Yes, but only if the specific license covers your planned use. “Stock” and “royalty-free” do not automatically mean you can broadcast footage continuously, monetize it, save the stream as a replay, or use it worldwide. You must also meet YouTube’s rights requirements and account for Content ID, which can interrupt a stream even when you have permission.
Permission to stream and eligibility to earn money are separate questions: a licensed stock-footage loop may still raise issues under YouTube’s channel monetization policies. This is a general platform-policy and rights overview, not jurisdiction-specific legal advice.
What rights do you need for a 24/7 stock-footage stream?
YouTube’s livestream terms require the person providing a stream to have “all necessary rights for the exploitation of the Live Content on the Google Services throughout the world,” including relevant music licensing rights and other royalty participants. The terms also require compliance with applicable laws and licensing, registration, notification, and approval requirements in the territory where the stream is transmitted. YouTube’s livestream terms and conditions set out those obligations; they do not determine whether a particular stock license grants the necessary rights.
Review the actual license for the exact footage and any music or other material bundled with it. Check whether its wording covers:

- Live transmission, including continuous or looping broadcasts.
- Repeated use and the expected audience or number of viewers.
- An archived replay or video-on-demand (VOD) copy if YouTube saves the stream.
- Commercial use and monetization, if you plan to earn revenue.
- The territories where the stream will be available and the license duration.
- Music, sound recordings, and other embedded third-party rights.
- Restrictions on the channel, account, or transfer of the license.
- Content ID claims and whether the rights holder can allowlist your channel.
These are points to verify in the contract, not terms that every stock license handles in the same way. If a license does not clearly answer a material question, ask the rights holder for written confirmation before streaming.
Why a valid license may not prevent a stream interruption
YouTube says it scans every live stream for third-party content. If it detects a match, it may replace the feed with a placeholder and warn you; if the matched material remains, the stream may be temporarily interrupted or terminated. For licensed material, YouTube advises creators to ask the rights holder to add their channel to its Content ID allowlist.

YouTube specifically warns: “If your channel isn’t added to their allowlist, your live stream can be interrupted even if you’ve licensed the third-party content.” See Copyright issues with live streams. Having a license and limiting viewers to territories where you hold rights may not prevent an interruption if the channel has not been allowlisted.
Before launch, send the rights holder your channel details and request confirmation that the channel is allowlisted for the relevant assets. Keep the response with your license records. An allowlist can help address Content ID matching, but it does not expand the license or replace the need to hold the required rights.

Does a license mean YouTube will let you monetize the stream?
No. Copyright permission and YouTube Partner Program (YPP) monetization eligibility are separate decisions. YouTube says its channel monetization policies apply to videos, including live streams, and that reused-content review is separate from copyright enforcement. Permission or a fair-use rationale does not by itself settle that review.
YouTube’s policy also addresses repetitive, generic, or mass-produced material as potentially inauthentic. Reviewers assess channel-level context, including the channel’s main theme, most-viewed and newest uploads, share of watch time, metadata, and channel description. A minimally varied stock-footage loop could therefore face monetization concerns even if the footage is properly licensed.

On July 15, 2025, YouTube clarified that it was renaming “repetitious content” to “inauthentic content”; it said the policy itself was not changing and that reused-content policy was unchanged. The clarification does not amount to a blanket ban on every 24/7 stream. Read the current YouTube channel monetization policies and assess the originality and overall substance of your channel.

- Identify every asset. List each video, music track, sound recording, and other element you plan to use. Record its source and the license version that applies.
- Match the license to the intended use. Confirm live and looping rights, any saved replay rights, commercial-use terms, territory, duration, and account or channel restrictions. Do not infer permission from a “royalty-free” label alone.
- Resolve unclear terms in writing. Ask the rights holder specifically about continuous live streaming, archiving, monetization, and any embedded music or third-party material.
- Request Content ID allowlisting. If the material is registered in Content ID, ask the owner to allowlist your channel and retain its confirmation. A license alone may not stop automated matching.
- Keep a rights record. Store the asset list, source, license version, territories and permitted uses, plus relevant correspondence. This is a practical way to substantiate your permissions and respond to claims; YouTube’s cited pages do not prescribe a particular recordkeeping format.
- Check channel access before scheduling. YouTube says the channel must be verified and must have had no live-stream restriction in the preceding 90 days to enable live streaming; streamers must be at least 16. See Get started with live streaming.
- Plan for technical limits, not guaranteed uptime. YouTube lists up to 10 active streams per channel and up to 3 active streams per stream key. These are simultaneous-stream limits, not a promise that any stream can stay live continuously.
Does YouTube guarantee that a stream can run continuously?
No continuous-uptime guarantee is established by YouTube’s setup guidance. Its published 10-stream-per-channel and 3-stream-per-key figures describe simultaneous streams, while the live-stream terms describe rights and compliance obligations. Neither should be read as permission to stream every asset indefinitely or assurance that a broadcast will stay connected.
