Examples in Cheshire and South Gloucestershire became book swaps, while projects in Wales and Belfast used phone boxes for local information and public exhibitions. Each conversion reflects its site, intended use and local support; the examples do not establish a standard cost or a single recipe.
What can a disused phone box become?
“Library” can mean a compact book exchange rather than a staffed lending service. Other communities have used kiosks to share local information or show public art. Those different purposes affect what needs to be repaired or fitted inside.

What makes a phone-box book exchange work?
Great Budworth offers a straightforward example: the aim was to create a place for villagers to exchange books, and the work included restoring the kiosk and sourcing suitable parts. The parish council says Jubilee celebration fundraising helped fund it. That account shows the role of local fundraising and specialist sourcing, but it does not provide enough detail to estimate another community’s materials list or budget.
Oldland’s story, as recounted by a local newsletter, also illustrates that a phone-box library can require upkeep after opening: the kiosk needed repairs following a fire. A small public space remains a physical structure exposed to wear and damage, not a project that ends once books are placed inside.

Other uses require different fit-outs
Local information and essential equipment
At Maesygwartha, the kiosk was not described as a library. Volunteers repaired its floor and refurbished the shell, then fitted a backboard for a defibrillator and panels showing village and walking-trail information. The reported £3,031 grant was for this specific project in 2024; it should not be treated as a general conversion price.
A miniature exhibition venue
For Belfast’s Design Box, the interior was designed to display exhibitions within a restored K6 kiosk. Julian Manev, a member of the design team, explained: “To repurpose the K6 telephone kiosk into a little gallery, we introduced a new four-columned architectural display vessel within the existing structure.” (RSUA project article)

What these examples do—and do not—show
The documented projects point to three different demands: repairing and restoring the kiosk, fitting an interior for its intended use, and organising local support. Depending on the project, that support has included volunteers, parish-council sponsorship, fundraising, a project grant or specialist parts sourcing.
- There is no single evidenced conversion cost across these projects.
- The accounts do not establish which use is most successful or provide a portfolio-wide count of phone-box library conversions.
- They do not set out a universal approval checklist for ownership, planning, accessibility, electricity, fire safety or heritage consent. Requirements need to be checked for the specific kiosk and its jurisdiction.
