Atlassian documents the storage and workflow mechanisms, but does not publish a token or prompt-size budget for this design.
Choose storage by how long the context must last
Jira does not provide a single, model-style “memory” feature for workflow rules. The right storage depends on whether information is needed later in the current automation flow or in a future execution.

Atlassian describes Create variable and Set entity property among Jira automation actions. Entity properties are key-value storage on supported entities; their values can be accessed through the Jira platform APIs, and may also be queried using JQL where supported.
Design the memory before adding it to the rule
Save only the details a later decision needs. A useful compact structure might contain the current decision, a brief rationale, an unresolved question, and a date or version. This is a practical design choice, not a schema prescribed by Atlassian.

- Prefer a short, maintained summary over a transcript or a copied issue history.
- Use a unique property key so it is distinguishable from keys used by other apps or rules.
- Keep private or personal data out of entity properties. Atlassian notes that users with permission to edit an entity can modify its properties, and apps can modify them too.
- Decide which entity owns the context. An issue property fits information tied to one issue; use another supported entity only when its ownership scope is a better match.

Set up a same-run value with Create variable
- In the automation rule, add the Create variable action before the actions or conditions that need the value.
- Give the variable a clear name and set its value to the concise context you want to reuse.
- Reference its smart value in subsequent actions or conditions in that same flow.
This variable is flow-local: it is not durable memory for a later execution. See Jira automation actions for the action’s documented use.

Persist context for a later execution
- Choose an issue property key with a unique namespace, such as one specific to your team or app.
- Add Automation’s Set entity property action and write the compact summary to the issue’s property.
- In a later rule execution, retrieve the property value and pass only the useful fields to the next action, including an AI action if that is part of your workflow.
- Update or replace the summary when the underlying decision changes, so later runs do not rely on stale context.
Jira Cloud supports entity properties on issues and other documented entities, but the retrieval method and available smart values depend on how the rule is built. Consult the entity properties reference and automation action documentation for the relevant APIs and actions.
Place collection, validation, and writing at the right transition point
Jira workflow rules support distinct points for restricting transitions, requesting input, validating details, and performing actions. Atlassian’s workflow guidance explains that validation occurs before a transition completes, while perform actions run after a successful transition. A failed validator blocks the destination status and prevents post-transition actions from running.

- Collect or check a required memory input before completion when the transition should not succeed without it.
- Write or hand off context as a follow-up action when it is acceptable for the transition to complete first.

Test what the rule actually reads and writes
- Use a manual trigger with a representative issue to test the rule.
- Inspect the automation audit log and check what each relevant smart value resolves to.
- If earlier actions change fields and a later action needs the updated issue values, add Re-fetch work item data before that later action. Otherwise,
{{issue}}retains the values from when the flow triggered. - Confirm the property is present and contains the intended summary before relying on it in a later run.

Keep prompt sizing evidence-based
The Jira Cloud documentation reviewed here does not state a prompt or token cap for an AI call in an automation rule, and it does not benchmark how much this pattern reduces prompt size. Treat “without blowing the prompt budget” as a design goal: persist the minimum useful context, retrieve it when needed, and avoid sending the complete history by default. Check the limit for the particular AI service or integration you use rather than assuming Jira sets one.
These steps apply to Jira Cloud documentation. They should not be assumed to describe Jira Data Center behavior; check the product and version in use before implementing the pattern there.
