Can CCTV Catch Fly-Tippers? What Council Reports Show

Yes—CCTV can help councils document fly-tipping and identify evidence for an investigation, but a camera does not guarantee an offender will be identified or deterred. Bromley Council says high-quality footage supported two successful prosecutions. Luton Council, by contrast, reported a suspected arson attack at a monitored recycling site without saying CCTV identified the person responsible or resolved the case.

How CCTV can help investigate fly-tipping

In England, councils should investigate fly-tipping incidents that fall within their remit. The Department for Environment, Food & Rural Affairs says preliminary inquiries may include reviewing CCTV footage, alongside considering witness accounts, the scene, the waste and local knowledge. Investigators assess the circumstances and potential effects before deciding whether to pursue further action. GOV.UK’s council responsibilities guidance describes CCTV as one possible source of evidence—not a substitute for an investigation.

If footage captures a usable image of a person, vehicle or activity, it may help investigators establish what happened and support enforcement. A camera that misses the relevant area, records unclear images or fails to retain footage covering the incident may offer little practical help.

What council examples show—and what they do not

Bromley: footage supported two prosecutions

The London Borough of Bromley reported that high-quality CCTV evidence supported two investigations into rubbish left at recycling banks. After fixed penalty notices went unpaid, the offenders were prosecuted and pleaded guilty in April 2026. The council reported fines and costs totalling £510 in one case and £400 in the other. Those are details of these cases, not a guide to typical penalties. Bromley’s report shows how footage can contribute to enforcement when it is usable and forms part of an investigation.

Luton: incidents continued at a monitored site

Luton Borough Council said it installed CCTV at the Calverton Road glass recycling centre after repeated fly-tipping. Despite signs warning that CCTV was in use, the council recorded more than 40 separate fly-tipping incidents over four weeks in 2025. It also reported one suspected arson attack on the centre, eleven £1,000 fixed penalty notices and a further ten cases under investigation. The council’s account does not say CCTV identified an arsonist or solved that incident. Luton’s report documents activity and enforcement at one site; it does not establish that cameras or warning signs reduced incidents.

National figures are not a measure of CCTV performance

In a release published on 25 February 2026, the Department for Environment, Food & Rural Affairs reported 1.26 million fly-tipping incidents in the preceding year and urged councils to use overt and covert surveillance, including CCTV, drones and automatic number plate recognition. That figure is national context, not an estimate of incidents prevented or solved by cameras. The release also describes a Croydon case involving footage released after an investigation of a repeat offender, a 52-week prison sentence and the seizure and destruction of three vehicles. These are outcomes reported for that case, not typical results of CCTV use. Read the department’s release.

Does CCTV prevent fly-tipping?

The council examples do not provide a controlled estimate of CCTV’s effect on fly-tipping or arson. Luton’s report of continuing incidents at a monitored site shows that cameras and warning signs do not prevent every offence; it cannot, on its own, show what would have happened without them. Bromley’s prosecutions show that CCTV evidence can support enforcement, not how much cameras change the overall rate of fly-tipping.

Can CCTV help identify an arsonist?

Potentially, if footage captures useful evidence and investigators can lawfully use it. But the Luton example establishes only that the council reported a suspected arson attack at a CCTV-monitored site. It does not report that footage identified a suspect, led to an arson prosecution or resolved the incident. Do not treat the presence of a camera as proof that an arsonist was caught.

Can residents’ cameras help?

Household CCTV, doorbell cameras and dashcams may capture an incident outside a council-operated surveillance area. Cheshire West and Chester Council says members of the public can submit relevant footage and reports that evidence supplied by residents has led to fixed penalty notices. If you have footage, contact the relevant council through its reporting process, preserve the original recording and follow its instructions. Do not approach suspected offenders or disturb the scene. The council’s appeal for footage explains how resident recordings can contribute to investigations.

What makes footage useful?

Whether a recording helps depends on the incident and how the system is operated, not just on owning a camera. Relevant considerations include:

  • Coverage: Does the camera capture the place where dumping or damage occurs?
  • Image quality: Are people, vehicles or other relevant details clear enough for investigators to use?
  • Timing and retention: Was the recording running during the incident, and is the relevant footage still available?
  • Export and access: Can relevant footage be preserved and provided to investigators through an appropriate process?
  • Operating context: A council public-space system and a resident’s private camera have different operators and responsibilities.

These are practical factors, not a guarantee that footage will identify an offender or be sufficient for enforcement. Government guidance tells local authorities to consider whether images are suitable for law-enforcement and criminal-justice use.

Rules for councils using surveillance

Local authorities are among the public bodies that must pay due regard to the Surveillance Camera Code of Practice when using surveillance systems. The code covers CCTV, automatic number plate recognition, body-worn video and other video systems. Its local-authority guide, updated on 25 August 2026, asks authorities to consider image quality and relevant legal duties, including data-protection and human-rights law. Criminal investigations must follow the Police and Criminal Evidence Act 1984, and surveillance and investigations must comply with the applicable Regulation of Investigatory Powers Act framework.
