Former U.S. Citizenship and Immigration Services officer Carol A. Aguja pleaded guilty to wire fraud on October 1, 2026, in a case involving more than $60,000 taken from AFGE Local 38, according to the U.S. Attorney’s Office for the District of Massachusetts. Her sentencing is scheduled for January 7, 2027.
What Aguja pleaded guilty to
Aguja, 55, of Reading, Massachusetts, pleaded guilty in federal court in Boston to wire fraud. The U.S. Attorney’s Office announced the plea on October 2, 2026. The government says the fraud ran from 2019 through 2024 and involved more than $60,000 in union funds.
AFGE Local 38 represented USCIS employees living in Massachusetts, Rhode Island, and New Hampshire. Aguja was the local’s treasurer from approximately 2015 through August 2024 while employed as an Immigration Services Officer at USCIS. U.S. Attorney’s Office for the District of Massachusetts, October 2, 2026
How the government says the money was used
The DOJ describes several methods of misusing union money, including personal and non-union expenses, payments of some union expenses from personal accounts, commingling funds, and falsifying annual financial forms. Its reported figures are distinct components of the case, not an exact arithmetic breakdown of the total:

The U.S. Attorney’s Office describes the overall amount as more than $60,000 stolen over five years. The component figures should not be added and treated as an exact total. U.S. Attorney’s Office for the District of Massachusetts, October 2, 2026
What happens next
Sentencing is scheduled for January 7, 2027; that date is scheduled, not a guarantee that sentencing will occur then. The DOJ says wire fraud carries a statutory maximum of 20 years in prison, three years of supervised release, and a fine of $250,000 or twice the gross gain or loss, whichever is greater. Restitution and forfeiture are also listed. These are potential statutory penalties, not a prediction of Aguja’s sentence; the October 2 announcement did not report a sentence imposed.
