Frank McKenna has accused some people involved in Lancashire’s local-government reform debate of trying to “protect their own empire.” The Downtown in Business chief executive made the remark as his opinion on the Northern Spin podcast; it is not an independently established finding about anyone’s motives. Meanwhile, the Government has paused implementation of the proposed reorganisation while it conducts a review, but Lancashire County Council says it has not been told that the July decision has been withdrawn.
What did Frank McKenna mean by “protect their own empire”?
McKenna, chief executive and group chairman of Downtown in Business, criticised what he sees as parochialism in Lancashire’s reform debate. Speaking on the Northern Spin podcast, he said: “I think as far as Lancashire is concerned the parochialism that exists there is beyond ridiculous.”
He argued that discussion was focusing on the names of proposed unitary authorities instead of what they could deliver for residents. He then added: “I think if you go beyond that you have people who, in my opinion, are trying to protect their own empire.” The qualification “in my opinion” matters: BusinessCloud’s report records McKenna’s allegation, but does not establish the motives of the people he criticised. BusinessCloud reported his comments on 1 October 2026.
What is the Lancashire council reorganisation proposal?
The proposal described by BusinessCloud would replace Lancashire’s 15 existing councils with four unitary authorities. That is the proposed configuration, not a completed change or a finding about likely savings, service quality, representation, or public support. The sources cited here do not provide evidence to quantify those effects.

Has the Government cancelled the reorganisation?
No cancellation has been confirmed in the statements reviewed. Lancashire County Council said on 1 October 2026 that the Government had paused implementation while carrying out a rapid review. The council also said it had not received confirmation that the July decision was withdrawn or that the review would lead to a fresh decision. The accurate description is that implementation is paused during a review, not that the proposal has been permanently cancelled. The County Council’s statement sets out its position.
What legal steps has Lancashire County Council authorised?
County Council Leader Councillor Stephen Atkinson said he had pressed for decisions about local government’s future shape to be supported by robust evidence and a transparent process. The council said its Cabinet authorised precautionary steps to protect its position while the Government review proceeds.

If the council did not receive satisfactory confirmation from Government within the limited time available, those steps could include issuing a protective claim and asking a court to pause proceedings during the review. The council described legal action as a possible last resort: it had not committed to pursuing proceedings, and said further correspondence and appropriate legal advice would come first.

BusinessCloud reports that a Lancashire mayoral election is not due until 2028 and that devolution minister Jim McMahon told the Lancashire Combined County Authority that obtaining a mayor was a priority for him and Andy Burnham. Those details are BusinessCloud’s reporting; the County Council’s statement about reorganisation does not independently confirm the timetable.
