How Foreign Hackers Could Disrupt U.S. Electricity—and What the Evidence Shows

Hackers who reach a utility’s operational technology could interfere with the systems used to monitor or control equipment. That makes disruption a real concern, but the official incidents described here do not show that attackers have brought down the U.S. electric grid or caused a nationwide utility collapse. The clearest recent operational reports concern water systems; the evidence about electricity comes from separate activity reports, a dated grid-resilience assessment and evolving federal policy.

How could hackers interfere with a utility?

Utilities use operational technology (OT) to monitor and control physical processes. A programmable logic controller (PLC) may report equipment status, issue commands, or do both. Human-machine interface (HMI) and supervisory control and data acquisition (SCADA) displays help operators see what is happening and manage equipment.

In its July 22, 2026 update, the Cybersecurity and Infrastructure Security Agency (CISA) described Iranian-affiliated activity targeting internet-connected OT devices, including PLCs, in water, energy and local-government environments. CISA said the activity included attempts to download malicious project files and manipulate data displayed through HMI and SCADA systems, disrupting operations and causing financial losses for affected organizations. The update described targeting of Rockwell Automation, Schneider Electric and Siemens devices, and possibly other manufacturers. “Iranian-affiliated” is the agency’s characterization; it does not establish that a particular government directed every incident.

An exposed device can give an attacker a way to interfere with what operators see or, depending on the device’s configuration and access, with the process itself. The consequences hinge on the PLC’s role, the equipment connected to it, network protections and whether operators can safely switch to manual procedures.

What have agencies reported happening?

The FBI and Environmental Protection Agency (EPA) described water and wastewater incidents in a July 30, 2026 public service announcement. Companies in at least seven states reported incidents since July 27, and some reported degraded operations. That figure counts reporting states—not utilities or customers—and the incidents were in the water sector.

In the behavior described by the agencies, attackers remotely accessed exposed PLCs, changed device IP addresses and passwords, and left operators without monitoring or control. One or more victims also reported altered PLC project files. The agencies had observed the specific activity on Allen-Bradley MicroLogix 1100 and 1400 PLCs, while advising operators to consider similar precautions for other PLC brands.

Reported water-system consequences included loss of pressure and flooding. If pressure falls, untreated groundwater may be able to seep into pipes. The effects varied with the equipment and process involved and with the utility’s ability to operate manually. These are water-sector examples, not evidence that electricity customers experienced the same effects.

What does the evidence say about the electric grid?

A utility’s network being accessed does not by itself mean an attacker can cause a cascading failure across the country. The Department of Energy (DOE) treats a prolonged outage after a significant cyber incident as a contingency that utilities must plan for; its 2018 assessment does not give a current probability or guaranteed duration. The scale and duration of any disruption would depend on which systems were reached, their operational role, the effect on equipment and the response and recovery options available.

What makes the consequences different from one utility to another?

  • Access path: Direct internet exposure, remote-access arrangements, supplier access and separation between business networks and control networks affect how an intruder might reach OT.
  • Device function: A PLC used mainly to monitor status presents a different operational problem from one that directly controls equipment.
  • Fallback and recovery: Manual operation, reliable backups and the time needed to restore safe control all shape what happens after an intrusion.
  • Evidence scope: Reported water incidents, agency-attributed activity across sectors and grid-risk assessments are different kinds of evidence. They should not be combined into a single incident count.

What are utilities being advised to do?

FBI and EPA guidance focuses on the systems operators control, rather than consumer devices. Recommended measures include:

  • Remove direct public-internet exposure from PLCs and broker remote access through a secure gateway; secure cellular modems as well.
  • Use strong, unique credentials, restrict access, and limit communications with firewall rules or access-control lists.
  • Validate PLC logic and project files, review logs and connected devices for signs of lateral movement, and verify backups before restoring them.
  • Keep manual operating capability and routinely exercise continuity, recovery, fail-safe, islanding, software-backup and standby procedures where applicable.
  • Plan to replace end-of-life equipment that no longer receives vendor updates.

What does the new federal equipment policy cover?

DOE’s August 2026 summary of Executive Order 14421 describes a focus on qualifying foreign-produced bulk-power equipment and technology used in interconnected transmission facilities and control systems. The described scope includes transmission lines rated at 69 kilovolts and higher and excludes local distribution. DOE said it would issue implementing rules within 120 days of the order; that announced schedule does not, on its own, establish the details or status of implementation.
