If YouTube warns that your live stream’s bitrate is too low, first check the bitrate your encoder is actually sending, then compare it with YouTube’s recommendation for your codec, resolution, and frame rate. If your connection cannot sustain that setting, lower the resolution and retest rather than simply raising the encoder’s target.
YouTube does not publish a separate 24/7 preset or a bitrate that guarantees an uninterrupted stream. For continuous streaming, choose settings your connection and encoder can sustain, test them under realistic conditions, and watch the stream health indicator in Live Control Room.
What YouTube’s low-bitrate warning means
YouTube describes the warning as the current stream bitrate being lower than the recommended bitrate. That can mean the encoder is sending less data than its configured target, the selected bitrate is below YouTube’s recommendation for the incoming video format, or the connection cannot reliably carry the chosen settings. The warning alone does not identify which cause applies.
Check the exact message beside the stream Health Indicator in Live Control Room, and look at the encoder’s actual outgoing bitrate—not just its target value. YouTube’s guidance is to lower the chosen resolution if your bandwidth cannot support it. YouTube’s live streaming error messages

Use the bitrate for your exact format
YouTube’s live encoder table gives different minimum and recommended bitrates by codec, resolution, and frame rate. The recommended figure is the target to compare against; the minimum is not the recommended setting. These are live encoder ingest figures, not recommendations for uploading a finished video.
| Video format | Codec | Minimum bitrate | Recommended bitrate |
|---|---|---|---|
| 720p at 30 fps | H.264 | 3 Mbps | 8 Mbps |
| 720p at 30 fps | AV1 or H.265 (HEVC) | 2 Mbps | 6 Mbps |
| 1080p at 30 fps | H.264 | 5 Mbps | 14 Mbps |
| 1080p at 30 fps | AV1 or H.265 (HEVC) | 4 Mbps | 10 Mbps |
| 1080p at 60 fps | H.264 | 6 Mbps | 17 Mbps |
| 1080p at 60 fps | AV1 or H.265 (HEVC) | 4 Mbps | 12 Mbps |

Choose reliability over a higher resolution
If your connection cannot sustain the recommended bitrate for your current output, lower the resolution and use the corresponding bitrate from YouTube’s table. A higher setting is not automatically better if the encoder cannot deliver it consistently. YouTube does not publish a universal upload-headroom percentage, so do not treat an arbitrary margin as an official requirement.
Settings to verify in your encoder
- Rate control: Use CBR (constant bitrate), which YouTube lists for live bitrate encoding.
- Keyframes: Set a two-second interval; YouTube says not to exceed four seconds. At 30 fps, a two-second interval is 60 frames. Keep the interval aligned with your output frame rate.
- Ingest protocol: YouTube lists RTMP and RTMPS, and recommends RTMPS.
- Video codec: YouTube’s encoder guide lists H.264, H.265 (HEVC), and AV1. If YouTube reports an incorrect-format error, its troubleshooting guidance specifically says to use H.264 video and AAC audio.
- Audio: For stereo, YouTube lists 128 Kbps and 44.1 kHz. Check that the stream has one audio track, supported AAC or MP3 audio, and stereo channel count if that is your intended format.
- Dimensions and scan: Make sure the encoder’s output dimensions match the selected ingest resolution and use progressive video. YouTube does not support interlaced video for this ingest.
- Resolution and frame rate: Confirm the encoder output agrees with the ingest settings. YouTube recommends automatic detection by default; custom stream keys can be used for manual settings.
For stream keys, ingest settings, and latency options, see Manage live stream settings. Latency is the delay from capture to playback; YouTube notes that lower latency can mean more buffering. If viewers do not need to interact in real time, low latency may matter less than stable playback.

Step-by-step: diagnose and fix the warning
- Read the full Live Control Room message. Note whether it reports low bitrate, a format or codec problem, a resolution mismatch, or an audio or keyframe error. Do not infer the cause from the low-bitrate warning alone.
- Check what the encoder is actually sending. Compare its outgoing bitrate with the target you configured and the recommended value for the exact codec, resolution, and frame rate in YouTube’s table.
- Match output to ingest. Confirm the encoder’s dimensions and frame rate match the stream’s selected ingest resolution and settings. If the encoder is outputting a different format, correct the mismatch.
- Reduce resolution if bandwidth is the constraint. Select a lower output resolution, then use the bitrate recommendation for that format. Do not blindly raise the target if the connection cannot carry it.
- Check encoding details. Verify CBR, a two-second keyframe interval (no more than four seconds), progressive scan, supported video and audio codecs, and the intended audio sample rate, channel count, and bitrate.
- Test and monitor. Before going live, test with similar audio and video movement, then watch stream health and error messages. YouTube advises testing before starting but does not prescribe a particular test duration for a 24/7 stream.
YouTube’s own error guidance puts the bandwidth decision plainly: “If you don’t have enough bandwidth for the resolution you chose, consider lowering your chosen resolution.” Live streaming error messages
What changes when the stream must run 24/7
The bitrate table does not certify a setting for continuous use, and YouTube’s cited guidance does not specify a 24/7 bitrate, guaranteed uptime, required hardware, or fixed upload-speed margin. A continuous stream simply makes sustained connection and encoder stability especially important. Use a configuration you have tested under conditions resembling the stream, and keep monitoring Live Control Room.

If a stream keeps disconnecting, the low-bitrate warning does not by itself establish the root cause. Distinguish a bitrate shortfall from network interruptions or encoder failures by checking the precise dashboard errors and the encoder’s actual output.
