There is no single standard hourly rate for client travel. Agree on the billing rule before the trip: charge your usual rate when you can do productive work in transit, a disclosed lower rate or fixed fee when travel is mostly idle, or include expected travel in the project price. Put the arrangement in your proposal or contract, and distinguish travel hours from mileage and other expenses.
Choose a travel-time billing structure
Price the trip around the work involved, the time it takes from your schedule, how often you travel, and how predictable the client wants the cost to be. These are options to negotiate, not universally established industry rules.
Regular hourly rate for productive travel
If you can do client work while traveling—such as reviewing deliverables or taking calls—billing your usual hourly rate may reflect that working time. Define what counts as work and how you will record it.
Reduced rate for mostly idle travel

Fixed trip fee
A fixed fee can make the cost easier to predict than billing every minute. State which journey it covers and agree in advance how you will handle material changes or delays.
Include travel in the project price
For a project with predictable travel, you may include the expected time and cost in your project total. A negotiated minimum on-site charge can also be an option, but should be presented as your pricing choice rather than an industry norm.

Agree on the rule before you travel
Describe the billing basis in your proposal or engagement terms so the client knows what to expect and what will appear on the invoice. Specify whether you charge for one-way or round-trip time, when the clock starts and stops, and how you handle delays or itinerary changes. These details help make the agreed price clear; they do not create a general legal entitlement to charge if your agreement does not provide for it.
When comparing models, consider whether useful work is possible in transit, the time and opportunity cost, the trip’s length and frequency, the client’s need for price certainty, and whether a longer engagement can spread the travel cost.

Keep travel time separate from mileage and fares
Travel time pays for hours spent getting to or from the client; mileage, fares, and similar expenses cover transportation costs. If your agreement bills both, list them separately so a mileage reimbursement is not mistaken for payment for travel hours.
For U.S. context, the General Services Administration’s privately owned vehicle rate is 76 cents per mile for applicable federal travel from July 1 through December 31, 2026. It is a dated federal travel reference—not a required rate for private client invoices and not compensation for time. GSA Bulletin FTR 26-03

U.S. tax and federal contract context
Client expense reimbursements and records
IRS Publication 463 (2025) addresses self-employed contractors’ expenses incurred on behalf of clients. It says contractors should account to clients for travel reimbursements or allowances and keep adequate records whether or not they account to the client. The IRS states: “If you don’t account to your client for these expenses, you must include any reimbursements or allowances in income.” This concerns expense reimbursement and recordkeeping; it does not set a fee for travel time. A mileage logbook can help record miles when mileage reimbursement is part of your agreement. The cited IRS guidance does not require a particular branded tool, and a mileage log does not determine your travel-time rate.

Costs charged under federal contracts
For covered federal contract costs, FAR 31.205-46 permits transportation costs based on mileage rates, actual costs, or a combination when the method produces a reasonable charge. It also requires records of the expense date and place and the trip’s purpose. These are federal cost rules, not general requirements for every freelancer’s private client engagement. FAR 31.205-46
