Reuters, relaying a New York Times report on October 3, 2026, says the proposal still requires U.S. government and Kremlin approval. The available reporting does not establish that either side has approved it or that any sale has been completed.
What the reported Lukoil proposal involves
Reuters says the New York Times reported a prospective deal covering a broad portfolio of Lukoil-owned oil fields, refineries and fuel stations around the world. The accessible account does not list the individual assets or countries involved, or give transaction terms beyond describing the proposal as multibillion-dollar.
The reported group of prospective participants includes U.S. investor Todd Boehly, two Middle Eastern groups that have done business with Jared Kushner’s or Steve Witkoff’s family, and an arm of the U.S. government. Reuters does not name the two Middle Eastern groups. These are reported participants, not confirmed buyers or parties to a completed transaction.
Who reportedly raised the idea, and why
According to Reuters’ account of the Times report, Vladimir Putin raised the proposal at a September 5 meeting with U.S. envoy Steve Witkoff and Jared Kushner. A person familiar with the meeting told the Times that Putin presented it as a way to demonstrate to Russians that they could do business with the United States. That reported rationale does not establish that the proposal is part of a cease-fire or peace agreement.

What is known about approval and status
The reported proposal requires approval from both the U.S. government and the Kremlin. The Reuters account does not establish that either has granted approval, identify the specific approval or sanctions mechanisms involved, or report that the transaction has closed. Reuters said the White House, U.S. Treasury Department and Lukoil did not respond to requests for comment outside regular business hours. The deal details therefore remain attributed to the Times as relayed by Reuters, rather than independently confirmed by the named parties.
Why trade and sanctions are part of the Ukraine debate
The proposal comes amid a wider discussion about whether trade and sanctions relief could be used to engage Russia. In a September 29, 2026 report, The Atlantic described the Trump administration as exploring those approaches alongside diplomacy. Ukrainian President Volodymyr Zelensky opposed lifting sanctions before the war ends and argued that trade could help finance Russia’s war effort. The Atlantic reported that Zelensky said, “When someone gives Russia more money through trade, they give this war more time,” and added, “Limit his money. Limit his war.” Those comments address the broader policy debate, not the specific Lukoil proposal.

The Atlantic also quoted U.S. envoy John Coale, who had proposed a prisoner-release and sanctions-relief approach, saying, “All this stuff works toward the possibility of peace.” The disagreement is over whether economic engagement can help advance diplomacy or instead provide resources that prolong the conflict.

The Associated Press separately reported that U.S. and Russian officials had discussed ending the war and possible energy initiatives. It also reported that Moscow sought a comprehensive settlement involving Ukrainian territorial concessions that Kyiv rejects. That is context for the negotiations; it does not confirm that the Lukoil proposal is agreed, or that it forms part of a settlement.

For now, the reported oil transaction is a proposal in diplomatic discussions, not evidence of a completed sale or a peace deal. The asset list, the identities of the two Middle Eastern groups, the transaction terms, and any connection to specific sanctions or cease-fire decisions have not been established in the accessible accounts.
