe coal consumed for electricity, whereas the 30% comparison describes total coal demand. Industry also uses coal, so electricity-generation figures cannot be substituted for the overall China-versus-rest-of-world ratio.
What changed between 2024 and 2025?
The IEA’s latest review reports that China’s total coal demand rose just 0.1% in 2025 compared with 2024. That near-flat total contrasts with a roughly 1.5% decline in Chinese coal-fired electricity generation during 2025.

Electricity demand grew, but solar, wind, hydro and nuclear output increased enough to help reduce coal-fired generation. Meanwhile, lower activity in steel and cement also weighed on coal use, while greater demand for coal in chemical and plastic production partly offset those declines. A fall in coal-fired power therefore does not necessarily mean total coal demand fell.
What does the 2024 baseline show?
The IEA’s mid-year 2025 update put global coal demand at 8.79 billion tonnes in 2024, up 1.5% from 2023. It identified China as the largest contributor to the increase, adding 82 million tonnes. The IEA marks those 2024 figures as preliminary, so they provide historical context rather than a direct tonnage breakdown for the 2025 comparison.

Why do earlier 2025 figures differ?
Forecasts and retrospective estimates are not the same. In its mid-year 2025 update, the IEA projected China’s coal demand would decline 0.5% in 2025. The later Global Energy Review 2026 reports the observed year-on-year change as a 0.1% increase. The newer figure supersedes the earlier projection for describing 2025; the two are not simultaneous measurements.
Coal estimates can also vary by publication vintage as data are revised. The Energy Institute notes that historical data may change when information, methods or national submissions are updated in its Statistical Review data archive. Figures from different editions should therefore be compared only with their edition and measurement basis clearly identified.
