Sometimes, but simply rebroadcasting other people’s videos is a poor fit for YouTube monetization. YouTube’s reused-content policy applies to live streams and is reviewed across the channel. Permission to show a video can address rights, but it does not by itself make the stream original enough to monetize. Copyright checks are a separate gate: even licensed material can trigger a live interruption if the rights holder has not allowlisted your channel in Content ID.
Two separate tests apply: originality and rights
A stream made from other people’s videos needs to clear two distinct issues. First, YouTube evaluates whether the channel adds enough original contribution for monetization under its reused-content policy. Separately, the streamer must have the rights needed to use the material, and YouTube may detect third-party matches while the stream is live.
Reused-content review asks what you add
YouTube describes reused content as material repurposed from YouTube or another online source without significant original commentary, substantive changes, or educational or entertainment value. This policy applies to live streaming. Reviewers may consider the channel’s videos, description, and metadata; a finding can affect monetization across the channel, not just one stream. Permission does not settle this review. YouTube says reused-content review is separate from copyright enforcement and is not based on permission or fair use. A license may authorize use of the video, but an unchanged rebroadcast can still lack the original contribution YouTube expects for monetization.

Rights clearance asks whether you may use the material
YouTube’s live-stream terms require the streamer to have the necessary rights for the content. YouTube also scans live streams for third-party matches. If it detects a match, it may replace the stream with a placeholder and warn you; if the matched content remains, the stream may be interrupted or terminated. How different formats affect monetization prospects

What to do before going live
- Plan a stream that is meaningfully yours. Build around substantial commentary, criticism, explanation, or another clear educational or entertainment contribution. Do not assume brief introductions or occasional remarks transform a stream that otherwise plays videos unchanged.
- Confirm the rights for the exact uses. Check that your permission covers the intended live broadcast and any archived version, as well as the relevant territories and platforms. YouTube’s live-stream terms say you must have the necessary rights for the exploitation of the live content on Google services throughout the world; ask the rights holder what your license actually permits.
- Ask about Content ID allowlisting. If the material is licensed, ask its owner to add your channel to their Content ID allowlist. YouTube says a licensed stream may still be interrupted without this step, including when it is restricted to territories where you hold rights.
- Check channel-level and program requirements. You must be accepted into the YouTube Partner Program (YPP) and follow its policies. Eligible partners can earn Watch Page ads and YouTube Premium revenue on live streams after accepting the Watch Page Monetization Module. These options do not override copyright or reused-content rules. See YouTube’s monetization policies and its Watch Page Monetization Module guidance.
- Keep records and make your contribution visible. Retain licenses and permission details, and make the stream’s original purpose clear in its presentation, description, and channel context. Those details do not guarantee approval, but they help establish what the stream is and what you contribute.
Common problems and what to check
- The channel is not monetized after adding a license: authorization and reused-content originality are separate questions. Review the channel as a whole and whether its videos demonstrate significant original commentary, substantive changes, or educational or entertainment value.
- YouTube replaces the live feed with a placeholder or interrupts it: the live system may have matched third-party content. Stop or remove the matched material, check your rights, and contact the rights holder about Content ID allowlisting before trying again.
- The stream is restricted to licensed territories but still gets interrupted: YouTube says territory restrictions do not necessarily prevent a match-related interruption. Ask the owner to allowlist your channel.
- A commentary format is still rejected or flagged: commentary is an example that may fit the policy, not a guarantee. Reassess whether the stream makes a meaningful difference and whether rights and other YouTube policies are satisfied.
